Abstract

Purpose

The spread of COVID-19 is not just a health crisis. The pandemic has taken a geopolitical dimension. The health crisis amplified the competitive dynamics between the USA and China, affected the provision of global public goods and injected instability into the global order. In line with the geopolitical zero-sum thinking, both the USA and China have sought to capitalize on the crisis to boost their international profile. Instead of working together to mitigate the health and economic impacts of COVID-19, the two powers fear that the other will exploit the current situation to accrue political, economic or military gains that will give it an edge after the pandemic subsides. The spread of COVID-19 has set off a “battle of narratives,” in which China and the USA are accusing each other of failing to rise to the challenge. The world seems to be falling into a “Kindleberger Trap,” in which the established power is unable to lead while the rising power is unwilling to assume responsibility. The COVID-19 crisis is occurring amid the collapse of global cooperation. The USA, the traditional leader of international collective efforts in times of crisis, has abandoned its role entirely. The lack of leadership at the global level during an international crisis may cause the breakdown of the international order.

Design/methodology/approach

This paper examines the US-China competitive dynamics through the lens of the work of Charles Kindleberger, which both liberals and realists regard as foundational when examining the dynamics of global crisis management. This paper also uses the meta-geopolitics framework to determine the ability of both China and the USA to respond to the current COVID-19 crisis and its implications for their power and standing in the international system.

Findings

This paper concludes that the only way to escape the Kindleberger trap is “to embed Sino-American relations in multilateralism.”

Originality/value

As rivals, both the USA and China are seeking to capitalize on the crisis to boost their international profile. This paper probes how China and the USA navigated the ongoing COVID-19 crisis to determine whether or not they are currently in a “Kindleberger Trap,” using elements of the meta-geopolitics framework of analysis, namely, health issues, domestic politics, economics, science and international diplomacy. Using the meta-geopolitics framework will help us determine the ability of both China and the USA to respond to the current COVID-19 crisis and the implications of that on their power and standing in the international system.

Abstract

Purpose

Effective rail surface defects detection method is the basic guarantee to manufacture high-quality rail. However, the existed visual inspection methods have disadvantages such as poor ability to locate the rail surface region and high sensitivity to uneven reflection. This study aims to propose a bionic rail surface defect detection method to obtain the high detection accuracy of rail surface defects under uneven reflection environments.

Design/methodology/approach

Through this bionic rail surface defect detection algorithm, the positioning and correction of the rail surface region can be computed from maximum run-length smearing (MRLS) and background difference. A saliency image can be generated to simulate the human visual system through some features including local grayscale, local contrast and edge corner effect. Finally, the meanshift algorithm and adaptive threshold are developed to cluster and segment the saliency image.

Findings

On the constructed rail defect data set, the bionic rail surface defect detection algorithm shows good recognition ability on the surface defects of the rail. Pixel- and defect-level index in the experimental results demonstrate that the detection algorithm is better than three advanced rail defect detection algorithms and five saliency models.

Originality/value

The bionic rail surface defect detection algorithm in the production process is proposed. Particularly, a method based on MRLS is introduced to extract the rail surface region and a multifeature saliency fusion model is presented to identify rail surface defects.

Abstract

Purpose

This study aimed to facilitate a rapid evaluation of track service status and vehicle ride comfort based on car body acceleration. Consequently, a low-cost, data-driven approach was proposed for analyzing speed-related acceleration limits in metro systems.

Design/methodology/approach

A portable sensing terminal was developed to realize easy and efficient detection of car body acceleration. Further, field measurements were performed on a 51.95-km metro line. Data from 272 metro sections were tested as a case study, and a quantile regression method was proposed to fit the control limits of the car body acceleration at different speeds using the measured data.

Findings

First, the frequency statistics of the measured data in the speed-acceleration dimension indicated that the car body acceleration was primarily concentrated within the constant speed stage, particularly at speeds of 15.4, 18.3, and 20.9 m/s. Second, resampling was performed according to the probability density distribution of car body acceleration for different speed domains to achieve data balance. Finally, combined with the traditional linear relationship between speed and acceleration, the statistical relationships between the speed and car body acceleration under different quantiles were determined. We concluded the lateral/vertical quantiles of 0.8989/0.9895, 0.9942/0.997, and 0.9998/0.993 as being excellent, good, and qualified control limits, respectively, for the lateral and vertical acceleration of the car body. In addition, regression lines for the speed-related acceleration limits at other quantiles (0.5, 0.75, 2s, and 3s) were obtained.

Originality/value

The proposed method is expected to serve as a reference for further studies on speed-related acceleration limits in rail transit systems.

Abstract

Purpose

As the crystallization of Chinese wisdom and the shared wealth of all humanity, the Socialist Political Economy with Chinese Characteristics (SPECC) not only reveals the specific traits of SPECC but also indicates the general rules of the global economic development, showing both nationality and internationality. The paper aims to discuss this issue.

Design/methodology/approach

Being aware of the nationality of the SPECC is of great importance. It requires to integrate the basic Marxist principles with the realities of China, and meanwhile draw lessons from, not just simply copy, the strengths of other countries. The authors must adhere to the basic principles of the SPECC.

Findings

From the perspective of past practices, the SPECC has not only provided theoretical guidance for China’s reform and development, but has also given references to some countries, especially developing countries under reform and transition.

Originality/value

SPECC should be based on China’s conditions and practices, absorb China’s traditional cultural essences, draw lessons from other nations’ positive theoretical and practical results, propose theoretical viewpoints independently and initially, and construct a distinct academic system and discourse system. In this way, China would work to develop the characteristics and advantages of the SPECC, and contribute Chinese wisdom to the development and improvement of world economics and economics theories.

Abstract

Purpose

A significant amount of ozone-depleting chlorofluorocarbons is emitted during the production of building materials. With the world population expected to increase by 21.3% from 2030 to 2050, the demand for construction materials is set to rise, necessitating a shift toward eco-friendly options to preserve the ecosystem. Bamboo emerges as a promising solution to meet sustainable construction goals. This study aims to investigate bamboo’s potential as a sustainable construction material, evaluating its impact on construction productivity and safety.

Design/methodology/approach

A systematic literature review was conducted, using relevant keywords to retrieve journal articles from the Scopus, Web of Science and Google Scholar databases. Articles were screened, and only those meeting the inclusion criteria were reviewed.

Findings

Bamboo offers numerous advantages as a construction material, including cost-effectiveness, abundance and strength, making it a viable alternative to traditional building materials with a reduced environmental impact. However, its widespread acceptance encounters significant challenges. The use of bamboo in construction can both positively and negatively affect productivity and safety in construction organizations.

Practical implications

This study proposes a framework for improvement that construction stakeholders can adopt to enhance bamboo’s utilization in construction while maintaining high productivity and safety standards.

Originality/value

While previous studies have advocated for increased bamboo utilization in construction, this study goes further to explore the implications for productivity and safety in construction.
