Abstract
The performance construct may be one of the most elusive in organization theory. Health care organizations are particularly complex owing to their dual lines of accountability, i.e. professional and administrative. This article examines the factors affecting performance indicator development and use at the technical/managerial and institutional levels, including the accreditation process and the relationship between levels. Using institutional and rational/goal theory, the motivations behind performance measurement behavior at different organizational levels was explored. Results show that the institutional level is motivated by legitimacy while the technical/managerial level is motivated by rationality. Tensions exist between the two levels and between indicator development and use.

Abstract
Purpose
The purpose of this paper is to describe and understand the effects of the accreditation process on organizational control and quality management practices in two Quebec primary‐care health organizations.
Design/methodology/approach
A multiple‐case longitudinal study was conducted taking a mixed qualitative/quantitative approach. An analytical model was developed of the effects of the accreditation process on the type of organizational control exercised and the quality management practices implemented. The data were collected through group interviews, semi‐directed interviews of key informers, non‐participant observations, a review of the literature, and structured questionnaires distributed to all the employees working in both institutions.
Findings
The accreditation process has fostered the implementation of consultation mechanisms in self‐assessment teams. Improving assessments of client satisfaction was identified as a prime objective but, in terms of the values promoted in organizations, accreditation has little effect on the perceptions of employees not directly involved in the process. As long as not all staff members have integrated the basis for accreditation and its outcomes, the accreditation process appears to remain an external, bureaucratic control instrument.
Originality/value
This study provides a theoretical model for understanding organizational changes brought about by accreditation of primary services. Through self‐assessment of professional values and standards, accreditation may foster better quality management practices.

Abstract
Purpose
The purpose of this paper is to examine organizational project management (OPM) as an integrative mechanism to mediate marketing and technology strategies for innovative performance. In addition, the moderating effects of firm size and turbulence on the relationships between marketing strategy, technology strategy, OPM, and innovative performance are examined.
Design/methodology/approach
The authors used empirical data derived from a survey of 5,000 firms worldwide in fast‐paced R&D intensive sectors. Respondents were typically chief technology officers or senior R&D managers. Fisher test and moderated regression analysis were applied on 715 usable questionnaires.
Findings
Evidence is found that OPM has a positive effect on innovative performance; and intervenes in the relationship between both strategies and innovative performance. The results also show some moderating effects of turbulence.
Practical implications
Marketing and technology strategies impact innovative performance, but part of this influence is established through OPM. Thus, OPM appears to be a good vehicle to translate strategies into concrete results. Project management can no longer be viewed as just a tool. Instead, OPM should be viewed as a decentralized, distributed function that is not innovative as such, but which supports innovation.
Originality/value
To date, the research has not explored OPM as an alternative whereby firms can integrate marketing and technology strategies to drive innovative performance, even if the firm's ability to generate a stream of innovations has become increasingly important. Therefore, probing the OPM links become an interesting search.

Abstract
Purpose
The purpose of this paper is to introduce the papers comprising a special issue of the journal. The central theme of this special issue is “Projects and organisations: adding rungs to the ladder of understanding project management and its relationship with the organisation”. It is dedicated to research that explores and proposes different avenues to contribute to the development of the field of project management from this perspective of projects and organisations.
Design/methodology/approach
The Guest Editors solicited academics and collaborators of the Project Management Research Chair at the École des sciences de la gestion, Université du Québec à Montréal (ESG UQAM). Following a call for papers, five were selected that underwent a double‐blind peer‐review process.
Findings
The five selected articles each provide unique perspectives and insights. Viewed as a set, their contributions view projects and organisations from three main perspectives: project management governance issues; management of innovative and IT projects; and processes, practices and tools. The set brings new empirical data, ideas and theoretical frameworks to bear that justify the extension of the current project management paradigm, and suggest that project management be viewed as a critical function of the organisation.
Practical implications
The set of papers encourages scholars to continue to examine organisational concerns related to project management with the goal of explaining and enhancing important relationships among organisational phenomena and the project management field.
Originality/value
By bringing this special issue together, the Editor played an important role in adding rungs to the ladder of understanding project management and its relationship with the organisation.

Abstract
Purpose
The purpose of this paper is to present a theoretical framework and the preliminary results from a research programme on organisational project management. It aims at exploring how organisational project management can be conceptualised as a function within the organisation.
Design/methodology/approach
The methodological framework is based on a constructivist epistemology. This research programme contains two sequential phases based on a robust mixed method. The first phase of the qualitative approach, which is the focus of this paper, includes 20 interviews with executives and middle managers.
Findings
This approach is expected to be helpful in assessing the fit between organisational context, project management implementation and organisational strategy. The proposed theoretical framework draws from the exploration of organisational project management as a function. Preliminary results confirm that organisational project management can be best understood as a function within the organisation. Future research includes the second phase of this research programme based on a quantitative approach.
Research limitations/implications
This research situates project management within the theoretical field of organisational design. It borrows from innovation literature the concept of function that serve as a foundation piece in the proposed framework, to integrate the various activities undertaken to manage multiple projects.
Practical implications
This research provides some evidence for the organisation design that serves articulating different activities undertaken for the management of multiple projects into a coherent function throughout the organisation.
Originality/value
This research explores what organisations really do when they face the challenges of managing multiple projects while at the same time pursuing their operations. Interviews with executives and middle managers clearly justify the identification of a function dedicated to the overall project management.

Abstract
Purpose
The purpose of this paper is to investigate the interplay between risk management and uncertainty and the contextual variability of risk management practice. More precisely, the research empirically measures the relation between the extent of use of risk management and the level of project uncertainty.
Design/methodology/approach
The research defines risk management from an empirical perspective., i.e. from an empirically‐identified set of tools that is actually used to perform risk management. This toolset is derived from the results of an ongoing major worldwide survey on what experienced practitioners actually do to manage their projects. This paper directly relates uncertainty to the degree of project definition. It uses a sample of 1,296 responses for which the interplay between risk management and uncertainty could be measured.
Findings
The results are very coherent. They verify and empirically validate many of the propositions drawn from a review of the literature. But results challenge some of the propositions found in the conventional project management literature and some commonly held views. The research shows that the use of risk management practices and tools is negatively related to the degree of project uncertainty. This somewhat counter‐intuitive result is consistent with a general tendency for all project management tools and techniques to be used more intensively in better defined contexts.
Practical implications
The empirical investigation of actual risk practices and their contextual variability can help better understand risk management practice and manage risks better. The research also clarifies the concepts of uncertainty, risk and risk management.
Originality/value
The results confirm some well‐known assumptions about practices, but at the same time produced unexpected results that can stimulate the development of new practices adapted to highly uncertain contexts. The project management field needs to develop new responses for specific contexts for which it was not primarily developed. The results of this research point in the direction of such a need for ill‐defined projects and highly uncertain contexts.

Shortly before the Second World War, a woman who had never accepted her orphan status, Gabrielle Bonheur Chanel, nicknamed ‘Little Coco’ by her father and known as ‘Coco’ to her relatives, became the first women in history to build a world-class industrial empire. By 1935, Coco, a fashion designer and industry captain, was employing more than 4,000 workers and had sold more than 28,000 dresses, tailored jackets and women's suits. Born into a poor family and raised in an orphanage, she enjoyed an intense social life in Paris in the 1920s, rubbing shoulders with artists, creators and the rising stars of her time.
Thanks to her entrepreneurial skills, she was able to innovate in her methods and in her trendsetting approach to fashion design and promotion. Coco Chanel was committed and creative, had the soul of an entrepreneur and went on to become a world leader in a brand new sector combining fashion, accessories and perfumes that she would help shape. By the end of her life, she had redefined French elegance and revolutionized the way people dressed.
