Abstract
Purpose
This study aims to design and validate a decision support system (DSS), named preliminary risk assessment of brownfield sites (PRABS). It is intended that the proposed DSS will aid the identification of potential hazards and, in doing so, highlight challenges facing those stakeholders dealing with the decision-making on brownfield site redevelopments, where the examples of diverse stakeholders would include, for instance, risk assessors, local planning authorities, regulator, developers, civil engineers, architectures, landowners, investors and alike. Moreover, the DSS will enable them to promote safer redevelopment and minimise the risks to future occupants of brownfield sites and neighbouring lands, on the top of the tool being communal platform of an effective communication between them as it is for both experts and non-experts.
Design/methodology/approach
This research employs a comprehensive five-stage process, integrating both quantitative and qualitative methods and utilizing mixed methods for a nuanced exploration of data. The initial stage involves an in-depth examination of contemporary risk assessment tools for contaminated sites, setting the foundation and benchmarks for subsequent stages. Stage two focuses on creating a conceptual framework using insights from existing literature to guide the development of the DSS tool. Stage three introduces a validation mechanism through a questionnaire administered to experts. Stage four involves the active development of the DSS tool, transforming theoretical constructs into a practical application. The final stage, stage five, employs quantitative data analysis and case studies to validate, refine and enhance the DSS tool’s applicability in real-world scenarios, ensuring its approval.
Findings
This study presents PRABS, a user-friendly DSS for the PRABS. Validation through a quantitative online survey indicates strong support for PRABS, with around 80% of participants willing to recommend it due to its ease of use and information quality. Qualitative data analysis using real-life case studies further demonstrates the tool’s effectiveness. PRABS proves valuable in identifying hazards during the preliminary stage, accurately predicting potential contaminants despite limited input data in the case studies. The tool’s hazard identification aligns well with expert judgments and case study reports, confirming its practical utility.
Practical implications
This study has several limitations. First, the DSS identifies only hazards associated with one layer of site geology, even though sites may include multiple layers, which limits the comprehensiveness of the hazard identification process. Second, adopting an online survey approach posed challenges in achieving a high response rate and gathering a representative sample, making it uncertain how the results might vary with a higher number of professional participants. This limitation affects the generalisability of the findings. Finally, while this study identified 65 potential hazards associated with brownfield sites, this number could be expanded to include hazards related to plants, animals and air, indicating the need for a more inclusive approach to hazard identification. Given these limitations, future research should focus on addressing these gaps.
Originality/value
The contributions of this study offer practical benefits. Firstly, it enables the initial risk assessment process to be more comprehensive and integrated and reduces complexity in the risk assessment process by ensuring that all probabilities, along with their significance, are identified at the initial stage of the risk assessment. This could be a strong starting point for successfully conducting a more detailed risk assessment and remediation. Secondly, the developed PRABS can promote effective environmental communication among stakeholders, which should speed up the planning process and help develop brownfield sites more efficiently and effectively, while preserving the natural environment.

Abstract
Purpose
The Quality Assurance Agency (QAA) for Higher Education in the UK focuses on maintaining, enhancing and standardising the quality of higher education. Of significant impact are the development of subject benchmark statements (SBS) by the QAA, which describe the type and content of study along with the academic standards expected of graduates in specific disciplines. Prior to 2022, the QAA did not have a SBS to which higher education policing programmes could be directly aligned.
Design/methodology/approach
Over 12-months, a SBS advisory group with representatives from higher education across England, Scotland, Wales and Northern Ireland, The College of Policing, QAA, Police Federation of England and Wales and policing, worked in partnership to harness their collective professional experience and knowledge to create the first UK SBS for policing. Post publication of the SBS, permission was sought and granted from both the College of Policing and QAA for members of the advisory group to reflect in an article on their experiences of collaborating and working in partnership to achieve the SBS.
Findings
There is great importance of creating a shared vision and mutual trust, developed through open facilitated discussions, with representatives championing their cause and developing a collaborative and partnership approach to completing the SBS.
Practical implications
A collaborative and partnership approach is essential in developing and recognising the academic discipline of policing. This necessarily requires the joint development of initiatives, one of which is the coming together of higher education institutions, PSRBs and practitioner groups to collaborate and design QAA benchmark statements.
Social implications
The SBS advisory group has further driven forward the emergence of policing as a recognised academic discipline to benefit multiple stakeholders.
Originality/value
The SBS for policing is the first across the UK. The authors experiences can be used to assist others in their developments of similar subject specific benchmarking or academic quality standards.

Martial arts and combat sports (MACS) are supported on ritualistic practices which often encompass hazing creating environments where catastrophic masculinities prevail. These forms of masculinities are strengthened inside MACS’ world resonating with masculinities spread out in wider society. We consider this to be the situation found in Brazilian society. With this study, our aim is to analyse how hazing practices in MACS contribute to the production of a socially legitimised catastrophic masculinity in Brazil. Catastrophic masculinity appears as a new concept proposed by Andrade (2022) to define a hegemonic, toxic and tragic form of masculinity spread in Brazil attached to a political power project. We carried out two qualitative empirical pieces of research that focused on three martial arts. These were ethnographic (participant-) observations of various events, training sessions, belt examination and competition and interviews with men participants. Supported by the presented data, we argue that hazing practices end up acting as a means of reproducing the catastrophic masculinity fighters perform in the dojo. They learn and resonate with a pedagogy that requires them to conform to and follow hierarchies through the repetition of the word ‘oss’ as a symbol of submission to arbitrariness. Hazing constitutes, instantiates and reproduces catastrophic masculinity and originates in the same (social) catastrophic masculinity.

Abstract
Purpose
The research aimed to explore the perceptions of aspiring future police officers studying at a university in relation to the actions to be taken with regards to typical posts on social media by a fictitious off and on-duty police officer. This in turn would inform future police workforce requirements.
Design/methodology/approach
Policing students who expressed their aspirations as future police officers were recruited. A total of 99 students studying the College of Policing licensed Professional Policing Degree at the University of South Wales, took part in Hydra Immersive Simulations to ascertain their perception of social media posts by a fictitious serving police officer. The students were asked to rate the appropriateness of the social media posts as groups, and as individuals.
Findings
The findings suggest that, whilst the majority of students identified misconduct issues in the social media posts, the response to how the fictitious police officer should be dealt with varied. In addition, it would appear that there may be a need for those involved in policing education to reinforce, in an ongoing basis, knowledge of the College of Policing Code of Ethics, misconduct rules, regulations and increase awareness of unacceptable social media posts.
Research limitations/implications
The research was conducted with professional policing degree (PPD) students from one university.
Practical implications
It is important to reinforce The College of Policing Code of Ethics, expected professional standards and an understanding of what constitutes unacceptable social media posts throughout the education of aspiring police officers. As this has the potential, if recruited, to impact on the service.
Originality/value
Limited research has been conducted in relation to the College of Policing licensed higher education programme, the PPD, equipping aspiring police officers to successfully join the service and influence the cultural change.

As universities globally strive to balance the priorities of teaching and research with the needs of economy and enterprise, it is increasingly important that university-based entrepreneurship programmes foster a culture that is ethically informed and globally aware. Entrepreneurship has become a popular career path for university students, with many universities offering programmes to aid students in realizing their entrepreneurial ambitions. In a truly entrepreneurial university, all staff and students can benefit from developing an entrepreneurial mindset, a way of thinking that emphasizes innovation, creativity, and problem-solving, leading to better flexibility and resilience. This mindset is valuable in times of crisis because it allows us to adapt quickly to changing circumstances, identify new opportunities, and develop innovative solutions to complex problems. This chapter will offer a critical reflection on practice undertaken at Tangent, Trinity’s Ideas Workspace, an interdisciplinary unit offering entrepreneurship education at Trinity College Dublin, the University of Dublin, and offer recommendations for practice around the ethics of entrepreneurial education. This chapter will be of interest to educators who want to foster a more globally aware and ethically responsible approach to entrepreneurship education.

Abstract
In this chapter, we review the historical development of elite theory, and then we propose a way forward beyond it. Elite theory emerged as a critique of democracy in the late 19th century. Although it used historical materials illustratively, it tended to be ahistorical theoretically because its primary aim was to demonstrate the perdurance of elites even in conditions of mass suffrage. Lachmann was the first scholar to develop elite theory as a truly historical and explanatory framework by combining it with elements of Marxism. Even Lachmann's theory, however, remained inadequate because it did not rest on a fully articulated theory of power. In this introduction, we suggest a “relational power theory” as a remedy to this situation, and we use it to formulate a general heuristic for the study of elites, nonelites, and their interrelationships. To illustrate its utility, we show how it can illuminate the chapters in this volume (though they were not necessarily written for these purposes).

Abstract
Purpose
The objective of this article is to make an exploratory study about European public administrations (public administration, public agencies, public law entities, entities dependent on the public administration and public universities) in relation to workplace health promotion interventions. The sample was extracted from the ESENER-3 (Third European Survey of Enterprises on New and Emerging Risks) (EU-OSHA, 2019) and consists of 7,981 public entities from the EU-27 countries. Four WHPI have been studied: healthy nutrition interventions, sports activities after working hours, back exercises at work and prevention of addictions.
Design/methodology/approach
This is an exploratory study. The sample was extracted from the ESENER-3 (Third European Survey of Enterprises on New and Emerging Risks) (EU-OSHA, 2019) and consists of 7,981 public entities from the EU-27 Public Administration. In total, 45,420 establishments were interviewed.
Findings
Different patterns have been observed when implementing workplace health promotion interventions in the EU-27 public administration. The promotion of sports activities outside working hours is the one with the highest level of implementation in European public administration. On the other hand, the measure with the least implementation level is the promotion of healthy nutrition.
Research limitations/implications
The limitations of the study are that the studied items are nominal and comprise more than two categories, so it has not been possible to develop a correlation analysis.
Practical implications
The EU-27 public administrations can see which workplace health promotion interventions need to be improved.
Originality/value
Differences that may exist in the adopted workplace health promotion interventions by European public administrations have not yet been addressed in depth by the literature.
