Abstract

Purpose

Decentralised administrative arrangements and the active function of local government organisations are essential to tackle crisis effectively. Using Bangladesh as a case study, this paper examines the central and local government administrative arrangements during COVID-19 pandemic.

Design/methodology/approach

This study applies qualitative content analysis and interviews to explore the local government’s role in Bangladesh’s COVID-19 management by interviews of 18 participants including government officials, experts, non-government organisations (NGOs) representatives, and the general public. This paper also analysed academic papers, policy documents and other publicly available documents, including newspaper reports.

Findings

The Constitution of Bangladesh intensified the active participation of local government in each administrative unit through decentralised administrative management. This paper however reveals that the administrative arrangement during the COVID-19 pandemic in Bangladesh was primarily a centrally led system. The local government was not sufficiently involved, nor had it integrated into the planning and coordination process. This indicated the absence of active decentralised administration.

Originality/value

This study fills the research gap of the administrative pattern and local relations in COVID-19 management by exploring the local government’s role during the catastrophic situation and highlights the importance of decentralised administrative actions in managing the crisis.

Abstract

Purpose

This study/paper aims to evaluate the floral richness of the central part of Chattogram city, Bangladesh. Chattogram is recognized as the largest port city and the commercial capital of Bangladesh, which confronts faster urbanization and swift infrastructure development. Green spaces in and around Chattogram city are shrinking sharply, which resulted in rapid loss of floral and faunal resources in this area. The present study was carried out from February 2018 to January 2019 to enumerate the vascular plant species of the Sulakbahar ward located in the central part of Chattogram City, Bangladesh.

Design/methodology/approach

The study area was categorized into 10 habitats to assess the variation of floral composition. The extensive whole area survey method was applied to record the flora from all sorts of plant habitats of the research area.

Findings

The study enumerated 418 vascular plant species under 315 genera and 120 families including natural, planted and cultivated from the study area. The habit form of the recorded plant composition indicated that herbs (35%) constitute the major plant category followed by trees (34%), shrubs (17%), climbers (12%), ferns (1%) and orchids (1%). The study also indicated that exotic species (50.3%) became dominant than native species (49.7%) in Chattogram city because of their scenic beauty, easy propagation and ornamental value to the city planners and inhabitants.

Originality/value

It appeared that floral resources of the Chattogram city area are in great threat due to aggressive and unplanned infrastructure development for housing, offices and institutions by replacing the green spaces. The study recommended that urgent protection measures should be taken to conserve and protect the existing floral resources for the well-being of the urban people.

Abstract

Purpose

This paper draws on resource-based theory (RBV) to examine the impact of the management control system (MCS) package on business performance through the mediating role of entrepreneurial competencies and the interaction role of business strategy in small and medium-sized enterprises (SMEs).

Design/methodology/approach

A total of 372 questionnaires were used in this research for analysis purposes using partial least square–structural equation modelling. Cluster sampling was used and nine states out of 16 states were selected randomly, including Kelantan, Johor, Sarawak, Selangor, Kedah, Kuala Lumpur, Penang, Perak and Sabah, because the nine states cover 84.4% of the total SMEs.

Findings

The results revealed that only cultural and administrative control has no relationship with business performance. Moreover, in the MCS package, all elements have a significant and positive influence on entrepreneurial competencies. Furthermore, business strategy (cost leadership and differentiation strategy) significantly moderates, while entrepreneurial competencies mediate between, cultural, planning, cybernetic, rewards and compensation, administrative control and business performance.

Originality/value

SMEs in Malaysia are contributing 36.6% to gross domestic product. Further, as this sector is important, less attention has been paid to this area of MCS package with business strategies to determine organisational performance. This study fills these gaps, and the recommendations and findings for further research are discussed in detail accordingly. Moreover, the findings of the current research provide guidelines for the management of SMEs.

本文應用資源基礎理論,來探討管理控制系統套裝對經營績效的影響;研究的進行,乃透過探討企業家才能所扮演的中介角色以及在中小型企業裡,經營策略所扮演的交互作用角色。

研究的設計/方法/理念

研究共分析了372份調查問卷, 研究使用的方法為偏最小平方法PLS-SEM。使用集體抽樣法,從16個州屬中隨機抽取9個州,該9個州包括吉蘭丹州、柔佛州、砂拉越、雪蘭我、吉打、吉隆玻、檳城、霹靂和沙巴;這是因為該9個州已涵蓋整體中小型企業的84.4%。

研究結果

研究結果顯示,只有文化和行政管制是與業務績效沒有關聯的。而且,在管理控制系統套裝裡,所有元素對企業家才能均有顯著和正面的影響。再者,經營策略 (成本領先戰略和差導化戰略) 在文化、策劃、神經機械學、獎勵和補償、行政管制與經營績效之間起著顯著的緩和作用;而企業家才能則於當中起中介的作有。

研究的原創性/價值

在馬來西亞,中小型企業佔國內生產總值的36.6%。再者,這個部門至為重要,唯對管理控制系統套裝這範疇 (組織的業績如何取決於經營策略) 的關注則不足 。本研究彌補這研究的差距,因應為進一步研究仔細討論了建議和研究結果。另外,本研究的研究結果,為管理中小型企業提供了指引。

Abstract

Purpose

This study attempts to recognize the effects of the Pakistan–China free trade agreements (PCFTA) on promoting trade between the two economies.

Design/methodology/approach

Following the concept of revealed comparative advantage (RCA) and free trade agreements, the study first identifies those commodities in which Pakistan and China have a robust RCA and then analyze the effect of PCFTA on the export value of those commodities for the bilateral trade between Pakistan and China. The study used the panel data in which more than the top 150 importers (j) have been selected for each case of Pakistan and China for the period of 2003–2015.

Findings

The study concludes that even with the higher convergence rate, the good RCA does not guarantee a positive effect of the free trade agreement on the commodities.

Originality/value

The study contributes to the existing literature by integrating RCA with the gravity model by adopting a sequential mode for Pakistan–China free trade agreement.

This study aims to explore how financial factors affect both conventional and Islamic stock market indices of G7 countries from July 27, 2015, to February 29, 2024.

Abstract

Purpose

This study aims to explore how financial factors affect both conventional and Islamic stock market indices of G7 countries from July 27, 2015, to February 29, 2024.

Design/methodology/approach

It examines local factors like CDS, exchange rates and bond yields, along with global ones such as USCDS, VIX, OVX and MSCI, using the innovative MM-QR method to identify any asymmetric effects on stock market returns during bull, bear and normal market phases.

Findings

The findings suggest that CDS has a more pronounced negative impact on the conventional index compared to the Islamic index. While 10-year bond yields generally have a positive influence on both indices, except during bullish phases in Islamic markets. Exchange rates tend to negatively correlate with stock returns in both markets, except for a specific quarter in conventional markets. USCDS has a positive relationship with both conventional and Islamic indexes. The MSCI World Index has a significant positive effect on both markets, while VIX negatively affects the conventional market but tends to be positive in Islamic markets during bear and normal market conditions. OVX indicates that adverse news from the global oil market negatively impacts both conventional and Islamic stock markets.

Originality/value

Previous research has overlooked the comparative analysis, focusing solely on either Islamic or conventional equities. Therefore, the study initiates by analyzing how changes in financial factors affect Islamic equity returns within the G7 nations, with a parallel investigation into whether these effects align with those observed in conventional equity markets.

Abstract

Purpose

This study aims to identify the ability of gold and cryptocurrency (Cryptocurrency Uncertainty Index (UCRY) Price) as safe haven assets (SHA) for stocks and bonds in both conventional (i.e. stock indices and government bonds) and Islamic markets (i.e. Islamic stock indices and Islamic bonds (IB)).

Design/methodology/approach

The authors employed the nonadditive panel quantile regression model by Powell (2016). It measured the safe haven characteristics of gold and UCRY Price for stock indices, government bonds, Islamic stocks, and IB under gold circumstances and level of cryptocurrency uncertainty, respectively. The period spanned from 11 March 2020 to 31 December 2021.

Findings

This study discovered three findings, including: (1) gold is a strong safe haven for stocks and bonds in conventional and Islamic markets under bearish conditions; (2) UCRY Price is a strong safe haven for conventional stocks and bonds but only a weak safe haven for Islamic stocks under high crypto uncertainty; and (3) gold offers a safe haven in both emerging and developed countries, while UCRY Price provides a better safe haven in developed than in emerging countries.

Practical implications

Gold always wins big for safe haven properties during unstable economy. It can also win over investors who consider shariah compliant products. Therefore, it should be included in an investor's portfolio. Meanwhile, cryptocurrencies are more common for developed countries. Thus, the governments and regulators of emerging countries need to provide more guidance around cryptocurrency so that the societies have better literacy. On top of that, the investors can consider crypto to mitigate risks but with limited safe haven functions.

Originality/value

The originality aspects of this study include: (1) four chosen assets from conventional and Islamic markets altogether (i.e. stock indices, government bonds, Islamic stock indices and IB); (2) indicator countries selected based on the most used and owned cryptocurrencies for the SHA study; and (3) the utilization of UCRY Price as a crypto indicator and a further examination of the SHA study toward four financial assets.

Abstract

Purpose

This paper evaluates how bank dynamics, governance structures and financial sector development drive rural banks’ information and communications technology (ICT) investment in the Ghanaian economy.

Design/methodology/approach

Data for the empirical inquiry were compiled from relevant sources including World Development Indicators (WDI), World Governance Indicators (WGI) and ARB Apex Bank from 2014 to 2020. Prais–Winsten panel corrected standard errors (PW-PCSE) was employed in estimating and verifying hypothesized relationships for the study.

Findings

The results suggest that return on assets (ROA) and bank size improve rural banks’ ICT investment. Moreover, telecommunication development and government effectiveness have significant positive impact on ICT investment among rural banks in the Ghanaian economy. The results further show that telecommunication development has a positive moderating effect on regulatory quality and ICT investment nexus among rural banks in Ghana. Financial development, inflation and liquidity risk were found to negatively affect ICT investment among rural banks in Ghana.

Originality/value

The study is premised on four main motivations; (1) the growing role that ICT plays in development outcomes and firm performance (FP), as well as its potential for comparatively increased penetration among African banks and banking institutions (2) the importance of governance for innovation and investment in ICT, (3) banking regulation and (4) gaps in the literature. Previous studies on ICT investment highlight its impact on profitability but little on determinants of banks’ ICT investment in the emerging market context, especially moderating role of governance and ICT diffusion.

Abstract

Purpose

Food safety knowledge and hygienic practices by food handlers play an important role in the prevention of contamination of food prepared.

Design/methodology/approach

This descriptive survey was conducted in Maseru around the taxi ranks amongst 48 food handlers and 93 consumers using a semi-structured questionnaire for assessing food handler knowledge, attitudes and practices, open-ended questionnaire for obtaining consumer perceptions and observation checklist.

Findings

Majority of the food handlers were females (60%) and males constituted only (40%). The mean age was 35.5 ± 10.3 and 28.2 ± 9.9 respectively for street vendors and consumers. There was a statistically significant difference in knowledge among the trained and untrained vendors (p = 0040). On average the vendor population that participated in this study was considered to have poor knowledge (scores < 50%) of food safety since they scored 49% ± 11, while 84% of the respondents were considered to have positive attitudes towards food safety. Only 6% of the consumers reported that they never buy street vended foods mainly due to the hygiene issues. The observation checklist showed that the vendors operated under unhygienic conditions and that there was scarcity of clean water supply and hand washing facilities.

Originality/value

This study provides knowledge that was previously unknown about food vending in Lesotho. It has significantly added to the body of knowledge on food safety in Lesotho which can be used to modify policies and structure food safety training for people involved in the informal trade.
