Abstract
This paper addresses the challenges associated with defining and conceptualizing leadership amidst the plethora of theoretical constructs and definitions of leadership and proposes a model for developing transcendent servant-leaders. Based on a review of the literature, three categorical levels of leadership are outlined and discussed that describe the motives that drive leaders, their means of influence, and the outcomes they strive to achieve at each level. These levels include everyday leadership, effective organizational leadership, and transcendent servant leadership. Having delineated these leadership levels, a holistic model for leadership development and education that facilitates the transcendence of effective organizational leaders and ensures their sustaining power of influence is outlined and described.

Abstract
Purpose
This paper aims to explore the extent to which Covid-19 has challenged work habits and outcomes. The authors argue that after the lockdown period workers have been experiencing a new work mode called “Covid-working”. The aim is to provide a first interpretation of this phaenomenon and elaborate on future real estate strategies and workplace policies based on this experience.
Design/methodology/approach
Using survey data, this research analyses Covid-working in a large-sized company in Italy. The survey was answered by 90 employees and addresses three domains: locations of work; a comparison between work-from-home (WFH) and work from the office; and outcomes of Covid-working vs office-working.
Findings
With Covid-working, the workers of the case company drastically changed their traditional work from the office approach to pure WFH. While this abrupt switch might generate difficulties in adaptation, this working practice was generally appreciated by this company’s workers. Positive and negative outcomes of Covid-working confirm previous studies on remote working. Recommendations on multi-location of work, new value for the headquarters and diversity empowerment open up avenues for future real estate strategies.
Originality/value
Observations on Covid-working are still limited and mainly appear on grey literature, due to the newness of this phaenomenon. Empirical studies such as the proposed one can increase companies’ awareness of the positive and negative outcomes of this experience and support their future workplace strategies.

Abstract
Purpose
This review aims to give a critical view of the wheel/rail high frequency vibration-induced vibration fatigue in railway bogie.
Design/methodology/approach
Vibration fatigue of railway bogie arising from the wheel/rail high frequency vibration has become the main concern of railway operators. Previous reviews usually focused on the formation mechanism of wheel/rail high frequency vibration. This paper thus gives a critical review of the vibration fatigue of railway bogie owing to the short-pitch irregularities-induced high frequency vibration, including a brief introduction of short-pitch irregularities, associated high frequency vibration in railway bogie, typical vibration fatigue failure cases of railway bogie and methodologies used for the assessment of vibration fatigue and research gaps.
Findings
The results showed that the resulting excitation frequencies of short-pitch irregularity vary substantially due to different track types and formation mechanisms. The axle box-mounted components are much more vulnerable to vibration fatigue compared with other components. The wheel polygonal wear and rail corrugation-induced high frequency vibration is the main driving force of fatigue failure, and the fatigue crack usually initiates from the defect of the weld seam. Vibration spectrum for attachments of railway bogie defined in the standard underestimates the vibration level arising from the short-pitch irregularities. The current investigations on vibration fatigue mainly focus on the methods to improve the accuracy of fatigue damage assessment, and a systematical design method for vibration fatigue remains a huge gap to improve the survival probability when the rail vehicle is subjected to vibration fatigue.
Originality/value
The research can facilitate the development of a new methodology to improve the fatigue life of railway vehicles when subjected to wheel/rail high frequency vibration.

Abstract
Purpose
The second Frankfurt Career Study was conducted in 2017 in East and West Germany to analyze the impact of motherhood on female professional advancement in the specific national context of Germany. In addition, this study aims to present a unique perspective of the similarities and dissimilarities between the Western and Eastern parts of the country.
Design/methodology/approach
The research is presented as a three-stage statistical approach based on quantitative data generated from a survey conducted among 2,130 working mothers. In the first step, the authors performed a multiple correspondence analysis to explore the relationships between important categorical variables. Using the object scores obtained in the first step, we then ran a hierarchical cluster analysis, followed by the third and last step: using the k-means clustering method to partition the survey respondents into groups.
Findings
The authors found that working mothers in Germany are distributed according to four clusters mainly described by demographics and orientation toward work. East Germany has been found as a more egalitarian context than West Germany with respect to family system arrangements. However, the upper bound of the sample in West Germany presented an atypical female breadwinner model in high-performance households.
Originality/value
The authors want to contribute to previous investigations on the topic by providing a more comprehensive view of the phenomenon, especially comparing the two different family systems and social norms from the Eastern and Western parts of the country. The authors ask whether and how career perspectives and female labor supply are influenced by drivers such as work–family conflict determinants, working mothers demographics, partner support and employer support.

Abstract
Purpose
This study aims to examine the underlying statements with regard to strategic directions and action programmes on tourism found in the state-of-the-nation address (SONA) speeches of six Philippine presidents – from 1987 to 2019. The researchers believe that president SONAs are usually reflective of their plans and are strong indicators of their interest, which could particularly influence the Philippine tourism planning and development. Currently, the lack of guidance in the theoretical framework and research discussion in exploring the Philippine tourism policy and development priorities using presidents’ SONA speeches are found wanting. Scenario planning approach was used as a framework.
Design/methodology/approach
Scenario planning approach requires inputs from an advisory group to create scenario drivers. As inputs, the presidents’ SONA speeches were used in this study while the researchers assumed the role of scenario thinkers. The speeches were downloaded and imported into a qualitative data software. Through a series of text search with regard to strategic directions and action programmes on tourism, underlying statements were subjected to content analysis to create nodes. The nodes were used as the basis in creating scenario drivers, which became the basis in creating the model. The models underwent the following validation procedures: researcher, concept and literature review.
Findings
Based on the data, there are three identified major drivers of the present and future of Philippine tourism; these are tourism policy, tourism development and prospects for the future (temporal element). It also indicates tourism development and temporal element as dominant, with very few on tourism policies. By combining the tourism policy and tourism development, the development of the tourism policy and development confluence model was created. Meanwhile, the addition of the temporal element provided a third scenario driver that led to the creation of the dimensions of tourism policy and development scenarios.
Practical implications
The developed model can be adapted to many contexts that extend even outside of tourism. The public tourism offices, such as the department of tourism and the regional, provincial, city and municipal tourism offices, can use the model to help them prioritise tourism development programmes and lobby for tourism policy creation.
Social implications
The model will significantly assist decision-makers and policymakers to be conscious in crafting and enacting their tourism plans and programmes. It presents tourism policy and tourism development as scenario drivers that are interrelated; hence, a mutual relationship between the executive and legislative sectors of the government can be expected.
Originality/value
The study positions its originality and value in three areas: scenario planning, tourism future and president’s interest in tourism. In terms of scenario planning, the study was able to present interaction among three scenario drivers compared to most models that only have two. In the area of tourism future studies, this study claims that qualitative historical data can also be used to predict future scenarios. Despite the limited literature examining the tourism interest of the top-level administration, using speeches made by head of state is found plausible to predict the future of Philippine tourism.

Purpose
The purpose of this paper is to contribute to the understanding of systems thinking and its value for strategic foresight and scenario planning to address disruptive forces from the outside, with the outbreak of COVID19 as a case study.
Design/methodology/approach
This conceptual paper concisely discusses the notion of systems thinking and the concept of complex adaptive systems and puts this in the context of contemporary society in general and travel and tourism in particular. Strategic foresight and scenario planning are introduced as an approach to anticipate disruptions in the complex adaptive travel and tourism system.
Findings
As COVID-19 has demonstrated, travel and tourism is sensitive for disruptions from the outside. To ensure long-term resilience and sustainability, a systems approach embedded in strategic foresight and scenario planning is emphasised.
Practical implications
Strategic foresight and scenario planning is a competence that can be learned.
Originality/value
Given the present status of COVID-19 and other disruptors on travel and tourism, a resilient approach to the future is necessary; thus, the value of this viewpoint paper is the proposition of an adaptive capacity system. This paper offers advice to understand and manage complexity and adaptive systems.
