Abstract
Purpose
This paper – the final paper of a series of three – aims to discuss the implications of the findings from a service user needs assessment of people experiencing homelessness in the Northwest of England. It will expand on the previous paper by offering a more detailed analysis and discussion of the identified key themes and issues. The service user needs assessment was completed as part of a review of local service provision in the Northwest of England against the backdrop of the COVID-19 pandemic.
Design/methodology/approach
Semi-structured questionnaires were administered and used by health-care professionals to collect data from individuals accessing the Homeless and Vulnerable Adults Service (HVAS) in Bolton. The questionnaires included a section exploring Adverse Childhood Experiences. Data from 100 completed questionnaires were analysed to better understand the needs of those accessing the HVAS.
Findings
Multiple deprivations including extensive health and social care needs were identified within the cohort. Meeting these complex needs was challenging for both service users and service providers. This paper will explore key themes identified by the needs assessment and draw upon further comments from those who participated in the data-gathering process. The paper discusses the practicalities of responding to the complex needs of those with lived experience of homelessness. It highlights how a coordinated partnership approach, using an integrated service delivery model can be both cost-effective and responsive to the needs of those often on the margins of our society.
Research limitations/implications
Data collection during the COVID-19 pandemic presented a number of challenges. The collection period had to be extended whilst patient care was prioritised. Quantitative methods were used, however, this limited the opportunity for service user involvement and feedback. Future research could use qualitative methods to address this balance and use a more inclusive approach.
Practical implications
This study illustrates that the needs of the homeless population are broad and varied. Although the population themselves have developed different responses to their situations, their needs can only be fully met by a co-ordinated, multi-agency, partnership response. An integrated service model can help identify, understand, and meet the needs of the whole population and individuals within it to improve healthcare for a vulnerable population.
Social implications
This study highlighted new and important findings around the resilience of the homeless population and the significance of building protective factors to help combat the multiplicity of social isolation with both physical and mental health problems.
Originality/value
The discussion provides an opportunity to reflect on established views in relation to the nature and scope of homelessness. The paper describes a contemporary approach to tackling current issues faced by those experiencing homelessness in the current context of the COVID-19 pandemic. Recommendations for service improvements will include highlighting established good practices including embedding a more inclusive/participatory approach.

Abstract
Ethnoracial categories and classifications can change over time, sometimes leading to increased social mobility for marginalized groups or nonelites. These ethnoracial changes are often attributed to emulation, where nonelites adopt the elite's social, cultural, and political characteristics and values. In some cases, however, nonelites experience ethnoracial shifts and upward mobility without emulating elites, which events can help explain. I argue that the type of event, whether endogenous or exogenous, affects the ability of elites to enforce their preferred ethnoracial hierarchy because it will determine the strategy – either insulation or absorption – they can pursue to maintain their power. I examine this phenomenon by comparing the cases of Irish social mobility in 17th-century Barbados and Montserrat. Findings suggest that endogenous events allow elites to reinforce their preferred ethnoracial hierarchy through insulation, whereas exogenous events constrain elites to employ absorption, which maintains their power but results in hierarchical shifts. Events are thus critical factors in ethnoracial shifts.

Abstract
A “state-driven” approach suggests that colonists use census categories to rule. However, a “society-driven” approach suggests that this state-driven perspective confers too much power upon states. A third approach views census-taking and official categorization as a product of state–society interaction that depends upon: (a) the population's lay categories, (b) information intellectuals' ability to take up and transform these lay categories, and (c) the balance of power between social and state actors. We evaluate the above positions by analyzing official records, key texts, travelogues, and statistical memoirs from three key periods in India: Indus Valley civilization through classical Gupta rule (ca. 3300 BCE–700 CE), the “medieval” period (ca. 700–1700 CE), and East India Company (EIC) rule (1757–1857 CE), using historical narrative. We show that information gathering early in the first period was society driven; however, over time, a strong interactive pattern emerged. Scribes (information intellectuals) increased their social status and power (thus, shifting the balance of power) by drawing on caste categories (lay categories) and incorporating them into official information gathering. This intensification of interactive information gathering allowed the Mughals, the EIC, and finally British direct rule officials to collect large quantities of information. Our evidence thus suggests that the intensification of state–society interactions over time laid the groundwork for the success of the direct rule British censuses. It also suggests that any transformative effect of these censuses lay in this interactive pattern, not in the strength of the British colonial state.

Abstract
Purpose
Retention of early childhood teachers in Australia is a critical issue, particularly for new teachers. The demanding nature of new teachers’ everyday work and high rates of stress and burnout have resulted in teachers leaving the sector. By designing a formal mentoring project, our aim was to support teachers to stay and flourish as respected professionals. This paper presents findings from the perspective of the mentees – new teachers in their first five years of employment in the sector.
Design/methodology/approach
We designed and offered a two-phase multi-layered mentoring project to 145 new teachers (mentees) matched with 51 experienced teachers (mentors). It began with a mentor training course implemented by three experienced early childhood education academics and utilised a community of practice approach (Lave and Wenger, 1991). Data collected throughout the project included a pre- and post-survey and a needs satisfaction and frustration scale.
Findings
Analysis of survey data shows that mentee new teachers gained a better understanding of their role and built connections with peers and leaders. Survey data also demonstrates that effective mentoring can successfully contribute to addressing workforce challenges faced by early childhood teachers.
Originality/value
The project makes an original contribution through the design, implementation and evaluation of an innovative online mentoring project for teachers employed across the state of New South Wales, Australia.

Abstract
This chapter proposes a framework explaining the evolution of property rights in land, assuming two unequal groups of actors: elites possessing means of violence and nonelite land cultivators. It then shows that all intermediary groups – those acting between the chief violence holders (i.e., rulers) and cultivators – are in effect (greater or lesser rulers and cultivators). Using this framework, this chapter explains most of the developments in the evolution of land rights in 19th century colonial Bengal. The proposed theoretical framework explains how different, hierarchically arrayed claims over land and the resulting allocation of rights was a function of asymmetries in power and information between three groups: rulers, direct cultivators, and intermediaries without their own coercive means. It explains inter alia why private property in land was not likely to emerge in this configuration, and that the (non-private) property rights of the other two groups wouldn't attain stability as long as rulers perceived an information asymmetry. In such a situation, land rights would attain neither “private,” nor “public” character.

Abstract
Purpose
The article examines how street-level bureaucrats (SLBs) manage the digital bureaucratic relationship in dealing with customer needs and the technological innovations introduced into organisations (digital tools). The topic of technological transformations from a street-level perspective has garnered limited interest so far, especially in Italy. The research question underlying the article is as follows: how does the discretion of SLBs change with the introduction of digital tools within the public administration? We expect that the characteristics of clients on the one hand, and the degree of institutionalisation of the digital tool in question on the other, will change the way in which SLBs exercise their discretion.
Design/methodology/approach
The data were collected from two separate research projects in which the authors were involved: (1) the first was a doctoral research project concerning labour inspectors tasked with investigating labour irregularities reported by workers; (2) the second was a research project regarding the relationship between the elderly and public service caseworkers. Information gathered through a series of semi-structured interviews was analysed, with a focus on the digitalisation process. The interviewees included 15 labour inspectors, and 12 long-term care caseworkers. With regard to the interviews conducted with labour inspectors, we examined the online request for action submitted by workers reporting irregularities in their employment relationships. As regards the interviews with caseworkers involved in services for the elderly, the discussion revolved around the option introduced during the pandemic period in 2020, to request access to the services in question through submission of an online form rather than requesting such services in person.
Findings
What emerges is that while the introduction of digitalised policies allows SLBs to obtain more information with which to assess the situation of individuals, the discretionary power exercised by front-line workers only results in the partial use of the digital tool, whilst favouring the traditional relationship between bureaucrats and their clients.
Originality/value
We introduce the concepts of “digital discretion” and “analogic discretion” in an attempt to understand how SLBs use their decision-making powers, which may prove to be useful analytical tools for studying the ways in which the discretion of SLBs is realised through new digital practices.

This paper describes the development of the WECARE cross-national research alliance for investigating early childhood educators’ wellbeing, and details the experiences of some of WECARE’s 17 members.
Design/methodology/approach
The paper explores and situates the WECARE team’s experiences within extant literature on cross-national and collaborative research groupings alongside a strongly practical focus.
Findings
The study’s findings included effects of member mindsets and motivations, differentiated benefits and challenges of membership, cultural sensitivity, research capacity-building, leadership, communication, data security and planning.
Originality/value
Cross-national research is seen as an important part of academic researchers’ activities. Yet, little has been written about how cross-national research groups form and operate, and what benefits and challenges their members experience.
