Abstract

Theoretical basis

This case is focused on the allegations of corrupt practices within the strategic leadership at the board level of an international sports organization – the Asian Football Confederation (AFC). The theoretical premise is that the practices and decisions of the AFC’s leadership will have a profound impact on the AFC’s performance. However, because the AFC is the continental governing body, the impact is theorized to be far larger, across an entire industry. In writing the case, the authors were guided by upper Echelons theory (UET) (Hambrick and Mason, 1984; Hambrick, 2007; Hambrick et al., 2015), which argues that an organization’s strategic direction is directly influenced by its leader’s values. The authors selected UET for the theoretical framework, as it considered a spectrum of factors from industry, leader characters (values), their choices and the results of their actions. Such a comprehensive theory aligned with the complexities of the AFC and its leadership. In constructing the case roadmap using UET, the authors first adopted an ethnographic methodology. This was motivated by the fact that one of the authors had been embedded for many years as part of the leadership team at the AFC. His career work notes based on direct interactions and observations of these leaders helped in two ways: to identify the complex set of personal characteristics of these leaders (i.e. background, their careers outside football and financial standing) as they originated from 47 different nationalities. UET refers to these as observable factors to better theorize the hidden intentions of their alleged corrupt behaviors. UET identifies this second set of non-observable factors as psychological factors. These two different sets of observations combined helped to theorize their drivers, intentions and strategic decisions (options). For the second methodology, the authors accessed archival, publicly available media news and reports to understand the consequences of their actions to the AFC and the Asian football industry. This completed the final parts of the UET framework (Yamak et al., 2014).

Research methodology

This case relied on information that was widely reported within international media, press announcements by various organizations, published decisions by tribunals and publicly available information on the AFC. All of the names and positions in this case are actual persons.

Case overview/synopsis

This case focuses on the role and influence of the AFC as the Asian football governing body. The AFC is a member of the world football governing body – FIFA. With a US$1bn budget, the AFC has a strong impact on the future of football among Asia’s three billion people. Unfortunately, the AFC has been unable to create the value in its sports events or properties that attracts fans and investors. Central to this problem is the issue of corruption and corruption allegations within the AFC, especially with regard to its leadership. This case, therefore, attempts to highlight the various issues, discusses the circumstances around these challenges and brings forth the complexities of leading a truly international organization across 47 countries. Such factors are then tied to the value of the organization’s products or services in the marketplace.

Complexity academic level

The case is written and designed for a graduate level (MBA) class or an upper level undergraduate class such as corporate strategy, leadership, international management, international marketing, contemporary issues in management, cross-cultural management, sports management and sports marketing. In general, the case will also be a good fit for courses that discuss leadership, organizational strategy, organizational structure, organizational ethics and organizational behavior.

Abstract

Purpose

This study aims to identify the stakeholders and critical factors (CFs) of promoting age-friendly communities (AFCs), discuss the relationship between the stakeholders and CFs and develop a preliminary framework for the briefing stage of promoting AFCs in urban China.

Design/methodology/approach

Stakeholders and CFs were identified through literature review and document analysis. The Delphi method was used to screen the extracted stakeholders and CFs. The focus group methodology was applied to obtain evaluation matrices of relationships between stakeholders and CFs. A two-mode social network was formed to analyse the evaluation matrices generated.

Findings

Results of the analyses indicate that local governments and policymaking institutions, together with project investors, obtained high prioritisations in the stakeholders' group, whilst senior citizens and caregivers appear to rank last. For CFs, communities' environmental factors receive the most attention from stakeholders.

Research limitations/implications

Results of the analyses can only show similarities of the participating stakeholders' opinions on their concerns, and provide researchers and practitioners with initial ideas on analysing stakeholders and CFs at the briefing stage of promoting AFCs. For a specific project, the concerns and prioritisations would change. Diverse voices are necessary and case studies are in need.

Practical implications

Challenges in promoting AFCs in urban China are discussed, and a preliminary framework of the briefing stage is developed for practitioners to follow when promoting AFCs.

Originality/value

This study discusses which CFs should be considered priorities and what consensuses are generally reached by stakeholders. CFs are utilised to interpret stakeholders' relationships, influences and concerns on AFC projects when conducting the social network analysis (SNA).

Abstract

Purpose

The purpose of this paper is to validate the learning screening tool (LST) and the adapted functioning checklist-revised (AFC-R) as screening tools to aid programme allocation, and to investigate whether programme decision makers were using the tools as per the guidance provided by HMPPS Interventions Services.

Design/methodology/approach

LST and AFC-R data were gathered for 555 men who had been assessed for programmes between 2015 and 2018 across eight prisons and one probation area. WAIS-IV IQ data were also gathered if completed.

Findings

The findings provide support for the use of the LST, and AFC-R in helping to make decisions about programme allocation. The LST and AFC-R correlate well with each other, and a measure of intellectual functioning (WAIS-IV). Those who were allocated to learning disability or challenges (LDC) programmes scored higher on the LST (greater problems) and lower on the AFC-R (lower functioning) compared to those allocated to mainstream programmes. The LST had adequate predictive validity. In the majority of cases, the correct procedures were followed in terms of using the tools for programme allocation.

Research limitations/implications

The sample size for examining the relationships between all three tools was limited. The research was also unable to take into consideration the clinical decision making involved in how the tools were interpreted.

Originality/value

This research contributes to the growing evidence about the effective use of LDC screening tools in forensic settings.

Abstract

Purpose

The purpose of this paper was to establish the psychometric properties of the Asian Family Characteristics Scale (AFCS) in the Thai population.

Design/methodology/approach

The 30-item AFCS originally developed in the Malay language was translated into Thai. Thai (n = 384) and Malay (n = 500) participants in Study 1 responded to the AFCS in their respective languages. The data were subjected to a confirmatory factor analysis with a measurement invariance test. In Study 2, Thai participants (n = 495) filled out the AFCS and Chulalongkorn Family Index, International Personality Item Pool-NEO, Self-Compassion Scale, Depression, Anxiety, and Stress Scale (DASS-21) and Satisfaction with Life Scale.

Findings

Study 1 showed that the measurement model of the Thai AFCS fit the data from the Thai population. The measurement invariance test confirmed that the structure and meaning of the AFCS are equivalent across the Thai and Malay samples. Study 2 demonstrated the AFCS's convergent validity by showing that the AFCS score had a positive correlation with the Chulalongkorn Family Inventory, self-compassion, agreeableness, conscientiousness, satisfaction with life and a negative correlation with neuroticism, depression, anxiety and stress. The AFCS's discriminant validity was supported by nonsignificant correlations with extraversion and openness to experience.

Originality/value

This paper is an attempt to develop a family characteristic measure specifically for the Asian population. The results provide empirical evidence for measurement invariance and validity of the scale in another Asian language, enhancing its cross-cultural generalizability.

Abstract

Purpose

This paper aims to investigate the attitude control pointing improvement for a small satellite with control moment gyroscopes (CMGs) using the active force control (AFC) method.

Design/methodology/approach

The AFC method is developed with its governing equations and integrated into the conventional proportional-derivative (PD) controller of a closed-loop satellite attitude control system. Two numerical simulations of an identical attitude control mission namely the PD controller and the PD+AFC controller were carried out using the MATLAB®-SimulinkTM software and their attitude control performances were demonstrated accordingly.

Findings

Having the PD+AFC controller, the attitude maneuver can be completed within the desired slew rate, which is about 2.14 degree/s and the attitude pointing accuracies for the roll, pitch and yaw angles have improved significantly by more than 85% in comparison with the PD controller alone. Moreover, the implementation of the AFC into the conventional PD controller does not cause significant difference on the physical structure of the four single gimbal CMGs (4-SGCMGs).

Practical implications

To achieve a precise attitude pointing mission, the AFC method can be applied directly to the existing conventional PD attitude control system of a CMG-based satellite. In this case, the AFC is indeed the backbone for the satellite attitude performance improvement.

Originality/value

The present study demonstrates that the attitude pointing of a small satellite with CMGs is improved through the implementation of the AFC scheme into the PD controller.

Abstract

Purpose

China is experiencing tremendous changes of rapid urbanization and aging society. The development of age-friendly communities (AFCs) has been encouraged for improving health and well-being of older adults. Hence, this study aimed to deepen the understanding of AFCs in China and to investigate the integrated relationships between AFCs and the quality of life (QoL) of older adults, using a large-scale questionnaire survey.

Design/methodology/approach

A questionnaire survey was conducted in Hefei, China, to investigate the complicated relationships between the components of AFCs and the QoL of older adults. Ultimately, 1,383 valid questionnaires were collected from senior respondents aged more than 60 years. Several statistical methods, including reliability analysis, correlation analysis and structural equation modeling (SEM), were adopted to develop an integrated model for AFC components and the QoL of older adults.

Findings

Six AFC components and four older adults' QoL factors were identified. The SEM results revealed integrated relationships between specific AFC components and the QoL of older adults: (1) physical QoL was affected by outdoor spaces, public transportation, housing and community and health services; (2) psychological QoL was predicted by most of the AFC components except community and health services; and (3) environmental QoL and social QoL were both influenced by outdoor spaces, communication and information and community and health services.

Practical implications

In order to enhance the QoL of older adults, it is suggested that outdoor spaces need to be enlarged by fully using the facilities and playgrounds of middle schools and renovating the older buildings. The locations of public transportation stations are recommended to be revised to be within a 5-minute walking distance of senior residents. Improvements to the social environment of AFCs, by increasing the coverage of medical services and creating multiple approaches to recreational activities, are encouraged.

Originality/value

These findings have empirical significance for urban planners and policy-makers in regard to identifying major components of AFCs and understanding the effect of those components on the QoL of older adults.

Abstract

Purpose

Due to the structural layout, mining process, and working environment, curved chains such as horizontal and vertical bends inevitably exist in the armoured face conveyor (AFC). With the increasing power, conveying capacity, and distance of the AFC, the dynamic influence of these curved chains should be highly emphasized. This paper establishes a dynamic model of the AFC by multi-body system theory and finite segment method, in which the curved chains can be fully considered.

Design/methodology/approach

The scraper chains are firstly grouped into the straight, horizontal bend, vertical convex and concave bend sections. Each bend section running in a circle is simplified as an ideal arc. Through solving its differential equilibrium equation and using Newton's second law, its running resistance is derived. Then the grouped chains are discretized into finite control elements according to the Kelvin model, and the governing equation of each control element is established. The dynamic model of the AFC is obtained by assembling these equations, and the corresponding simulation model is developed by using MATLAB/Simulink.

Findings

Case studies with real scenarios are provided, and simulations are carried out. The results show that the running resistance contributed by the curved chains is larger than the traditional empirical value.

Originality/value

The work in this paper helps the dynamic performance design of AFC, with a deep understanding of the curved chains.

Abstract

Purpose

The authors investigate the impact of governance on the leverage of East Asian firms in the financial crisis context, in order to understand the puzzle whether debt acts as a substitute for governance or an outcome of the governance mechanism.

Design/methodology/approach

The authors use 86,030 firm-years and the country-level governance data from eight East Asian countries over the period 1996–2017. The authors employ the fixed effects (FE) model, in the main analysis and the weighted least squares model, as a robustness check in order to compare the two competing hypotheses of agency theory, substitute and outcome models.

Findings

The authors’ results show that debt acts as a substitute for governance before the GFC, but during and after the GFC the picture changes. Namely, debt acts as an outcome of the governance mechanism during the GFC and its aftermath. Since during financial downturns both agency costs increase, and information asymmetry widens, firms in poor-governed countries may be reluctant to increase their leverage in order not to face financial distress and additional restrictions. Thus, the results imply that the use of debt as a tool to mitigate agency conflicts and a substitute for governance strongly depends on the environment that the firms operate and the general macroeconomic conditions, such as facing a financial crisis or not.

Research limitations/implications

This study provides an interesting case of the firms' capacity to raise money during a crisis and that governance plays an important role in borrowing activities of firms. This will undoubtedly help motivating owners and policymakers for improving governance. The authors’ findings may be useful for policymakers to develop policies considering the adverse effects caused by exogenous shocks. This is crucial because the severity of GFC as a shock seems to change the macro and institutional environment that firms operate. While the authors properly address the research hypotheses using country governance data, future research may employ corporate governance data to attain firm-level results by testing two competing hypotheses.

Originality/value

There are several important areas where this study makes original contributions. First, while Tsoy and Heshmati (2019) focus on the dynamics of capital structure for only Korean firms, the authors extend the sample including eight East Asian countries considering the impact of country governance on capital structure policy. Specifically, this study is the first in using the robust country governance data, which differs by country and year, in the crisis context. Next, the authors investigate both the AFC and GFC to compare whether these two crises have different effects on capital structure policy of East Asian firms. Finally, the authors aim to understand whether leverage is used as a substitute for governance or an outcome of governance mechanism considering recessions.

Abstract

Purpose

This paper aims to describe a design enhancement for the satellite attitude control system using reaction wheels, and the wheel momentum unloading using magnetorquers.

Design/methodology/approach

The proportional – integral–derivative-controller and active force control (AFC) schemes are developed together with their governing equations for closed loop system of attitude control. Four numerical simulations were carried out using the Matlab – Simulink™ software and results were compared.

Findings

From the results, it is evident that the attitude accuracies for roll–pitch–yaw axes have improved significantly through the proportional – derivative (PD) – AFC controller for the attitude control and the wheel momentum can be well maintained during the momentum unloading scheme. The results show that the AFC has a high potential to be implemented in the satellite attitude control system.

Practical implications

Using AFC, the actual disturbance torque is considered totally rejected by the system without having to have any direct prior knowledge on the actual disturbance itself.

Originality/value

The results demonstrate the satellite attitude control using reaction wheel is enhanced by PD–AFC attitude controller.

Abstract

Purpose

This study aims to use computational fluid dynamics (CFD) to understand and quantify the overall blockage within a transonic axial flow compressor (AFC), and to develop an efficient collaborative design optimization method for compressor aerodynamic performance and stability in conjunction with a surrogate-assisted optimization technique.

Design/methodology/approach

A quantification method for the overall blockage is developed to integrate the effect of regional blockages on compressor aerodynamic stability and performance. A well-defined overall blockage factor combined with efficiency drives the optimizer to seek the optimum blade designs with both high efficiency and wide-range stability. An adaptive Kriging-based optimization technique is adopted to efficiently search for Pareto front solutions. Steady and unsteady numerical simulations are used for the performance and flow field analysis of the datum and optimum designs.

Findings

The proposed method not only remarkably improves the compressor efficiency but also significantly enhances the compressor operating stability with fewer CFD calls. These achievements are mainly attributed to the improvement of specific flow behaviors oriented by the objectives, including the attenuation of the shock and weakening of the tip leakage flow/shock interaction intensity.

Originality/value

CFD-based design optimization of AFC is inherently time-consuming, which becomes even trickier when optimizing aerodynamic stability since the stall margin relies on a complete simulation of the performance curve. The proposed method could be a good solution to the collaborative design optimization of aerodynamic performance and stability for transonic AFC.
