Abstract
Purpose
Measuring the normative obligation to obey the police, a key component of police legitimacy, has proven difficult. Pósch et al.’s (2021) proposed scales appear to overcome the problems associated with traditional measures. This study introduces new items for these scales and empirically assesses whether such additions have the desired effects on scale performance.
Design/methodology/approach
This study uses data from a national online survey administered in July 2022 (N = 1,494). Measures of internal consistency and factor analysis were used to evaluate the properties of the obligation to obey scales. Linear regression was used to test the hypothesized effects.
Findings
The results show that adding the new items to the existing scales increased the level of internal consistency and improved how well the factor model fit the data. In terms of antecedents, procedural justice and bounded authority concerns were correlated with normative and non-normative obligations to obey the police in the expected direction and relative magnitude, findings that held for both the original and expanded scales. Although both normative obligation scales were significantly associated with willingness to cooperate with the police and significantly mediated the effect of procedural justice on cooperation, the relationship for the expanded scale was stronger and the mediation more pronounced.
Originality/value
This study extends previous research working to overcome some of the setbacks associated with measuring a crucial feature of police legitimacy. Effectively navigating this challenge will help advance legitimacy studies in criminal justice settings.

Abstract
Purpose
This study seeks to identify personal characteristics that help to explain variation in consumer confidence in legal authorities' ability to effectively deal with fraud victimization in the State of Florida.
Design/methodology/approach
The study uses cross‐sectional survey data from 918 adults who participated in a telephone interview in 2004 and 2005. Univariate statistics are used to describe the distribution of the dependent variable (i.e. consumer confidence in legal authorities). Hypotheses are tested using bivariate and multivariate statistical techniques.
Findings
Results show that less than one‐half of respondents (48.2 percent) report that they have either “a great deal” or “quite a bit” of confidence in the ability of legal authorities to respond to consumer fraud victimization. Bivariate correlations show that younger respondents, those with more formal education, recent fraud victims, and individuals inclined to take risks with their financial assets report lower levels of confidence. These findings persist in a multivariate context.
Research limitations/implications
Because these data were collected from survey respondents living in a single state, one should exercise caution when generalizing these findings to other settings.
Practical implications
The findings can be used to target public awareness efforts and educational campaigns to consumer groups with low levels of confidence in legal authorities. Doing so may not only help bolster confidence, but also potentially increase rates of fraud victimization reporting.
Originality/value
This study extends the literature on confidence in legal authorities to the previously unexplored crime‐related context of consumer fraud victimization.

Abstract
This study assessed citizen attitudes toward police performance and their perceptions of policing strategy in a small, northwestern town. At the neighbourhood‐level, significant differences in attitudes toward police performance (i.e. officer demeanour and citizen‐police relations) were revealed; however, variations in perceptions of community policing initiatives (i.e. collaborative police‐community partnerships) were not observed. At the individual‐level, results showed that attitudes toward police performance were not significant determinants of citizen perceptions of community policing. This evidence suggested that citizens were receptive to the idea of co‐production of order, and specifically of partnerships between residents and the police to address neighbourhood crime‐related issues. As such, these findings call into question the long standing assumption that positive attitudes toward police are a necessary precursor to the establishment of meaningful, co‐operative ties between citizens and the police.

Abstract
Purpose
This study aims to investigate whether low self‐control and routine activity theories explain fraud outcomes among the elderly. Specifically, the effects of low self‐control and remote purchasing behaviors on shopping fraud targeting and victimization are empirically assessed.
Design/methodology/approach
Cross‐sectional survey data from telephone interviews conducted in Arizona and Florida are used. A total of 2,000 adults aged 60 and over were surveyed. Because selection bias was observed, a two‐stage probit regression model was estimated to assess theoretical hypotheses in a multivariate context.
Findings
The results demonstrate that two forms of remote purchasing – telemarketing purchase and mail‐order purchase – increase the probability of shopping fraud targeting. Infomercial purchase and mail‐order purchase are significant correlates of shopping fraud victimization. The probability of becoming a target and victim is affected positively by reduced levels of self‐control. The effects of demographic characteristics on fraud outcomes are null.
Research limitations/implications
This research lends support to the argument that low self‐control and routine activity theories shed light on fraud victimization among elderly consumers. Future research should examine the influence of low self‐control, individual routines and lifestyles on other forms of victimization that the elderly experience.
Practical implications
The findings underscore the need for fraud prevention and increasing public awareness among elderly consumers.
Originality/value
This is the first study to examine shopping fraud targeting and victimization of the elderly in a broad theoretical context.

Abstract
This study tests the expectancy disconfirmation model using survey data from citizens who recently had police encounters. We find support for the expectancy disconfirmation model’s primary hypothesis that increased disparity between expectations of police performance and actual service inversely affects citizen satisfaction with the way the police handle encounters. This finding persists for both voluntary (e.g. breaking and entering victims) and involuntary (e.g. traffic citations) police encounters. Our results also suggest that the scope of the expectancy disconfirmation model is limited. For example, the disparity between expectations and actual service is not correlated with citizen satisfaction with the police in general. Overall, the results show that the expectancy disconfirmation model is useful in that it provides conceptual guidance in an area of research that has been relatively void of theory, and can also help identify needed changes in police practices.

Abstract
Purpose
The paper builds on and extends the existing research on self‐control theory and fraud. Specifically, the purpose of this paper is to examine whether low self‐control increases the odds of engaging in two common forms of fraudulent behaviors: check and credit card frauds.
Design/methodology/approach
The paper addresses these issues using a national, longitudinal sample of young adults.
Findings
The results of the multivariate logistic regression models indicate that individuals with lower levels of self‐control are more likely to engage in credit card and check frauds. These findings support Gottfredson and Hirschi's theoretical argument that fraudulent behavior is similar to acts of force in that it too is explained by the same underlying trait – low self‐control.
Research limitations/implications
The paper underscores the importance of low self‐control in the etiology of fraudulent behaviors. Future researchers should examine the relationship between low self‐control and other fraudulent behaviors, particularly those occurring in the workplace (e.g. embezzlement).
Practical implications
Suggestions for preventing credit card and check frauds through situational crime prevention are provided.
Originality/value
The paper improves upon prior research by using a more representative sample and self‐reported fraudulent behavior.

Purpose
The purpose of this paper is to develop and test a series of hypotheses regarding the use of procedurally just policing during suspect encounters.
Design/methodology/approach
Systematic social observation data from police encounters with suspects are used (N=939). Ordinary least-squares regression models are estimated to evaluate the effects of four variable clusters (i.e. suspect self-presentation, situational factors, suspect social characteristics, and officer characteristics) on procedurally just policing practices.
Findings
Results from the regression models show that the most salient predictors of police officers exercising authority in a procedurally just manner include the level of self-control displayed by suspects, the number of citizen onlookers, whether the encounter involved a traffic problem, the race/ethnicity of suspects, and suspects’ social status.
Research limitations/implications
This study focused only on police-suspects encounters where compliance requests were made. While the size of the sample is relatively large, the results from this study do not generalize to all types of police encounters with members of the public.
Originality/value
This research adds to an emerging body of research focused on predicting procedurally just practices in police encounters. The findings support increased attention to theories that explain police-citizens interactions, and also indicate that further consideration to the measurement of police behavior is warranted.

Abstract
Purpose
There are a number of individual and contextual variables that influence public opinion of the police but we know little about the public opinion regarding state law enforcement agencies. Prior studies involving municipal police and other criminal justice agencies indicate that the perceptions of procedural justice, or fair treatment, are important predictors of citizen satisfaction with police services. The purpose of this paper is to examine whether individuals who perceive procedurally just treatment during their contact with a state patrol officer improve the levels of satisfaction with the state patrol.
Design/methodology/approach
This paper presents the results of a public opinion study (n=846) regarding the Colorado State Patrol conducted in 2009. A subsample of 393 individuals who had contact with the state patrol and were further surveyed about their contact with the officer. Logistic regression models were used to examine individual- and contextual-level variables influence satisfaction with the state patrol and whether this relationship was mediated by the perceptions of procedural justice.
Findings
The authors found that individuals who perceive higher levels of procedural justice expressed higher satisfaction with the state patrol. Females, older respondents, and non-white respondents expressed greater satisfaction, as well as those who had voluntary contact or were not arrested. More importantly, procedural justice mediated the effect of involuntary contact and arrest on levels of satisfaction, and while non-white respondents were less likely to experience procedural justice, when levels of procedural justice are controlled for, they have higher levels of satisfaction.
Originality/value
The findings emphasize the significance of citizen perceptions of procedural justice during contacts with members of the state patrol. The current study contributes to our knowledge of procedural justice and citizen satisfaction with police encounters given previous research on citizen satisfaction with police focuses almost exclusively on local-level agencies, and research on procedural justice asks the respondents almost exclusively about the police in general.

Purpose
Public opinion regarding the police is generally positive, although there are number of individual and contextual variables that affect these views. Yet research examining public perceptions regarding state law enforcement agencies (particularly state patrols) is rare.
Design/methodology/approach
The paper utilizes a representative state‐wide sample of state residents and examine their perceptions of the Colorado State Patrol (CSP).
Findings
The paper finds positive views of the CSP overall and place particular emphasis on how individual, contextual, and contact‐related variables affect opinions.
Research limitations/implications
The study focusses on one state patrol and is not generalizable to all state patrols and to other forms of state law enforcement.
Originality/value
The paper fills a void in the research on public opinion regarding state law enforcement and discuss similarities and differences in how they are viewed when compared to municipal agencies.
