Abstract

Purpose

The purpose of paper is to investigate the institutional features of the leasehold system of Hong Kong, which is predicated on the freedom of contract as an institutional arrangement for land management and planning that promotes sustainable development.

Design/methodology/approach

The approach is analytical, using concepts of property rights informed by Coasian neo‐institutional economics and the ideas of Yu et al. on the Schumpeterian process in innovation.

Findings

It was demonstrated that the post‐contractual imposition of statutory planning control on the leasehold land management system in Hong Kong has adversely affected and adaptability of the leasehold system in achieving sustainability.

Research limitations/implications

This paper encourages a reinterpretation of statutory zoning in areas with a leasehold system and the reception of the land lease as a basis for innovations that help promote sustainable development.

Practical implications

This paper warns against legislative activism in planning controls as that can destroy or erode the basis for innovations that help promote sustainable development.

Originality/value

Using the idea of innovations of Yu et al. and Lai and Lorne, this paper further develops Lai theory of “planning by contract” as an alternative to “planning by edict”.

Abstract

Purpose

The purpose of this study is to measure the effect of land degradation and the environmental changes on agricultural productivity in Somalia, as well as the other factors that affect crop production in Somalia.

Design/methodology/approach

Cobb-Douglas production function assumes crop production as a dependent variable and land degradation, labor, capital, fertilizer and climate change as the explanatory variables. In this study time-series data (1962–2017) collected from the Food and Agriculture Organization and World Development Indicators were used. The unit root of the data was examined using Ng-Perron and the Lee-Strazicich methods to explore the unit root property of the breaks. Structural breaks are observed using the Chow test, and the long-run relationship between the variables is examined using Gregory and Hanssen's approach.

Findings

This study found that land degradation and climate change have a negative relationship with agriculture production in Somalia. Land degradation leads to the decline in agricultural production as the loss of one hectare of land due the depletion causes agriculture production of Somalia to fall by about five percent. Climate changes and warming of the environment lead to the reduction of agriculture production. One degree Celsius rise in the temperature leads to a three percent decline in agricultural production. Capital contributes immensely to agricultural production as one unit of additional capital raises production by seven percent. The contribution of labor to agricultural production is limited because of land contraction

Practical implications

Land degradation is a significant contributor to the decline of agricultural production. As land degradation continues to worsen, rural poverty increases, which in turn causes the rural migration and the social conflict. The government should develop land improvement programs such as increasing market orientation of the farmers, encourage private sector engagement in agribusiness and establish a regulatory framework of the land uses.

Originality/value

This study examines the structure of the time-series and specifies the break periods to determine when and where significant and sudden changes occurred within land degradation and agricultural production. The study employs advanced econometric methods, namely, Ng-Perron method and the Lee-Strazicich method to test the unit root property of the breaks. It also examines the long-run relationship between the variables using Gregory and Hanssen's approach.

Abstract

Arid ecosystem covers one third of the Earth's surface and is the home town of majority of the population of the world. This ecosystem is also important because it has significant roles in land and water resources management. However, due to anthropogenic land use activities or shifting climate conditions, the features of the ecosystem change and cause diminished vegetative cover, reduced productivity, increased soil erosion, invasion of exotics, and loss of native species. Moreover, in the recent years, earth's vegetative cover may exceed the ecosystem's capacity to adapt, which happens through the consequence of rapid land degradation along with desertification. Therefore, this chapter provides how different regions endeavor with this arid ecosystem by performing various adaptation practices.

Abstract

Purpose

The purpose of this study is to analyze the horizontal expansion of Burayu Town between 1990 and 2020. The study typically acts as a baseline for integrated spatial planning in small- and medium-sized towns, which will help to plan sustainable utilization of land.

Design/methodology/approach

Landsat5-TM, Landsat7 ETM+, Landsat5 TM and Landsat8 OLI were used in the study, along with other auxiliary data. The LULC map classifications were generated using the Random Forest Package from the Comprehensive R Archive Network. Post-classification, spatial metrics, and per capita land consumption rate were used to understand the manner and rate of expansion of Burayu Town. Focus group discussions and key informant interviews were also used to validate land use classes through triangulation.

Findings

The study found that the built-up area was the most dynamic LULC category (85.1%) as it increased by over 4,000 ha between 1990 and 2020. Furthermore, population increase did not result in density increase as per capita land consumption increased from 0.024 to 0.040 during the same period.

Research limitations/implications

As a result of financial limitations, there were no high-resolution satellite images available, making it challenging to pinpoint the truth as it is on the ground. Including senior citizens in the study region allowed this study to overcome these restrictions and detect every type of land use and cover.

Practical implications

Data on urban growth are useful for planning land uses, estimating growth rates and advising the government on how best to use land. This can be achieved by monitoring and reviewing development plans using satellite imaging data and GIS tools.

Originality/value

The use of Random Forest for image classification and the employment of local knowledge to validate the accuracy of land cover classification is a novel approach to properly customize remote sensing applications.

Abstract

Reports the upheavals occurring in Mizo society as it moves from being agrarian based to being a monetised, capitalist economy. Claims that a great deal of poverty has been caused by the change from the tradition of communal ownership of relatively abundant land to the individual right to land ownership, brought about by the 1955 Agricultural Land Act. As a consequence, title rights to much of the easily accessible, fertile land has come under the permanent possession of an élite, so forcing the tribal communities into villages and towns. Despite the massive efforts of the government to develop the rural areas, a centrally controlled, unresponsive and inflexible administration that is preoccupied with status, has wasted much of its energy and effort on bureaucratic procedures rather than development. Concludes that the present trend of social change indicates that the tribal communities are heading towards acute social stratification and that the society requires an institutional hierarchy which is responsive to its needs if it is to be safeguarded.

Abstract

Purpose

The Hyogo Framework for Action focussed disaster risk reduction (DRR) on land-use planning, with international agencies, research organisations and national governments recognising the importance of DRR through hazard informed land-use planning. This paper aims to examine the roles of planners in reducing hazard risk through settlement design, land-use plans and legislation, and identify shortcomings and constraints towards achieving Disaster Risk Reduction.

Design/methodology/approach

The paper uses community-based research from Australia, Thailand and Indonesia to discuss land-use planning in local governance frameworks following major disasters, including cyclone, flood and tsunami.

Findings

This paper shows that land-use planning systems are still primarily geared toward promoting and facilitating development and have not evolved sufficiently to take account of DRR and climate change.

Social implications

Land-use planning frameworks for hazard-resilient communities remain disconnected from the emergency management and disaster risk reduction systems. The goal to create disaster-resilient communities through the land-use planning systems requires a fundamental change to the way in which planning is conceptualised and practised. Social equity is also a huge issue where investment focuses on urban development.

Originality/value

The study contributes to an understanding of the opportunities and constraints for land-use planning to enhance climate change adaptation and disaster risk reduction through legislation, policies, regional and local statutory planning schemes, enforceable planning and development controls and building codes.

Abstract

History has taught us that every aspect of the world around us is changing. Right from its formation, the earth has been evolving climatically, edaphically, and biotically to its present state. The forcing for all these changes in the past was natural, and human activities had least influence till the industrial revolution. Since the beginning of the 18th century, human activities associated with the industrial revolution have changed the composition of the atmosphere and thereby having a greater influence on the earth's climate. The use of fossil fuels like coal and oil coupled with deforestation has increased the concentration of heat-trapping “greenhouse gases,” which prevent the heat from the earth escaping to space. Because of this, the very greenhouse gases, which helped sustain life on the earth under normal circumstances, have become detrimental due to its higher concentration. Several models have predicted that the rising concentrations of greenhouse gases produce an increase in the average surface temperature of the earth over time. Rising temperatures may, in turn, produce changes in precipitation patterns, storm severity, and sea level, commonly referred to as “climate change.” The Intergovernmental Panel on Climate Change (IPCC) defines climate change broadly as “any change in climate over time whether due to natural variability or as a result of human activity.” The United Nations Framework Convention on Climate Change (UNFCCC) defines climate change as “a change of climate that is attributed directly or indirectly to human activity, that alters the composition of the global atmosphere, and that is in addition to natural climate variability over comparable time periods.”

Abstract

Purpose

This study aims to evaluate the impact of climate change on some specific areas of agricultural production in Quang Nam Province, including assessing the possibility of losing agricultural land owing to sea level rise; assessing the impact on rice productivity; and, assessing the impact on crop water demand.

Design/methodology/approach

This study used the method of collecting and processing statistics data; method of analysis, comparison and evaluation; method of geographic information system; method of using mathematical model; and method of professional solution, to assess the impacts of climate change.

Findings

Evaluation results in Quang Nam Province show that, by the end of the 21st century, winter–spring rice productivity may decrease by 33%, while summer–autumn rice productivity may decrease by 49%. Under representative concentration pathway (RCP) 4.5 scenario, water demand increases by 31.1% compared to the baseline period, of which the winter–spring crop increases by 28.4%, and the summer–autumn crop increased by 34.3%. Under RCP 8.5 scenario, water demand increases by 54.1% compared to the baseline period, of which the winter–spring crop increases by 46.7%, and the summer–autumn crop increased by 63.1%. The area of agricultural land likely to be inundated by sea level rise at 50 cm is 418.32 ha, and at 80 cm, it is 637.07 ha.

Originality/value

To propose adaptation solution to avoid the impacts of climate change on agriculture, it is necessary to consider about the impact on losing land for agriculture, the impact on rice productivity, assess the impact on crop water demand and other. The result of this assessment is useful for policymakers for forming the agriculture development plan.

Abstract

Purpose – The purpose is to show that the influx of new seasonal and year-round residents to the small towns located in and around protected areas has numerous implications for governance associated with land management and regional planning including reconciling the competing values of wilderness (amenity vs. livelihood, motorized vs. non-motorized recreation, active vs. passive land management).

Methodology/approach – We use case studies from the Adirondack Park in Northern New York State and the Greater Yellowstone Ecosystem in the western United States to demonstrate the land management and governance challenges facing local communities in and around internationally renowned, protected areas.

Findings – We highlight how these transforming communities meet diverse needs and competing interests and how partnering with a non-governmental organization benefits local governance issues.

Originality/value of chapter – The paper presents research from the United States, which theoretically and empirically contributes to the scientific discourse on exurbanization, protected areas, and governance.

Abstract

As population grows, industries blossom and demand for space increases, cities become the centre point for myriads of challenges for urban administrators. This chapter investigated challenges of urban development, land use changes and environmental impacts resulting from pressure on urban land. The study was primarily qualitative in nature and adopted a case study approach. The city of Ndola was selected for this purpose. Four institutions, namely, Zambia Environmental Management Agency (ZEMA), Water Resources Management Agency (WARMA), Kafubu Water and Sewerage Company (KWSC) and Ndola City Council (NCC), were used for data collection. At each institution, one official was purposively selected by management based on their knowledge and experience on the subject. The primary data were collected mainly through semi-structured questionnaires in face-to-face interviews. The chapter concludes that pressure for development land has resulted in increased demand for change of use, allocation and construction in environmentally vulnerable areas such as the Kafubu and Itawa River basins and their tributaries. This has further resulted in serious threats to the environment due to pollution of water sources from domestic and industrial waste. The chapter though argues that tools for overcoming these challenges are already provided for in the legislation, it is the implementation and effective coordination among agencies charged with planning, land allocation, water distribution and protection of the environment, such as ZEMA, WARMA, KWSC and NCC, which is lacking. Considering the foregoing, it is recommended that land and water administrative systems should be improved through among other things, effective consultation between various agencies involved in environmental management, zero tolerance to illegal land allocation and effective implementation of statutes.
