Abstract
Purpose
The construction industry accounts for a large proportion of the economy of developing countries, but the connotation and influencing factors of high-quality development (HQD) are still unclear. This study aims to gain a more comprehensive insight into the current development status of the regional construction industry under China's HQD orientation and the obstructive factors affecting its development and to provide informative suggestions for its HQD prospects.
Design/methodology/approach
In this study, the construction industry of 16 cities in the Chengdu-Chongqing economic circle (CCEC), a new region in southwest China, was used as the research object to collect data from the 2006–2019 yearbooks, construct an evaluation index system for HQD of the construction industry, derive the development level of the construction industry using the entropy value method and spatial autocorrelation method and then apply the barrier Diagnostic model was used to compare and analyze the impact level of each index.
Findings
In terms of the time dimension, the development of the construction industry in CCEC is characterized by “high in the twin core and low in the surrounding area”, with unbalanced and insufficient development; in terms of spatial correlation, some factors have positive aggregation in spatial distribution, but the peripheral linkage decreases; through barrier analysis, the impact of different barrier factors is different.
Originality/value
This paper will help governments and enterprises in developing countries to make urban planning and management policies to fundamentally improve the development of the construction industry in underdeveloped regions.

Abstract
Purpose
Although governments have used social media platforms to interact with the public in an attempt to minimize anxiety and provide a forum for public discussion during the pandemic, governments require sufficient crisis communication skills to engage citizens in taking appropriate action effectively. This study aims to examine how the National Health Commission of China (NHCC) has used TikTok, the leading short video–based platform, to facilitate public engagement during COVID-19.
Design/methodology/approach
Building upon dual process theories, this study integrates the activation of information exposure, prosocial interaction theory and social sharing of emotion theory to explore how public engagement is related to message sensation value (MSV), media character, content theme and emotional valence. A total of 354 TikTok videos posted by NHCC were collected during the pandemic to explore the determinants of public engagement in crises.
Findings
The findings demonstrate that MSV negatively predicts public engagement with government TikTok, but that instructional information increases engagement. The presence of celebrities and health-care professionals negatively affects public engagement with government TikTok accounts. In addition, emotional valence serves a moderating role between MSV, media characters and public engagement.
Originality/value
Government agencies must be fully aware of the different combinations of MSV and emotion use in the video title when releasing crisis-related videos. Government agencies can also leverage media characters – health professionals in particular – to enhance public engagement. Government agencies are encouraged to solicit public demand for the specific content of instructing information through data mining techniques.

Abstract
Purpose
It has been proven that the characteristics of top management in an organization have an impact on the organization’s employee management strategies. In micro, small and medium-sized enterprises, the business owner’s influence is constructive. However, there has been little discussion about the influence of business owners’ personal characteristics on enterprises’ human resource management (HRM) strategies.
Design/methodology/approach
In this study, two complementary experimental designs – quantitative research and qualitative research – were adopted to verify the theoretical framework.
Findings
The results show that business owners with masculine characteristics tend to adopt the strategies of internal development and external acquisition, while those with feminine characteristics tend to adopt the strategies of internal development. Significant differences were found between the female business owner group and the male business owner group in terms of the relationship paths of gender role orientation, leadership style and gender role orientation and HRM strategies.
Originality/value
Firstly, this is the first time to discuss human resource management strategies from the perspective of gender roles. Secondly, the data of this research is collected from entrepreneurs, which is another advantage of this research. Finally, this research has obtained more valuable research findings. This study found that feminine bosses tend to adopt internally developed human resource strategies, while masculine bosses value internally developed human resource management strategies and also tend to adopt external acquisition strategies. Studies have shown that companies that adopt defensive strategies rely more on internally developed human resource management strategies, while those with exploratory strategies are more inclined to externally acquired human resource management strategies. So, does the boss’s gender role orientation match the organizational strategy, that is, feminine bosses adopt defensive strategies, while masculine bosses adopt defensive and exploratory organizational strategies? This point provides new research ideas for the development of private enterprises.
