Abstract

Purpose

The purpose of this study was to conduct a comprehensive analysis of the impact and its mechanism on the transfer of agricultural labor forces in the surrounding areas resulting from the establishment of a natural reserve, which holds great significance. The significance of this analysis is on the ecological protection of the natural reserve and the coordinated development of local social economy.

Design/methodology/approach

This study first performs an analysis on the impact and its mechanism on the establishment of the natural reserve on the transfer of agricultural labor forces from two aspects, which are push and pull factors. Then, based on county panel data in Jiangxi Province from 1995 to 2012, this study builds a generalized difference-in-difference model and performs an empirical study on the impact, heterogeneity and its mechanism on the establishment of the natural reserve on the transfer of agricultural labor forces.

Findings

The empirical analysis reveals that the establishment of natural reserves would significantly promote the transfer of agricultural labor forces to non-agricultural sectors. The robust test and placebo test with changed estimation methods verify the robust of the result. The result passes the parallel trend test and shows that the impact is most significant within one year after the implementation of the policy. From the mechanism analysis, the impact mainly comes from the “push” effect brought by the restricted development of agricultural production and primary industry on agricultural labor forces, and the “pull” effect brought by the development of local tertiary industry.

Originality/value

The conclusion of this study enriches the understanding of the internal mechanism between the establishment of natural reserves and the transfer of agricultural labor forces from the push and pull factors, and can provide reference for formulating policies to promote the coordinated development of natural reserve construction and regional social economy.

Abstract

Purpose

This study is dedicated to investigate why Mainland Chinese students pursuing higher education in Hong Kong are more likely to return to first-tier cities in Mainland China rather than stay in Hong Kong after graduation, despite Hong Kong’s increasing efforts to retain them as talent. By identifying the rationale that leads them to make such a choice, a critical gap in talent retention strategies for emerging education hubs can thus be addressed.

Design/methodology/approach

Through semi-structured interviews among 20 Mainland Chinese students have recently graduated from Hong Kong institutions, this study analyzes the two-way push and pull factors between Hong Kong and first-tier cities in China, elucidating how international students are influenced by various factors and make the common decisions to go to first-tier cities rather than Hong Kong after graduation.

Findings

The study reveals that while Hong Kong’s favorable visa policies and sector-specific employment opportunities serve as significant pull factors, they are outweighed by the comparative advantages of first-tier cities in mainland China. The comparative advantages of first-tier cities in China, including stronger economic incentives, better social integration prospects and more attractive talent recruitment policies, ultimately determine students' destination choices.

Research limitations/implications

One major limitation lies in the relatively small and specific sample size, which may not fully capture the diversity of experiences among the targeted population. Moreover, the potential destinations of graduates are not limited to Hong Kong or the first-tier cities in China.

Originality/value

This research extends the traditional two-way push-pull theory by integrating comparative advantage analysis, offering a nuanced framework to evaluate international student mobility and talent retention dynamics. The research simultaneously provide insights for policymakers and higher education institutions to refine talent retention strategies, enhance the appeal of emerging education hubs and better align policies with global student mobility trends.

Abstract

Purpose

To delve into the integration of global logistics and supply chain networks amidst the digital transformation era. This study aims to investigate the potential role of China’s Belt and Road Initiative (BRI) in facilitating the integration of global flows encompassing both tangible goods and intangibles. Additionally, the study seeks to incorporate third-party logistics activities into a comprehensive global logistics and supply chain integration framework.

Design/methodology/approach

Prior research is synthesised into a global logistics and supply chain integration framework. A case study was undertaken on Yuan Tong (YTO) express group to investigate the framework, employing qualitative data analysis techniques. The study specifically examined the context of the BRI to enhance comprehension of its impact on global supply chains. Information was collected in particular to two types of supply chain flows, the physical flow of goods, and intangible information and cash flows.

Findings

The proposed framework aligns well with the case study, leading to the identification of global logistics and supply chain integration enablers. The results demonstrate a range of ways BRI promotes global logistics and supply chain integration.

Research limitations/implications

The case study, with multiple examples, focuses on how third-party logistics firms can embrace global logistics and supply chain integration in line with BRI. The case study approach limits generalisation, further applications in different contexts are required to validate the findings.

Originality/value

The framework holds promise for aiding practitioners and researchers in gaining deeper insights into the role of the BRI in global logistics and supply chain integration within the digital era. The identified enablers underscore the importance of emphasising key factors necessary for success in navigating digital transformation within global supply chains.

Abstract

Purpose

Although proactive fault handling plans are widely spread, many unexpected data center outages still occurred. To rescue the jobs from faulty data centers, the authors propose a novel independent job rescheduling strategy for cloud resilience to reschedule the task from the faulty data center to other working-proper cloud data centers, by jointly considering job nature, timeline scenario and overall cloud performance.

Design/methodology/approach

A job parsing system and a priority assignment system are developed to identify the eligible time slots for the jobs and prioritize the jobs, respectively. A dynamic job rescheduling algorithm is proposed.

Findings

The simulation results show that our proposed approach has better cloud resiliency and load balancing performance than the HEFT series approaches.

Originality/value

This paper contributes to the cloud resilience by developing a novel job prioritizing, task rescheduling and timeline allocation method when facing faults.

Abstract

Purpose

At the US passenger stations, train operations approaching terminating tracks rely on the engineer’s compliant behavior to safely stop before the end of the tracks. Noncompliance actions from the disengaged or inattentive engineers would result in hazards to train passengers, train crewmembers and bystanders at passenger stations. Over the past decade, a series of end-of-track collisions occurred at passenger stations with substantial property damage and casualties. This study’s developed systemic model and discussions present policymakers, railway practitioners and academic researchers with a flexible approach for qualitatively assessing railroad safety.

Design/methodology/approach

To achieve a system-based, micro-level analysis of end-of-track accidents and eventually promote the safety level of passenger stations, the systems-theoretic accident modeling and processes (STAMP), as a practical systematic accident model widely used in the complex systems, is developed in view of environmental factors, human errors, organizational factors and mechanical failures in this complex socio-technical system.

Findings

The developed STAMP accident model and analytical results qualitatively provide an explicit understanding of the system hazards, constraints and hierarchical control structure of train operations on terminating tracks in the US passenger stations. Furthermore, the safety recommendations and practical options related to obstructive sleep apnea screening, positive train control-based collision avoidance mechanisms, robust system safety program plans and bumping posts are proposed and evaluated using the STAMP approach.

Originality/value

The findings from STAMP-based analysis can serve as valid references for policymakers, government accident investigators, railway practitioners and academic researchers. Ultimately, they can contribute to establishing effective emergent measures for train operations at passenger stations and promote the level of safety necessary to protect the public. The STAMP approach could be adapted to analyze various other rail safety systems that aim to ultimately improve the safety level of railroad systems.

Abstract

Purpose

Cloud Manufacturing (CM) is the manufacturing version of Cloud Computing and aims to increase flexibility in the provision of manufacturing services. On-demand manufacturing services can be requested by users to the cloud and this enables the concept of Manufacturing-as-a-Service (MaaS). Given the considerable number of prototypes and proofs of concept addressed in literature, this work seeks real CM platforms to study them from a business perspective, in order to discover what MaaS concretely means today and how these platforms are operating.

Design/methodology/approach

Since the number of real applications of this paradigm is very limited (if the authors exclude prototypes), the research approach is qualitative. The paper presents a multiple-case analysis of 6 different platforms operating in the manufacturing field today. It is based on empirical data and inductively researches differences among them (e.g. stakeholders, operational flows, capabilities offered and scalability level).

Findings

MaaS has come true in some contexts, and today it is following two different deployment models: open or closed to the provider side. The open architecture is inspired by a truly open platform which allows any company to be part of the pool of service providers, while the closed architecture is limited to a single service provider of the manufacturing services, as it happens in most cloud computing services.

Originality/value

The research shoots a picture of what MaaS offers today in term of capabilities, what are the deployment models and finally suggests a framework to assess different levels of development of MaaS platforms.

Abstract

Purpose

Circular economy (CE) is a structured model of production and consumption involving sharing, leasing, reusing, recycling, repairing and refurbishing existing products or materials sustainably. Despite the numerous benefits of CE adoption, the construction and demolition (C&D) sector still struggles to comprehensively understand, integrate and adopt this approach. This study provides a comprehensive analysis of CE within the C&D sector and proposes a structured conceptual framework for an effective construction and demolition waste management (CDWM) program.

Design/methodology/approach

A systematic literature review (SLR) was conducted using the “Preferred Reporting Items for Systematic Reviews and Meta-Analyses” (PRISMA) framework to search for articles across three databases: Scopus, Web of Science and EBSCO. EndNote software and Excel spreadsheets were used to analyze and synthesize the articles up to 2024. A total of 102 articles were included in the study. Various key facets of the CE in CDWM, including barriers and mitigation actions, enablers, tools and techniques, benefits, strategies and frameworks, have been thoroughly reviewed and analyzed for the C&D sector to understand their nature and effectively adopt the CE approach in CDWM operations.

Findings

The findings provide a comprehensive analysis of different facets of CE in CDWM and a structured conceptual framework for the effective adoption of CE. This will contribute to improving the management of CDWM in the C&D sector. The outcomes offer a comprehensive knowledge base of CE in CDWM to managers, planners, decision-makers, stakeholders and researchers, enabling effective deployment.

Practical implications

This study offers a substantial knowledge base to researchers by examining various key facets of CE in CDWM, aiding further exploration of research in the same domain. Additionally, it assists C&D managers, planners, stakeholders and decision-makers by furnishing a structured conceptual framework of CE, thereby enhancing effective implementation. Furthermore, this study supports society by providing a pathway to improve C&D waste circularity through the execution of CE.

Originality/value

This study is the first to comprehensively review the various facets of CE from a CDWM perspective and to propose a structured conceptual framework for the effective adoption of CE in the C&D sector. Additionally, it not only advances theoretical knowledge of CE adoption in the CDWM field but also provides practical guidance to stakeholders on how to implement a comprehensive CE approach to enhance C&D waste circularity.

Abstract

Purpose

The purpose of this paper is to build cyber-physical-psychological ternary fusion crowd intelligence network and realize comprehensive, real, correct and synchronous projection in cyber–physical–psychological ternary fusion system. Since the network of crowd intelligence is the future interconnected network system that takes on the features of large scale, openness and self-organization. The Digital-selfs in the network of crowd intelligence interact and cooperate with each other to finish transactions and achieve co-evolution eventually.

Design/methodology/approach

To realize comprehensive, real, correct and synchronous projection between cyber–physical–psychological ternary fusion system, the authors propose the rules and methods of projection from real world to the CrowdIntell Network. They build the mental model of the Digital-self including structure model and behavior model in four aspects: identity, provision, demand and connection, thus forming a theoretical mental model framework of Digital-self.

Findings

The mental model is excepted to lay a foundation for the theory of modeling and simulation in the research of crowd science and engineering.

Originality/value

This paper is the first one to propose the mental model framework and projection rules and methods of Digital-selfs in network of crowd intelligence, which lays a solid foundation for the theory of modeling, simulation, intelligent transactions, evolution and stability of CrowdIntell Network system, thus promoting the development of crowd science and engineering.

Abstract

Purpose

This paper aims to build a scientific evaluation index system for regional low-carbon circular economic development. Taking Sichuan Province as the empirical research object, the paper evaluates its low-carbon circular economy (LCCE) development level and proposes policy recommendations for climate change improvement based on the evaluation results.

Design/methodology/approach

This paper, first, built an evaluation index system with 30 indicators within six subsystems, namely, economic development, social progress, energy consumption, low-carbon emissions, carbon sink capacity and environmental carrying capacity. Second, develop an “entropy weight-grey correlation” evaluation method. Finally, from a practical point of view, measure the development level of LCCE in Sichuan Province, China, from 2008 to 2018.

Findings

It was found that Sichuan LCCE development had a general downward trend from 2008 to 2012 and a steady upward trend from 2012 to 2018; however, the overall level was low. The main factors affecting the LCCE development are lagging energy consumption and environmental carrying capacity subsystem developments.

Research limitations/implications

This paper puts forward relevant suggestions for improving the development of a low-carbon economy and climate change for the reference of policymakers.

Originality/value

This paper built an evaluation index system with 30 indicators for regional low carbon circular economic development. The evaluation method of “entropy weight-grey correlation” is used to measure the development level of regional LCCE in Sichuan Province, China.
