Abstract
Purpose
This paper aims to provide scholars with a deep understanding of the field through the identification of strengths and weaknesses in the literature and support decision-makers in the development of new practices in local risk management based on scientific data. The specific question in this review asks: what are the drivers and barriers to local risk management?
Design/methodology/approach
This paper provides an overview of the scientific literature produce over the past 20 years of the divers and barriers to local risk management. This paper presents a scoping review of peer-reviewed articles published between 2000 and 2019 inclusively in the fields of public policy and public administration.
Findings
This paper makes three main observations regarding the state of the literature. First, this paper finds that scholars mainly focus on single risk and certain regions of the world. Second, there is multiple approached used by the literature to study risk management at the local level. Third, little attention is given to the political context in which local risk management takes place.
Originality/value
This paper is a complete literature review of more than 500 peer-reviewed articles published in academic journals regarding risk prevention policies over the past two decades. This paper analyzed the main findings of the current literature to provide a general view of the scholarship and improve the collective understanding of risk management at the local level by providing future research avenues.

Abstract
Purpose
School leaders can significantly influence the conditions that affect teacher retention. Yet, leaders in rural and high-poverty schools often face limited opportunities to develop their abilities to enhance these conditions. In this case study, we examine how participating in a professional community supported school leaders' efforts to increase teacher retention and student learning outcomes.
Design/methodology/approach
We used case study methodology to study 14 leaders from rural, high-poverty or underperforming schools with greater-than-average levels of teacher turnover. The leaders were participating in a three-year research-practice partnership intended to assist them in using improvement science to address problems of practice related to teacher retention and student learning outcomes in their schools. We collected and analyzed data from interviews, exit surveys, artifacts and participant observations over a one-year period.
Findings
Participating in this professional community helped the leaders create the conditions for increased teacher retention and student learning outcomes by providing them with opportunities to collaborate with their peers, receive leadership coaching, exchange ideas and learn in a safe space.
Originality/value
These findings confirm and extend extant school leadership development research. A particularly interesting finding was the role of the professional community in reducing the leaders' feelings of isolation while providing them a safe space to learn. The findings also illustrate how universities and school districts can partner to provide professional learning opportunities that enhance school leaders' professional knowledge, leadership practices and well-being.

Abstract
Purpose
With luxury brands extending into restaurants and cafés, the definition of luxury consumption no longer refers to tangible products alone but to intangible and authentic experiences as well. Drawing on the Stimulus–Organism–Response framework (SOR) and the costly signalling theory, this study explores the sequential mechanisms of experiences in luxury brands’ restaurants and cafés among Korean and US consumers.
Design/methodology/approach
This study distributed online surveys in South Korea and the US and recruited 419 participants (South Korea = 210; US = 209). PLS-SEM and multigroup analysis were used to test the hypotheses.
Findings
Perceived quality influenced perceived luxury values positively and led to consumers’ loyalty to both the parent brand (i.e. luxury fashion brand) and extended brand (i.e. luxury restaurants and cafés).
Originality/value
Luxury brands seek to offer their consumers authentic and extraordinary experiences. By merging luxury fashion with gastronomy, these brands can foster synergistic long-term relationships with consumers and enhance their brand equity in the global luxury market. Our results also demonstrated that such expansion contributes to competitive advantages in luxury fashion retailing by increasing their intangible values in addition to their parent luxury fashion brands. Further, in the context of globalisation, this research provides insights into how luxury retailers’ novel approach to the F&B sector can enhance consumers’ loyalty across different cultures and strengthen their global luxury retail strategy.

Abstract
Purpose
This study aims to represent the initial impact analysis of a human resource development (HRD) intervention – the Center for Human and Organizational Potential (cHOP) – for faculty and staff at an academic medical center in the Midwestern US. cHOP seeks to unleash faculty and staff potential and advance organizational outcomes by fulfilling employees’ basic psychological needs, posited by self-determination theory (SDT, Ryan and Deci, 2000): competence, autonomy and relatedness.
Design/methodology/approach
Using Cianciolo and Regehr’s (2019) layered analysis framework as a guide, the authors conducted a program evaluation to analyze, in-depth, the nature and impact of two representative cHOP programs: Accelerate and BOOST. Specifically, the authors examined whether the implementation of these programs was consistent with SDT, as reflected in participants’ reported program experiences (i.e. “Did the intervention, in fact, occur as intended?”). The authors also examined program outcomes and opportunities for improvement based on program participants’ voices (i.e. did the intervention, implemented as intended, work?). Because SDT is a theory of individual motivation, the authors identified a need to evaluate outcomes at the individual level and beyond, broadly exploring what would happened if program participants’ basic psychological needs had been addressed. The aim was to determine the potential downstream consequences of intrinsically motivated faculty and staff, while promoting divergent thinking on program impact and sustainability.
Findings
Participants reported experiences suggest that Accelerate and BOOST addressed all three psychological needs and strengthened their intrinsic motivation to advance their leadership and career development and improve the performance of their teams and departments. These outcomes suggest the potential for impact at the individual level and beyond, such as the institution and external, professional societies.
Research limitations/implications
The study assessed two representative programs among cHOP’s many offerings. A comprehensive study of cHOP’s impact, directly linking psychological need fulfillment and organizational impact, is beyond the scope of a single study and requires further research.
Social implications
The authors suggest expanding scholarly discussions in the HRD and health professions education (HPE) literature to characterize the promise of HRD-HPE partnerships and to account for their impact more fully.
Originality/value
The study contributes to both HRD and HPE scholarship by providing a layered account of academic medical center (AMC) faculty and staff development using an HRD approach; and examining the impact of a theory- and evidence-based novel HRD intervention (i.e. cHOP) at the individual level and beyond in an AMC context.

Theories are crucial for addressing research questions and advancing the boundaries of knowledge. However, in the field of strategic management, the existence of diverse schools of thought from various disciplines, including economics, politics, and sociology, poses significant challenges for researchers seeking to develop theories for argumentation and theorization. In this study, we have conceptualized a novel approach to selecting an appropriate theory for addressing specific research questions.
Design/methodology/approach
Thought experiment, disciplined imagination, and a conceptual examination of a diverse set of theories.
Findings
Because the central focus in the field of strategic management revolves around how firms achieve sustainable high performance, a research question should initially clarify the fundamental phenomenological issues it aims to address. Subsequently, the process of problematization should identify the ontological assumptions and premises that establish a connection between the research question and existing theories. Finally, the identification and abstraction of rhetorical concepts derived from these assumptions and premises lead to theory selection criteria, namely connectedness, reliability, parsimoniousness, and falsifiability.
Research limitations/implications
Although we believe that our model for theory selection is generalizable to a wide range of management disciplines, we have primarily focused on its application in the field of strategic management. Future work could validate and further explore the applicability and effectiveness of this model in selecting appropriate theories for conceptual development in other domains.
Originality/value
While many researchers have proposed methods for writing theoretical papers, few have provided suggestions specifically focused on theory selection. This paper stands out as one of the few that not only attempts to address this gap but successfully develops a comprehensive model for theory selection.

Education tends to colonize. Established authorities (teachers, curricula, and examinations) instruct newcomers, extending conditional membership. This presents a dilemma for teachers seeking to instill in their students habits of critical, creative, and lateral thinking. In Australia as elsewhere, blueprint educational documents embody lofty aspirational statements of inclusion and investment in people and their potential. Yoked to this is a regime routinely imposing high-stakes basic-skills testing on school students, with increasingly constrictive ways of doing, while privileging competition over collaboration. This chapter explores more informal, organic learning. This self-study narrative inquiry explores my career in terms of a struggle to be my most evolved, enlightened self, as opposed to a small-minded, small-hearted mini-me. To balance this, I examine responsible autonomy (including my own), rather than freedom. This chapter also explores investment in humans, with the reasonable expectation of a return on that investment. It draws and reflects upon events in or impacting my hometown, Sydney, Australia, focusing largely on WorldPride, the Women's World Cup, and a referendum on an Indigenous voice to parliament, all of which took place as I compiled this chapter. Accordingly, the narrative focuses primarily on sexuality, gender, and race. I explore the capacity of my surroundings to teach me and my capacity to learn from my surroundings. The findings and discussion comprise diary-type entries of significant events and their implications for (my) excessive entitlement. The final section of this chapter reviews what and how I have learned.

Purpose
The purpose of this work is to honor the wisdoms of Anishinaabe Elders, community and culture by interweaving these teachings with my own (first author) Anishinaabe experiences and a research project. Ceremonies are an important health practice for Anishinaabe people. This project aimed to gain a clearer conceptualization of the protective role of Anishinaabe puberty ceremonies on health in adolescence and across the lifespan.
Design/methodology/approach
Spiritual offerings guided this project at every stage including inviting Elders and community members into shared spaces of storytelling and teaching elicitation and grounding me as I carefully adopted the use of a western tool (research) in sacred community spaces. Elders were invited to share their experiences and perspectives. Three community members engaged with the interview transcripts on their own before coming together to discuss themes, patterns and insights that arose for them. This group coding discussion constructed the structural foundation of the findings.
Findings
An Anishinaabe perspective on youth development emerged. Key aspects of this model included a foundation of ceremonial experiences that spiritually prepares a child for adulthood and impending life’s challenges. As one transitions into adulthood, they accept the responsibilities of being caretakers of their families and communities and gain new tools to contribute to Anishinaabe society. Ideally, this society prioritizes Anishinaabe spirituality, language and way of life.
Originality/value
Frameworks of health, grounded in unique community wisdoms and worldviews, are imperative to repair spiritual and community relationships damaged in a history of colonialism. An Anishinaabe perspective on youth development may shed light on shared Indigenous experiences of cultural restoration and continuity.

Purpose
Whereas belongingness and its proximate constructs have been explored in various contexts, an understanding of what it actually is in organisational contexts remains elusive. This paper aims to explore employees’ experiences of belongingness at work to better understand what belongingness means in a work context.
Design/methodology/approach
Data were collected from in-depth interviews with 12 participants in the United States and New Zealand over two time periods. Grounded theory methodology was used to develop themes and categories to understand the structure of the data.
Findings
The data revealed an overarching theme of “self” represented by three categories: identified as the “unveiled-self,” the “relational-self” and “the seen-self.” The data further reveals how employees covertly survey the organisational environment for cues of belongingness and moderate their behaviour accordingly.
Research limitations/implications
This study’s small, culturally homogenous sample may limit generalisability. Future research could explore cross-cultural differences in belongingness at work using diverse samples. Examining belongingness and self-concept could provide further insights into authenticity and fitting in at work.
Practical implications
Organisations should promote authentic interactions, meaningful recognition and psychological safety for self-expression. Informal conversations strengthen relationships, but efforts must feel genuine. Encouraging authenticity, recognising contributions sincerely and creating opportunities for organic social interaction can cultivate a culture of belonging.
Originality/value
The three dimensions of “self” illuminate the importance of authenticity, meaningful workplace relationships and recognition as unique components of belongingness at work.

Abstract
Far from being united under the banner of sisterhood, American women opposed each other on the issue of gender equality in the 1970s–1980s. As the Equal Rights Amendment (ERA) passed the US Congress in 1972, antifeminists mobilized under the lead of Phyllis Schlafly to prevent its ratification. Identified as major threat to traditional families, the ERA would have mandated that “equality under the law shall not be denied or abridged by the United States or by any state on account of sex” (section 1). If this sociocultural and political struggle around women's rights revealed the different loyalties and interests of women at the time, it also testified to the institutional fragmentation of power in the country. Conservative women were not only fighting against feminism to preserve the privileged position they thought they occupied in the patriarchy; they were also animated by a strong anti-federal government sentiment. A combined examination of these antifeminist and anti-governmental stances reveals some the reasons why the ERA was eventually never added to the Constitution and could also explain why the United States is such a disunited country, especially regarding women's rights.
