THE Annual Meeting proper was preceded by the Honors Dinner at which several awards were given for distinguished achievements in aeronautics. The Daniel Guggenheim Medal itself was presented to Glenn L. Martin, an early aviation pioneer, whose Baltimore plant is turning out patrol bombers, the B‐26, an advanced medium bomber, and the Baltimore's medium bomber specially designed for British needs. Mr. Martin is the last survivor of the American aeroplane pioneers to head an aircraft manufacturing company bearing his own name. William J. Knudsen was among the distinguished guests. The guest of honour was Griffith Brewer, President of the Royal Aeronautical Society of Great Britain, who called for speedy help to Britain in its hour of need. If the enthusiastic greeting given to Mr. Brewer is any criterion, then it may be taken for granted that the aviation fraternity of the United States is heart and soul with the British stand.

One of the features of modern air travel is the great care taken to ensure that passengers shall not starve en route for their destinations, be they near or distant, and we are not surprised to learn from the press that there has been some degree of competition between air‐line companies in this matter of feeding their patrons. It would appear that sandwiches in particular have lent themselves to the prevailing spirit of emulation, and all kinds of sumptuous confections have been appearing under this rather common name. Now, according to the Daily Telegraph, the International Air Transport Association has stepped in and suggested what is more or less a standard for sandwiches; They should be “cold, unadorned, self‐contained, and consisting largely of bread and roll ”. No mention is made of the respective proportions of bread and “ active ingredient ”, but possibly this will be forthcoming in due time. It might well be considered as reasonable to lay down the proportion of ham in a ham sandwich, as to fix a standard for meat in a meat pie or sausage roll.

There can be few indeed engaged in tasks of food purity control who do not feel apprehensive at some of the modern trends in food production and preparation, particularly at the ever‐increasing range of chemicals in food, whether as additives or contaminants. Undoubtedly there are many who have strong feelings on the subject, but fears and feelings are not evidence and it is an elementary law in every branch of science—some licence may be traditionally permitted in the Arts—that you do not make a statement of fact without being able to furnish proof of it. It seems wrong, therefore, for anyone to make such statements, however well‐intentioned, as were reported to have been made at a recent rally in London organised by the Animal Machines Action Group of the Animal Defence Society. A speaker is reported to have said “that hormone dyes and pesticides used on battery hens and calves increased the incidence of cancer amongst the people who ate these products. The same thing also increased the incidence of coronary thrombosis. It is a fact, although it has been denied, that some battery chickens are born with hardening of the arteries. People who eat them and their eggs run a risk of the same disease.”

There can be few who will regret the departure of 1966. As he makes his way towards that dim hall where the years are supposed to sit on their granite columns there will be few sighs at the parting. The year has been ‘a holy terror’ to almost everybody. Contraction has been its forte and uncertainty its foible. There have been severe restraints on enterprise, the crushing of many hopes and an air of apathy verging on despair. Future historians may well describe contemporary events as taking place ‘in the year of the Freeze’, much as it was once common to say ‘in the year of the French Revolution’.

The value which can be placed upon the rights of property in a name of a commodity, a food or drink, perhaps famous all over the world, which has come down to us through the centuries, is incalculable. Most of such foods and drinks have a regional association, and are prepared according to methods, often secret, handed down from one generation to another and from locally grown and produced materials. Nowhere are such traditions so well established as in cheese‐making and the wine industry. The names do not signify merely a method of manufacture, since this can be simulated almost anywhere, nor even the raw materials, but differences in climate, the soil and its treatment, its produce, harvesting, even in the contaminants of environment. Rochfort cheese, for example, is made from ewe's milk, but most important, with mould growths found only in the caves of that part of France where it is stored.

Bureaucratic theory, systems theory and a review of research on innovation, provide a conceptual framework on which seven predictions are posited. The predictions relate to the innovative behaviour of a bureaucratic education system throughout a period of twenty years. An innovation is defined as a new structure or process that appeared for the first time in the education system. One hundred and sixty four innovations are identified and classified. The predictions are tested and the implications discussed.

Australian educators need to be very careful not to accept uncritically the comments on educational administration made by overseas visitors, particularly those from North America, who have been inclined to emphasise the great need for more local interest and responsibility in this country. The English experience as interpreted by the recent Maud Commission on Local Government seems to show that there is much to be gained from having a relatively large unit to decide on major questions of policy and finance, provided that there can be, beneath them, smaller authorities and bodies which have sufficient responsibility to ensure that local needs are understood and that local variations can bo made within the general framework. The English model may well have important implications for the administration of education in Australia.

The long interval between the last abortive attempt to negotiate entry to the European Economic Community and the present time, when, if we read the signs aright, the atmosphere is more favourable, seems to have been a period of reflection for great numbers of people. Nothing has changed politically; “getting into Europe” is the official policy of both Government and Opposition, but many of the so‐called Marketeers are now ready to admit to there being problems. What has emerged, however, in the last year or two is that to the British people, the Common Market is not a political question; there are probably as many against it in both camps; big business remains for it, but the spate of letters in the correspondence columns of newspapers from people who, having had time to think, expressing misgivings, cannot have escaped observation by the policy‐makers. A few politicians confess to having second thoughts, mainly from concern at the price the British public may be called upon to pay.

Abstract
This article employs a system analytic framework to categorize the available research literature on the politics of education in order to explain the inter‐relationship of private and public interests and of different levels in primary and secondary American schools. The objectives are several: to explain and develop the analytical framework of David Easton; to illustrate its heuristic utility by categorizing empirically‐based research within the components of that framework, and to suggest and encourage future research directions in the subject. Education has escaped application of traditional policy analysis in America because educators have convinced scholars and laymen that they are “non‐political,” a label which even most political scientists have accepted without challenge. However, during the 1960s, a few scholars in education and political science began to apply political analytical methods to public school conflict. This research has begun to change perceptions of education and to provide a beginning set of research projects whose data support tentative generalization about the policy‐making process and the total system of public schools. This orientation is bound to increase because of increasing national government intervention in local schools, both through integration and financial policies. These have provoked growing conflict locally over the proper direction of school policies. In this article, we see how such stress is transmitted in the form of “demands” and “supports” into the “political system”, that persistent social mechanism known in all societies in different forms provides an “authoritative allocation of values and resources”. The political system, in this case public school bodies, “converts” such “inputs” into “outputs” of public policy, which in their administration create outcomes which later cause a “feedback” into the political system as the material for new policy demands. For each component of this Eastonian system, this article examines relevant research, providing an extensive annotated bibliography. From this review, it is possible to suggest lines of needed research.
