Purpose
The purpose of this study is to explore whether a group dynamics perspective still exists in the scientific study of groups and what factors may account for the current situation.
Design/methodology/approach
Alongside reflections based on my professional experience, I have analyzed the main academic journals that publish group research.
Findings
A group dynamics perspective is almost totally absent in the scientific study of groups. Contributing factors to this state of affairs are disciplinary developments in psychology (e.g. individualization, experimentalization and specialization), the demise of the status of psychoanalysis, changes in the meaning and manifestation of the “group,” and effects of New Public Management.
Originality/value
The study offers a critical perspective on current group research practices and considers these in a larger (social and historical) context. It advocates a group dynamics perspective for the study of groups, based on systems-psychodynamic insights.

Abstract
Purpose
This paper aims to investigate the relationships amongst career patterns, neutrality of the state civil apparatus, and organizational performance of the local government in South Konawe District, Southeast Sulawesi Province in Indonesia.
Design/methodology/approach
Data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM) to investigate the relationships between variables through direct and indirect influence testing.
Findings
The findings reveal that career patterns influence neutrality and organizational performance. Neutrality of the state civil apparatus in politics mediates career patterns and local government organizational performance. The findings indicate that, first, promotions most significantly influence the organization’s neutrality and performance. Second, demotions have the least influence on the organization’s robustness and performance.
Originality/value
This paper is among the first to examine the relationships amongst career patterns, neutrality, and organizational performance. Recommendations are provided to improve neutrality and organizational performance, that is, the need to increase promotions and reduce demotions.

Today, low-income people seeking resources from the federal government must often work through non-profit organizations. The purpose of this paper is to examine the constraints that the poor must face today to secure resources through non-profit organizations.
Design/methodology/approach
This is a conceptual paper. The authors review cases of non-profit organizations providing federally supported resources to the poor across multiple sectors.
Findings
The authors find that to accept government contracts serving the poor, nonprofit organizations must often engage in one or several practices: reject clients normally consistent with their mission, select clients based on likely outcomes, ignore problems in clients’ lives relevant to their predicament, or undermine client progress to manage funding requirements. To secure government-supported resources from nonprofits, the poor must often acquiesce to intrusions into one or more of the following: their privacy (disclosing sensitive information), their self-protection (renouncing legal rights), their identity (avowing a particular self-understanding) or their self-mastery (relinquishing authority over daily routines).
Originality/value
The authors show that the nonprofits’ dual role as brokers, both liaisons transferring resources and representatives of the state, can complicate their relation to their clients and the predicament of the poor themselves; the authors suggest that two larger trends, toward increasing administrative accountability and demonstrating deservingness, are having both intended and unintended consequences for the ability of low-income individuals to gain access to publicly funded resources.

Abstract
Purpose
The development of models that allows the evaluation and prediction of erosion processes is an important tool for the management and planning of coastal systems. Mangrove forests systems are under threat by the impacts of erosion, which is also intensified by human activity (and aggravated in the scenarios of global warming and climate change). The purpose of this paper is to develop a model of geographic information systems (GIS) that can be used for any estuary area, but it can also be used for mangroves.
Design/methodology/approach
This paper uses georeferentiation which is defined as a set of parameters that best characterize the mangrove areas: elevation (m); geomorphology; geology; land cover; anthropogenic activities; distance to the coastline (m) and maximum tidal range (m). Three different methods are used to combine the various vulnerability parameters, namely, DRASTIC index, analytical hierarchy process (AHP) and square root of the geometric mean.
Findings
The three approaches presented in this work show different types evaluating vulnerability to erosion, highlighting a stronger overvaluation of the areas presented with a high vulnerability, through the use of DRASTIC index when compared with two other approaches. The use of the AHP shows similarity to the square root of the geometric mean model, but the AHP also presents a higher percentage of vulnerable areas classified as having medium to very high vulnerability. On the other hand, the use of square root of the geometric mean led to a higher percentage of areas classified as having low and very low vulnerability.
Research limitations/implications
These three qualitative models, based on a cognitive approach, using the set of parameters defined in this research, are a good tool for the spatial distribution of erosion in different mangroves in the world.
Originality/value
Global warming and climate change scenarios require adaptation and mitigation options supported by science-based strategies and solutions.

Purpose
As stated in the United Nations Global Assessment Report 2022 Concept Note, decision-makers everywhere need data and statistics that are accurate, timely, sufficiently disaggregated, relevant, accessible and easy to use. The purpose of this paper is to demonstrate scalable and replicable methods to advance and integrate the use of earth observation (EO), specifically ongoing efforts within the Group on Earth Observations (GEO) Work Programme and the Committee on Earth Observation Satellites (CEOS) Work Plan, to support risk-informed decision-making, based on documented national and subnational needs and requirements.
Design/methodology/approach
Promotion of open data sharing and geospatial technology solutions at national and subnational scales encourages the accelerated implementation of successful EO applications. These solutions may also be linked to specific Sendai Framework for Disaster Risk Reduction (DRR) 2015–2030 Global Targets that provide trusted answers to risk-oriented decision frameworks, as well as critical synergies between the Sendai Framework and the 2030 Agenda for Sustainable Development. This paper provides examples of these efforts in the form of platforms and knowledge hubs that leverage latest developments in analysis ready data and support evidence-based DRR measures.
Findings
The climate crisis is forcing countries to face unprecedented frequency and severity of disasters. At the same time, there are growing demands to respond to policy at the national and international level. EOs offer insights and intelligence for evidence-based policy development and decision-making to support key aspects of the Sendai Framework. The GEO DRR Working Group and CEOS Working Group Disasters are ideally placed to help national government agencies, particularly national Sendai focal points to learn more about EOs and understand their role in supporting DRR.
Originality/value
The unique perspective of EOs provide unrealized value to decision-makers addressing DRR. This paper highlights tangible methods and practices that leverage free and open source EO insights that can benefit all DRR practitioners.

Purpose
Building permitting is mostly a manual, labor intensive and time-consuming process. Initiatives for streamlining the process are not always helpful since they often fail to address the core problems within the process. A framework for modeling the permitting process can be useful to identify bottlenecks, core challenges and best practices. Hence, the authors aim to demonstrate and validate a previously suggested workflow for permit process modeling using the permitting process in Israel as a test case.
Design/methodology/approach
The authors implement qualitative expert interviews for data acquisition. The collected data are then processed for a qualitative data analysis. The results of the analysis are then validated using a focus group workshop in the field of building permits. In the test case the focus group consisted of Israeli experts.
Findings
The authors present a detailed overview of the as-is building permit process in Israel and the existing challenges. Through this test case, the authors found that the framework is applicable in different countries and that it can provide valuable insights into the core problems within the process. In addition, application of the same framework in different countries can provide comparable results that would allow the authors to identify best practices.
Originality/value
The major contribution of this work is the development and validation of a framework for building permitting process modeling which can be used to identify existing challenges and bottlenecks in the process. Implementing a structured and unified approach provides an opportunity to easily compare processes in different countries to identify best practices.

Purpose
This paper aims to provide a systematic literature review of the state-of-the-art applications of climate information in humanitarian relief efforts, to further the knowledge of how climate science can be better integrated into the decision-making process of humanitarian supply chains.
Design/methodology/approach
A systematic literature review was conducted using a combination of key search terms developed from both climate science and humanitarian logistics literature. Articles from four major databases were retrieved, reduced and analyzed.
Findings
The study illustrates the status of application of climate information in humanitarian work, and identifies usability, collaboration and coordination as three key themes.
Originality/value
By delivering an overview of the current applications and challenges of climate information, this literature review proposes a three-phase conceptual framework.
