Concrete forms a major component of the national infrastructure. Corrosion of reinforced steels embedded in concrete has recently received wide attention in R&D programmes. Different cases have been reported showing failures of concrete structures which means huge loss. An attempt has been made to identify the different factors affecting the corrosion of embedded steel. Comparative evaluation of different protective schemes use of additives in concrete admixtures and the application of the cathodic protection technique has been discussed.

Continues to examine the provision of damp proofing in ground‐supported floors. Considers the problems associated with dampness in and damp proofing of floors in old buildings. Examines the options for replacing the original defective floor with a ground‐bearing floor. Indicates that when a new DPM is installed, moisture can be diverted from the underside of existing ground floors to the external walls. Shows that in some instances the provision of a DPM may not be essential in replacement ground floor slabs provided that certain precautions are taken.

Dutch policing has followed the three generations of community policing identified elsewhere. The paper outlines the three waves, arguing that progressive Dutch society has influenced policing styles, giving Dutch policing a strong social orientation. The material draws on action research projects from the 1970s and 1980s and current innovations with special attention to developments in Amsterdam and Utrecht in which the authors are involved as researchers or consultants. Following models from the USA there is a tendency to run hard and soft features of policing together. Contemporary community policing has then both a problem‐solving and a crime‐control rhetoric. New‐style community beat officers are better integrated into the organisation and are strongly involved in crime prevention. Difficulties arise in areas that are not conventional communities, such as inner cities, with a diverse public, an accumulation of social problems side‐by‐side with “entertainment”, and a potential for public order disturbances. Policing in The Netherlands has changed significantly in recent years to an emphasis on problem solving, partnerships with other agencies, crime prevention, fostering self‐reliance among citizens, and sponsoring the return of early social control mechanisms in public life – in schools, transport and with “town patrols” on the streets. Police have taken others on board and have relinquished their monopoly on safety and crime.

This paper proposes a decision‐making framework to assist asset managers in decision making regarding sewer maintenance/rehabilitation (M&R) plans under constraints of limited access to sewer condition data. It discusses the application of probabilistic dynamic programming in conjunction with a Markov chain model to analyze the life cycle cost of combined sewer systems. M&R issues have traditionally been addressed with a crisis‐based approach, but this study contributes to sewer infrastructure management efforts in developing a management system based on life cycle cost analysis. The framework includes the optimal M&R techniques for sewer projects and the optimal times of application. The role of simulation is also explored to obtain the variability of the total cost. By knowing the expected costs and their variabilities, a deeper understanding of life cycle costs of sewer infrastructure can be obtained. The model’s capability is enhanced further by testing its sensivitity to varying discount and inflation rates.

This paper presents a comprehensive review of the available literature on applications of the rough set theory. Concepts of the rough set theory are discussed for approximation, dependence and reduction of attributes, decision tables and decision rules. The applications of rough sets are discussed in pattern recognition, information processing, business and finance, industry, environment engineering, medical diagnosis and medical data analysis, system fault diagnosis and monitoring and intelligent control systems. Development trends and future efforts are outlined. An extensive list of references is also provided to encourage interested readers to pursue further investigations.

The tendency of urban environments to produce anxiety is well documented in a range of theoretical and historical literature, but there is little current work that considers how public spaces might be designed to alleviate anxiety among their users. This paper presents a series of case studies taken from a lighting design project on the Kentish Town Road in north London to show how urban design can create a more psychologically inclusive public realm — one that offers greater psychological comfort — by enhancing the engagement between users of urban spaces and their environment. The argument is presented in the context of broader issues of social inclusion and other current movements in urban design.

Beginning in narrative re-evaluated daily from classrooms inside prison walls, this article further explores cultural, ethical, and social values of teaching college courses inside the wall. Interrogating public discourse over what Eric Schlosser terms the “prison–industrial complex” arrogates subsequent considerations. Prison-building became a growth industry, even as prevailing political response to prisoners themselves became increasingly censorious and unforgiving. Traditional American culture preaches redemption but relishes abasement, promises forgiveness but refuses forgetting. Carefully examining further questions about humanistic discourse as a possible locus for radicalization, we finally confront how the prisoners’ situation reflects rather than deflects traditional expectations.
