Abstract
WHEN Westland Helicopters was asked to produce the rotor shafts for the Sikorsky Blackhawk, the manufacturing brief was to deliver 40 shafts per month over two years initially. This required the setting up of a separate machining cell at the Yeovil factory to meet this target. Normal lead time for shafts was between 9–12 months. Armed with a £1.2 millions budget the company looked at 12 machine tool suppliers.

There is recognition of a growing awareness about e‐publishing changes and the new economic models which may provide more impact for research papers, providing a viable (and less expensive) solution for the information provision to authors and readers.

Abstract
Asks why business performance measurement has become so topical, so recently. Argues that there are seven main reasons: the changing nature of work; increasing competition; specific improvement initiatives; national and international quality awards; changing organisational roles; changing external demands; and the power of information technology. Evidence to support this assertion is drawn from the academic and practitioner literatures, interviews and discussions with people specialising in the field and a broad review of the current state‐of‐the‐art in business performance measurement. Presents a framework onto which current research in business performance measurement can be mapped and identifies areas which require further work.

Purpose
This paper aims to provide a review of the most recent literature concerning document supply and related matters.
Design/methodology/approach
This paper is based on the reading of over 150 journals as well as monographs, reports and websites.
Findings
That the fundamental debate on the direction of scholarly publishing continues intensely. Electronic books remain a minority market but the literature at least remains optimistic. Open Access continues to grow but with continuing and widely differing views on its impact. Recent mandating decisions will mean a step change in the both the creation and the growth of institutional and subject repositories. Publisher pay per view is developing after a slow start.
Originality/value
The paper presents useful source of information for librarians and others interested in document supply and related matters.

States that the workshop addressed new implementations and a follow‐up of Open Archive Initiative (OAI) infrastructures for e‐publishing and research. The workshop concluded with discussion groups examining various aspects of OAI, the results of which were recorded in the agenda.
