Abstract

Patriotism is often described as the “love of country” that individuals display in the acclamation of their national community. Despite the prominence of this sentiment in various societies around the world, organizational research on patriotism is largely absent. This omission is surprising because entrepreneurs, human resource (HR) divisions, and firms frequently embrace both patriotism and patriotic organizational practices. These procedures include (among other interventions) national symbol embracing, HR practices targeted toward military members and first responders, the adulation of patriots and celebration of patriotic events, and patriotic-oriented corporate social responsibility (CSR). Here, the authors argue that research on HR management and organization studies will likely be further enhanced with a deeper understanding of the national obligation that can spur employee productivity and loyalty. In an attempt to jumpstart the collective understanding of this phenomenon, the authors explore the antecedents of patriotic organizational practices, namely, the effects of founder orientation, employee dispersion, and firm strategy. It is suggested that HR practices such as these lead to a patriotic organizational image, which in turn impacts investor, customer, and employee responses. Notably, the effect of a patriotic organizational image on firm-related outcomes is largely contingent on how it fits with the patriotic views of other stakeholders, such as investors, customers, and employees. After outlining this model, the authors then present a thought experiment of how this model may appear in action. The authors then discuss ways the field can move forward in studying patriotism in HR management and organizational contexts by outlining several future directions that span multiple levels (i.e., micro and macro). Taken together, in this chapter, the authors introduce a conversation of something quite prevalent and largely unheeded – the patriotic organization.

Abstract

Purpose

VUCA times are pressuring senior executives more than ever to find pathways to growth, reinvention, and innovation. Strategy continues to be a primary tool in the toolkit, and yet execution is regularly rated as poor, and strategy is often misunderstood and misaligned. The article identifies patterns and symptoms of poor strategy processes and structures, and highlights successful approaches to activating strategy by breaking down barriers, communicating strategy more effectively, and creating the conditions for strategic thinking to permeate the organization.

Design/methodology/approach

This article usefully highlights trends in approaches to the strategy process and strategic practices, drawn from a range of recent robust surveys of thousands of senior strategists, CEOs, and senior executive teams across industries, sectors, continents. It also integrates examples and insights gleaned from applied strategy consulting engagements across industries, and curates contemporary examples from an array of sectors.

Findings

Most strategy execution is ineffective, slow, and misunderstood. Many strategy processes and structures do not overcome bureaucracy and misalignment, and many organizations lose sight of the links between mission, purpose, and strategy. Higher performing organizations invest in communicating strategy and purpose extensively, deploy dedicated strategy teams at multiple altitudes, and make strategy and strategic thinking a routine practice that informs decision-making (not a static, annual exercise).

Originality/value

Through succinct examples drawn from an array of industries and the distillation of a range of survey results of strategists and senior executives/CEOs, this paper identifies patterns and symptoms of poor strategy and poor strategic thinking, highlights examples of good strategic thinking and processes, and proposes practical guidelines for improvement to catalyze strategy and strategic thinking throughout an organization. The insights are relevant to an array of organizations, large, medium and small, across industries and sectors.

Abstract

Purpose

One impediment of e-government implementation is the lack of e-(government) competences among public officials, especially because foundational education programs fail to teach them. Therefore, this study suggests massive open online course (MOOC)-based continuous education. This study aims to design and evaluate a MOOC and MOOC platform for acquiring e-competence in the public sector and principles for such platforms to capture their inherent design knowledge.

Design/methodology/approach

This study uses design science research incorporating qualitative and quantitative methods and draws on established patterns of formulating design principles (DPs).

Findings

The core results are a physically instantiated MOOC platform and six DPs: DP of 1) easy access and easy use, 2) professional exchange, 3) protected space, 4) domain focus, 5) cooperation with higher education institutions and 6) promotion from higher government level.

Research limitations/implications

This study contributes to e-government research by extending the design knowledge for the construction of domain-specific MOOC platforms. Moreover, the study contributes to platform economics by discussing existing theses and outlining new opportunities. The research also entails limitations, as the authors have solely considered MOOCs and neglected complimentary offers to sustain learning success.

Practical implications

This study provides practitioners with design principles they can use in their efforts to construct education platforms for the public sector. Moreover, the study presents a working MOOC platform instantiating these DPs, and thus provides an exemplary reference.

Social implications

Not fulfilling expectations regarding digital public services comes with a risk of decreasing trust in public organizations and the overall government. The results of this study contribute to enabling public officials fulfilling stakeholders’ expectations and generating public value.

Originality/value

By linking e-government competence education with MOOC platform design, this research approximates an important research gap. Scholars previously investigated e-competences and focused on alone-standing MOOCs to convey those. The results of this study offer the potential to construct platforms to centralize such fragmented solutions, maximizing their impact among public officials.

Abstract

This paper explores the profound philosophical and conceptual foundations that underpin comparative international education research, particularly concerning the evolving roles of universities and colleges that transcend mere skills training or human capital development in contemporary times. Universities and colleges have predominantly focused on measuring their success through criteria such as research excellence and their ability to adapt to the ever-evolving demands of the job market. It is imperative to recognize that the diversity of postsecondary institutions is not only providers of human capital with curriculum shaped by labor market needs; rather, they should be recognized as institutions dedicated to human development, community anchors, the promotion of the public good, democratic education, the cultivation of civil society, and global citizenship. Relying on an extensive review of selected literature pertaining to the mission, goals, aims, and roles of the postsecondary sector in three regions (East Asia, Germanic Europe, and North America), this paper considers the question, “How do different approaches and traditions in different social contexts contribute to our understanding of the civic roles of postsecondary education institutions in shaping future global citizens, transcending the confines of national boundaries?” Throughout the paper, the unique contexts and traditions of these regions are meticulously examined alongside thematic discussions, culminating in comprehensive analyses on what factors are considered as the civic roles of institutions and what challenges are there for them to realize their goals.

Abstract

Virtual reality (VR) presents an important technological advancement that can enable management researchers to improve their laboratory work and test theories previously considered untestable. VR places a participant in a virtual environment completely designed and controlled by the research team. These environments can range from anything as benign as a regular corporate board meeting or a job interview to as hostile as a CEO answering questions in front of Congress or witnessing sexual harassment in an office hallway. A key feature of experimental work using VR is drastic improvements in external and ecological validity – VR allows researchers to transition experiments from measuring how participants self-report they would react in the real-world to measuring how they actually behave when confronted with a scenario literally in front of their eyes. While alluring, the design, coding, and implementation of studies using VR adds technical complexity to projects and care must be taken to be intentional throughout the process. In this manuscript, we provide guidance to management scholars to understanding VR, its potential applications, and the considerations one must undertake when creating studies using VR. Overall, we advocate the use of VR by management researchers in their work and introduce both a roadmap and best practices to jump-start such endeavors.

Abstract

Purpose

This study evaluates how well Victorian local councils’ procurement policies align with the sustainable and circular economy (CE) approach that prioritises sustainable and regenerative practices. It proposes a set of criteria designed to effectively integrate environmental sustainability issues into purchasing policies.

Design/methodology/approach

Employing the Specific, Measurable, Assignable, Realistic and Time-bound (SMART) framework, a multi-dimensional content analysis guided by the goal-setting theory was applied to evaluate all 79 Victorian local councils’ procurement policies. This approach provided an assessment of policy specificity, measurability, assignability, realism and time sensitivity in promoting environmental sustainability through purchasing policies.

Findings

The findings underscored a significant deficiency in policy adherence to all SMART criteria concerning environmental sustainability, hindering the effective green purchasing decisions within government entities. This lack of integration of greening in purchasing policy poses challenges for manufacturers of waste-derived goods, obscuring the procurement objectives of these critical public sector customers.

Practical implications

The paper contributes to the sustainable procurement (SP) discourse by proposing guidelines aimed at improving the efficacy of governmental purchasing of sustainable products. These guidelines address the broader imperative to mitigate the environmental impacts of governmental spending on less sustainable goods, thereby fostering ecological sustainability and promoting responsible consumption.

Originality/value

While past studies have often relied on subjective content analysis methods, the SMART assessment used to develop the environmental sustainability criteria for purchasing policies, which distinguishes this study from previous governmental policy evaluation studies. This approach marks a departure from traditional governmental policy evaluation studies, offering a more structured analysis of policy effectiveness in promoting SP practices.

Abstract

Purpose

Human resource management professionals strive to establish a high person–organization (PO) fit when hiring, as doing so ultimately reduces turnover and increases employee performance outcomes. However, tailored strategies toward improving the PO fit of military veterans have yet to be explored – a particularly concerning oversight considering the prevalence of veteran hiring initiatives and correspondingly high turnover rates of former servicemembers in their first nonmilitary jobs. This paper aims to explore the PO fit model’s application toward military veterans in nonmilitary organizations.

Design/methodology/approach

A review of veteran transition literature was conducted to identify aspects of military veteran career transition issues, which suggested a perceived gap in fit between their job or organization.

Findings

The review revealed prevailing transition challenges which likely arose, at least in part, due to veterans’ lack of fit in nonmilitary organizations. The findings informed development of a veteran–organization fit model based on a needs-supplies conceptualization of PO fit.

Research limitations/implications

The authors apply the needs-supplies perspective of PO fit to address identified veteran career transition challenges. Importantly, the authors offer organization management scholars concrete steps for assessing the impact of integrating the proposed framework within civilian organizations.

Practical implications

This study sheds light on how PO fit practices can be tailored and integrated by HR professionals for their military veteran newcomers. The authors offer HR practitioners POF strategies for military veteran newcomers in nonmilitary organizations.

Originality/value

This paper offers organization management and HR scholars and practitioners a needs-supply informed approach toward improving PO fit of military veteran newcomers.

Abstract

Purpose

One of the central tenets of heritage protection is preserving heritage significance. This can be traced to the “conserve as found” philosophy espoused by Ruskin and Morris in the 1840s. A consensus of values framing what is conserved and the processes facilitating conservation has evolved. This paper examines those processes in land-use planning regulation.

Design/methodology/approach

After examining several cases selected for their high profile, revisions are suggested. A methodology is developed to promote a new way of applying the legal tests of preservation.

Findings

These include the development of a new methodology to assess cumulative heritage impacts, the removal of any artificial divide between tests of heritage harm and greater harmony between heritage policy and heritage legislative duties when confronting the delivery of preservation and enhancement within conservation practice.

Originality/value

Beyond the calls for reform from such bodies as Historic England and Cadw, no real examination has been undertaken of the relationship between legal strictures and policy detail when assessing the rigours of heritage significance.
