In Australia, many of the factors included in this model are either not in existence, or if in existence have not been fully implemented. A review of regulatory arrangements for retail financial institutions in Australia is warranted in the light of these deficiencies.

Purpose
The purpose of this article is to use real examples to show how issues such as authority, currency, preservation, sustainability and trust are interrelated and can be affected by user contributions to digital libraries.
Design/methodology/approach
Several specific user requests to change digital library content are summarised, along with the relevant responses, to illustrate issues of library management and policy.
Findings
The examples demonstrate the need to adopt consistent but flexible policies for content updating, so that conflicting principles or requests can be handled effectively.
Practical implications
The issues raised are likely to be relevant to anyone responsible for managing or updating digital library content.
Originality/value
By illustrating the relationship between specific small scale actions and significant long term issues, the paper highlights the need for digital libraries to follow a holistic approach to content management, and to think globally while acting locally.

Abstract
Purpose
The purpose of this paper is to investigate the understanding of industrial safety signs and messages by registered and non‐registered safety officers in Hong Kong with ten different user factors, and examine the relationship between cognitive sign features and sign comprehensibility.
Design/methodology/approach
The research methodology includes the survey development and appropriate statistical analyses. In total, 92 Hong Kong Chinese participated voluntarily in the study. A questionnaire survey was used to collect information about demographics, personal experience on safety and health issues, experience of reviewing safety sign information, comprehension scores, and the ratings of sign features for 30 industrial safety signs used in Hong Kong. The effect of ten user factors on sign understanding for the design of highly usable safety signs was examined.
Findings
Of the ten factors tested, only the factor of possession of registered safety officer (RSO) status was a significant predictor of comprehension performance. As expected, comprehension scores varied with the cognitive sign features of familiarity, concreteness, simplicity, and meaningfulness.
Research limitations/implications
The currently used industrial safety signs should be redesigned as soon as possible, with careful consideration of cognitive sign features. To make the results more generally applicable, further research is needed to collect more data, particularly from females.
Practical implications
This research suggests that an effective education program for promoting the intended messages of industrial safety signs in various industries and work environments should be conducted as soon as possible. Safety officers, especially those who work in the construction industry need to play a more prominent role in ensuring workplace safety, and in transferring safety knowledge to the workers.
Social implications
There is a need to enhance RSOs' risk perception and to increase awareness of the importance of safety signs through training programs, so as to improve workplace safety and organizational safety culture. The redesigned safety signs need to be launched with a public education program.
Originality/value
The paper's findings emphasize the need to create awareness of the importance of industrial safety and promote understanding of safety sign meanings amongst people in their work environments. Useful information for the design and use of safety signs was generated.

Purpose
Since the late 1970s, research in accounting has been colonized by positive accounting theory (PAT) despite strong claims that it is fundamentally flawed in terms of epistemology and methodology. This paper aims to offer new insights to PAT by critically examining its basic tenets.
Design/methodology/approach
The paper subjects the language of the Rochester School to a deconstruction that is a transformational reading. This uncovers rhetorical operations and unveils hidden associations with other texts and ideas.
Findings
A new interpretation of the Rochester School discourse is provided. To afford scientific credibility to deregulation within the accounting field, Watts and Zimmerman used supplements and missing links to enhance the authority of PAT. They placed supplements inside their texts to provide a misleading image of PAT. These supplements rest on von Hayek's long‐term shaping blueprint to defeat apostles of the welfare state. Yet, to set PAT apart from normative theories that Watts and Zimmerman claimed were contaminated by value judgments, they made no reference in their text to the tight links between the Rochester School and the libertarian project initiated by von Hayek.
Research limitations/implications
Any reading of PAT cannot present the infinite play of meaning that is possible within a text. Deconstruction involves a commitment to on‐going, eternal questioning.
Originality/value
The paper provides evidence of the relation between PAT and the neoliberal (libertarian) project of von Hayek. PAT is viewed as part of the institutional infrastructure and ideological apparatus that legitimates the hegemony of markets.
