Abstract
Purpose
The current article focuses on the experiences of live music event attendees with visual impairment (VI). It outlines the factors which impact on the accessibility of events and considers how accessibility might be improved for these individuals.
Design/methodology/approach
The article reports on findings from a mixed-methods project utilising a structured interview study (N = 20) and an online survey (N = 94). Interview data were analysed using Interpretative Phenomenological Analysis, providing in-depth insight into participants’ experiences before and during events. Quantitative survey data were analysed descriptively and statistically, and Thematic Analysis of open-ended responses was carried out.
Findings
Attendance at live events varied amongst participants, and so too did the factors impacting on their attendance. Challenges were identified in relation to several key areas: accessing information and tickets, experiences with staff, navigation and orientation, and the use and availability of disabled facilities and specialist services.
Originality/value
This article is the first to offer in-depth exploration of music event accessibility for individuals with VI. It builds on existing research which has considered the experiences of deaf and disabled attendees but has not yet offered adequate representation of individuals with VI. The article offers practical recommendations for venues and organisers seeking to ensure accessible events for all and contributes to the wider discourse surrounding inclusivity at music, arts and cultural events.

Abstract
Purpose
The purpose of this paper is to put forward the argument that New Zealand’s tourism industry generally fails to acknowledge the importance of the access market. Despite anecdotal evidence of the market’s value and strong legislation, New Zealand’s access market arguably remains underserviced and misunderstood. The current research sought to explore social and business rationales to support a future for accessible tourism in New Zealand, from the perspectives of its key stakeholders. It sought to uncover contemporary issues in the tourism industry, to examine the capacity and context for which issues can be addressed and overcome, to achieve a future for accessible tourism in New Zealand.
Design/methodology/approach
Under the interpretive paradigm, original, exploratory research was conducted. Semi-structured interviews were carried out with ten key New Zealand tourism industry stakeholders who agreed to participate in the research. Qualitative data were thematically analysed. The following five key themes inductively emerged from the data: “Accessibility as a human right: Developing a culture of accessibility”; “Accessible tourism: Good for business?”; “Bottom-up, market-led approach”; “Leadership from the top: Moving from apathy to action”; and “Meeting somewhere in the middle”. The five themes correspond to themes evidenced in the wider literature and present propositions for the future development of accessible tourism in New Zealand.
Findings
Findings revealed stakeholder opinions of an industry exemplifying minimal awareness and consideration for accessibility. Accessibility was perceived to be an issue of social change, requiring the achievement of a cultural shift where accessibility is envisioned as a cultural norm necessary for the future. Whilst top-down leadership and support were deemed pertinent, ownership and accountability were seen to be crucial at the lower, operational levels of the industry. A “meeting in the middle” was reported necessary to see the leveraging of a greater push towards accessibility and emphasising more prominently, what has been and can be done, moving forward into the future.
Originality/value
This paper provides original insights into the current and future scope of accessible tourism in New Zealand from the perspectives of its stakeholders. The key themes derived from the research assist knowledge for aligning the industry on a pathway towards achieving the necessary awareness and collaboration required in order to offer accessible tourism experiences to all.

Purpose
Progress accomplished by the disabled entrepreneurs on the fronts of profits, turnover, return on investment (ROI), employees engaged, capital employed and diversification shall be studied and prevalence of gender differences in such progress shall be assessed.
Design/methodology/approach
The proposed research is descriptive in nature, based on primary data, collected by personally administering a well-structured interview schedule to 201 disabled entrepreneurs in Puducherry selected using a snowball sampling technique. Data collected has been analyzed using SPSS 21, using the tools of mean, one-way ANOVA, factorial ANOVA and chi-square (χ2) analysis.
Findings
The prevalence rate of entrepreneurship among female disabled is very low. Female disabled entrepreneurs manage higher turnover than their male counterparts and manage insignificantly higher progress in terms of capital employed, while male disabled entrepreneurs have managed insignificantly higher progress in terms of profits, diversification and ROI. Illiterate disabled, both men and women, struggle to manage decent turnover while the better educated manage better turnover.
Research limitations/implications
This paper has highlighted the low prevalence rate of entrepreneurship among women disabled though the fewer women disabled entrepreneurs are performing better than their male counterparts in operating their business.
Originality/value
The findings of this paper may be taken as base for formulation of effective government policies in empowering disabled persons in general and women disabled in particular.

Purpose
The purpose of this paper is to present the results of a critical analysis of the disability models developed to date and of how they function in practice. Furthermore, it aims to answer the following question: which model of disability (MD) will provide the most suitable foundation for any course of action undertaken in the process of planning accessible tourism development in the future?
Design/methodology/approach
In the first stage of the study a critical analysis of the MDs described in the literature as well as in selected reports and expert opinions relating to people with disability (PwD) was performer. These findings then became the basis for the second stage of the study which focuses on identifying attitudes within society towards the types of tourism on offer connected to the analysed MDs. The applied research methods include an analysis of a survey (2013, 2014) carried out face-to-face and on the SurveyMonkey web site. The study group consisted of 619 people (from Poland, Russia, Germany, Portugal, Slovakia, Canada, Tunisia and Great Britain).
Findings
The great diversity of disabilities makes finding a universal solution in the creation of accessible tourism supply a complex task. This supports the need for a flexible “mix of various models” aimed at finding optimal solutions and the personalisation of tourism. In this context the greatest potential in the development of accessible tourism are models which are a synthesis of many determiners of disability such as the biopsychosocial or the geographical model of disability. The dynamics of accessible tourism development is likely to be increasingly influenced by the economic model, reflecting current trends for the personalisation of tourism supply.
Research limitations/implications
The survey was carried out mainly within the European Community, the exception being respondents from Irkutsk in eastern (Asian) Russia. In order to gain a global view of the development of accessible tourism, research should be performed in countries representing all continents or tourist regions. Additionally, reflecting the definition of accessible tourism its beneficiaries – PwD – should participate in decision-making processes. Tourism service providers who are directly engaged in tourism supply also have a role to play. Their opinions and attitudes towards the development of accessible tourism determine its very nature in reality.
Practical implications
The survey on attitudes in society regarding the organisation of tourist trips for PwD confirmed conclusions from the analysis of the practical implications of various disability models in the creation of tourism supply that a single universal, optimal solution does not exist. All of the described MD can be applied in the development of a diverse tourism supply. The proposed model “diversification of supply […]” is the theoretical basis for the conscious development of accessible tourism in practice which in accordance with changes observed in the tourism market is undergoing increasing diversification and personalisation.
Social implications
In each of the tourism supply for PwD types the economic model of disability based on the identification of PwD needs and surrounding society is important. The number of PwD and the scope of necessary services, social support (PwD often travel accompanied by one to three people) is determined by income in all the sectors identified in the structure of tourism supply. From the economic point of view, awareness of different types of disability and the diverse models describing it are significant aids in the segmentation of tourism supply and placement of products accessible to PwD on the tourism market.
Originality/value
The paper presents a new, critical perspective on the selected MD, the key to which is the search for optimal solutions in the development of accessible tourism. The analysis performed indicated the need for a synthesis of paradigms at the core of the conceptualisation of particular models, including those often regarded as being contrary (medical and social). The results of studies would give tourism providers important data on an increasingly competitive tourism market, and also affect changes in how PwD, the elderly, are viewed, from the category of “relatively poor” to “attractive, using a wide range of services”.

Abstract
There is more to primary care than solely medical and nursing services. Models of Child Health Appraised (MOCHA) explored the role of the professions of pharmacy, dental health and social care as examples of affiliate contributors to primary care in providing health advice and treatment to children and young people. Pharmacies are much used, but their value as a resource for children seems to be insufficiently recognised in most European Union (EU) and European Economic Area (EEA) countries. Advice from a pharmacist is invaluable, particularly because many medicines for children are only available off-label, or not available in the correct dose, access to a pharmacist for simple queries around certain health issues is often easier and quicker than access to a primary care physician or nursing service. Preventive dentistry is available throughout the EU and EEA, but there are few targeted incentives to ensure all children receive the service, and accessibility to dental treatment is variable, particularly for disabled children or those with specific health needs. Social care services are an essential part of health care for many extremely vulnerable children, for example those with complex care needs. Mapping social care services and the interaction with health services is challenging due to their fragmented provision and the variability of access across the EU and EEA. A lack of coherent structure of the health and social care interface requires parents or other family members to navigate complex systems with little assistance. The needs of pharmacy, dentistry and social care are varied and interwoven with needs from each other and from the healthcare system. Yet, because this inter-connectivity is not sufficiently recognised in the EU and EEA countries, there is a need for improvement of coordination and with the need for these services to focus more fully on children and young people.

Purpose
The present study examines the antecedents of learned helplessness, i.e. intrinsic and environmental constraints and consequences, i.e. intention to travel and expectation in the context of people with disability (PwD) tourism context by applying the “Theory of Learned Helplessness”.
Design/methodology/approach
The survey method was used to gather data from 209 physically disabled people who had visited/traveled to any tourist destination in the past twelve months. Structural equation modeling technique was used to analyze data.
Findings
The findings reveal that intrinsic and environmental constraints positively influence learned helplessness. Consequently, learned helplessness negatively effects intention to travel and positively affects expectation of PWD tourist' toward a travel destination. Furthermore, learned helplessness contributed as a mediator between intrinsic constraints and intention to travel toward a tourist destination.
Originality/value
Even though the body of literature on associations studied pertaining the conceptual lens of learned helplessness is widely recognized, there is dearth of literature investigating the connections between travel constraints, learned helplessness, PwDs intention and their expectation in travel destination context.

Abstract
Purpose
Citizen engagement can promote value creation in urban development projects. This potential stems from the granting of decision-making authority to citizens, labeled citizen enfranchisement in this study. Citizens are focal stakeholders of urban development projects and enfranchisement grants them an explicit say on such projects. Despite this potential for enhanced value creation, there remains limited understanding about how project organizations enfranchise stakeholders in the front end of urban development projects.
Design/methodology/approach
In this research, we designed a multiple-case study to analyze two novel citizen engagement processes in Northern-European cities. In these processes, citizens were enfranchised in ideating, designing, and making selections on urban development projects. We followed a multimethod approach to data collection. The collected datasets include document data, interview data and observation data.
Findings
Our findings demonstrated a distribution and redistribution of decision-making authority throughout the phases of the citizen engagement processes. Citizens’ voices were amplified throughout the project front end, although episodes of decision-making authority held by the cities took place periodically as well. By granting explicit decision-making authority to citizens, citizen enfranchisement facilitated a more democratic urban development process, promoting value creation.
Originality/value
In contrast to the earlier research, the findings of our study illustrate citizen engagement taking place at so-called higher levels of stakeholder engagement. In particular, our study reveals a granting of de facto decision-making authority to citizens, also known as citizen enfranchisement. These findings contribute to the earlier research on stakeholder engagement in projects, where the influence of stakeholder engagement has often been considered symbolic or limited.

Purpose
The purpose of this paper is to outline the Bill & Melinda Gates Foundation’s Global Libraries (GLs) initiative approach to advocacy and how it informs, guides, and integrates impact data to support sustainability of GL program results.
Design/methodology/approach
The paper defines advocacy in the context of GL, and explores the GL grant planning process, tools, and collaboration between advocacy and impact specialists. Results are demonstrated through grantee examples that illustrate a variety of approaches to library advocacy using impact data at local, country, and regional levels.
Findings
The paper demonstrates the importance of identifying community needs, designing impact measures to demonstrate how libraries help to address those needs, and the variety of ways impact evidence can be used to effectively advocacy for public libraries. This basic formula can be applied to advocacy efforts ranging from a broad national policy to a small incremental change in perceptions of libraries by local decision makers.
Originality/value
This paper reinforces the essential link between library impact measurement data and successful advocacy.

Purpose
This study aims to provide the history and overview of the major categories of physical education (PE) assistance that Japan has provided to other countries by extracting the major categories from the various materials.
Design/methodology/approach
This study is divided into two phases, Phases 1 and 2. Surveys and analyses were further conducted. In Phase 1, a web browser-based survey was conducted to ascertain the major categories of PE assistance that Japan has provided to other countries. The practices and projects investigated were classified inductively, and the major categories were extracted. In Phase 2, a literature review was conducted to organise the history and overview of each category extracted in Phase 1.
Findings
Six major categories were extracted: (1) dispatch of Japan Overseas Cooperation Volunteers engaged in PE assistance, (2) assistance through training for those involved in PE, (3) revision or formulation of a PE curriculum, (4) preparation of textbooks or instructional materials for PE, (5) organising sports event and (6) maintenance of PE equipment and facilities.
Originality/value
Japan has a long history of providing PE assistance to other countries. However, historical materials on the practices and projects of PE are becoming scattered. Little literature addresses this gap, which this study seeks to address. This study can help policy makers in other countries, who can use Japan’s PE assistance practices and policies for reference, to assist them in formulating their own policies.

Purpose
Today, low-income people seeking resources from the federal government must often work through non-profit organizations. The purpose of this paper is to examine the constraints that the poor must face today to secure resources through non-profit organizations.
Design/methodology/approach
This is a conceptual paper. The authors review cases of non-profit organizations providing federally supported resources to the poor across multiple sectors.
Findings
The authors find that to accept government contracts serving the poor, nonprofit organizations must often engage in one or several practices: reject clients normally consistent with their mission, select clients based on likely outcomes, ignore problems in clients’ lives relevant to their predicament, or undermine client progress to manage funding requirements. To secure government-supported resources from nonprofits, the poor must often acquiesce to intrusions into one or more of the following: their privacy (disclosing sensitive information), their self-protection (renouncing legal rights), their identity (avowing a particular self-understanding) or their self-mastery (relinquishing authority over daily routines).
Originality/value
The authors show that the nonprofits’ dual role as brokers, both liaisons transferring resources and representatives of the state, can complicate their relation to their clients and the predicament of the poor themselves; the authors suggest that two larger trends, toward increasing administrative accountability and demonstrating deservingness, are having both intended and unintended consequences for the ability of low-income individuals to gain access to publicly funded resources.
