Abstract

Purpose

As part of the 5G rollout, small cell base stations will be deployed across cities. This paper aims to identify an international effort to remove regulatory barriers around deployment and outline emerging strategies Australian local governments are developing to ensure urban amenity in a deregulatory context.

Design/methodology/approach

This paper analyses existing legislation, policy frameworks and grey literature and has conducted eight interviews with participants from the local government sector.

Findings

This paper identifies a global deregulatory trend around small cell deployment and that councils are trying to renegotiate their relationship with telecommunications carriers as 5G is rolled out. Three strategies are identified: the design and installation of smart poles, network sharing and partnerships.

Originality/value

This research contributes to scholarship focused on the 5G rollout and offers one of the first accounts of the emerging tensions between regulatory frameworks, commercial imperatives and municipal authorities, identifying urban amenity as a key area of concern.

Abstract

Purpose

The purpose of this paper is to elucidate the extent to which the mechanisms of polymer melt viscous flow and finish layer powder particle adhesion influence the top surface topographies of laser sintered polyamide (PA12) components.

Design/methodology/approach

Laser sintered specimens were manufactured at varying laser parameters in accordance with a full factorial design of experiments. Focus variation microscopy was used to ascertain insight into their top surface heights and peak/valley distributions. Subsequently, regression expressions were generated to model the former with respect to applied laser parameters. Auxiliary experimental analysis was also performed to validate the proposed mechanisms and statistical models.

Findings

Within the parameter range tested, this work found the root mean square (Sq) and skewness (Ssk) roughness responses of laser sintered PA12 top surfaces to be inversely related to one another, and both also principally influenced by beam spacing. Furthermore, it was demonstrated that using optimised laser parameters (to promote polymer melt dispersion) and building without finish layers (to avert subsequent powder particle adhesion) reduced the mean Sq roughness of resultant topographies by 30.8% and 47.9% relative to standard laser sintered PA12 top surfaces, respectively.

Practical implications

The scope to which laser sintered PA12 top surfaces can be modified was highlighted.

Originality/value

This research demonstrated the impact the mechanisms of polymer melt viscous flow and finish layer powder particle adhesion have on laser sintered PA12 top surfaces.

Abstract

Purpose

The study aims to explore how Indigenous peoples and their concerns become “entextualized” within the environmental disclosures of resource extraction firms.

Design/methodology/approach

A mixed-methods content analysis of 11,850 annual information forms filed by resource extraction firms with Canadian security regulators between 1997 and 2023 is conducted. FinBERT transformer encodings, agglomerative hierarchical clustering and computer-assisted techniques are combined with inductive analyses.

Findings

The findings show that, although Indigenous peoples and their concerns have become a more important element in environmental disclosures, dominant semantic meanings tend to view Indigenous people as impediments. At the same time, the entextualizations of Indigenous peoples and their concerns sometimes escape these dominant frames. Big firms appear to be no more likely to exhibit leadership or substantively take Indigenous peoples and their concerns into account than smaller firms.

Originality/value

The study offers a longitudinal perspective on how the environment and Indigenous peoples are portrayed in corporate disclosures. The study emphasizes the need to view environmental accountability as inextricably intertwined with accountability to Indigenous peoples and also illustrates the importance of identifying the semantic meanings that are being communicated. We propose that analyzing how and why specific semantic meanings about Indigenous peoples and their concerns become entextualized provides activists and policy-makers with a starting point for improved disclosure practices and, hopefully, better resource extraction practices.

Abstract

Purpose

This study aims to offer an original criterion of assessment for examiners of practice-based doctorates in contemporary arts practices, based upon the degree of intrigue, perceptual and conceptual, afforded by the research outputs. It is argued that intrigue is the necessary stimulus for the states of attention required for the recognition of fresh understanding and the acquisition of new knowledge from such outputs. The paper is intended to support doctoral students structuring theses for such research, those responsible for assessing proposals in university cross-disciplinary research committees with limited experience of practice-based research and the examiners of such research.

Design/methodology/approach

Acknowledging the several decades of work already published on practice-based research, this study adopts an aesthetic cognitivist position from which the visual arts are construed as powerful means of deepening our understanding, a source of non-propositional knowledge on a par with, although qualitatively different from, the way that the sciences are accepted as the means to propositional knowledge.

Findings

A case study demonstrates the efficacy of applying the proposed criterion in the assessment of practice-based doctoral research.

Social implications

Within the social context of academic research, the article strengthens the validation of practice-based research.

Originality/value

The terms perceptual intrigue and conceptual intrigue are coined as values implicit in aesthetic cognitivism; they are construed as the initial stimuli for the state of attentiveness required for fresh understanding, and the degree of balance between them is proposed as an original criterion for the assessment of practice-based research.

Abstract

Purpose

This paper critically examines the empirical literature on the human resource (HR) function during organizational change, identifying the competence required for HR practitioners and pinpointing gaps in previous research.

Design/methodology/approach

The paper is based on an integrative literature review of empirical research. The review utilizes a competence model comprising three key elements: skills, motivation and the opportunities created by organizational conditions.

Findings

The review shows that while there is an ongoing discussion about the competence required by HR practitioners in organizational change, significant gaps remain in our understanding of how this competence translates into HR change agency. The typical normative descriptions of the role can be viewed as unrealistic as they fail to consider crucial contextual factors and the routine, rather mundane nature of HR change agency.

Practical implications

It is necessary to develop an understanding of the context and avoid wishful thinking when initiating change efforts. Furthermore, HR practitioners require enhanced training in crucial areas such as interpersonal skills, including communication, coaching and managing emotions.

Originality/value

The paper presents a new conceptual framework and research propositions, advocating a dynamic approach to understanding HR’s role in change. It explores how HR’s change competence, in terms of their skills and motivation to manage change, is linked to their opportunities to participate in change initiatives.
