Abstract
Purpose
The purpose of this study is to explore and map Safeguarding Adults England data for 2022–2023 by local authority to enable identification and exploration of any differences between local authorities.
Design/methodology/approach
Colour symbology maps were produced to enable visual analysis of safeguarding concerns and Section 42 enquiries per 100,000 of the population, as well as the conversion of safeguarding concerns to Section 42 enquiries. Statistical hotspots were calculated using the Getis-Ord Gi* for Section 42 enquiries per 100,000 of the population across age classes.
Findings
Findings show regional differences across England in terms of the number of documented concerns, Section 42’s and conversion rates. Some regions had statistically higher or lower Section 42 enquiries per 100,000 of population across age classes compared to their bordering geographical neighbours. Reflections on these findings lead to a series of recommendations.
Originality/value
This paper addresses a need to explore further and analyse adult safeguarding data to inform practice, through choropleth mapping.

Andrew provided the author with a list of names of people he might approach to write a tribute on his behalf.
Findings
The accounts describe the influence that Andrew has had both as an educator and as a trusted colleague for the people approached.
Research limitations/implications
In many ways, the voices of people with mental health problems have been marginalised. Few mental health journals, with only some exceptions, encourage lived experience contributions.
Practical implications
The mental health agenda continues to be dominated by professional groups. The remarkable individuals who continually battle with serious mental illness are often lost in official discourses.
Social implications
Despite the fact that the topic of mental health is now much more in the public domain, research tells us that the most effective anti-stigma strategy is contact with sufferers.
Originality/value
The archivist Dr Anna Sexton co-produced one of the few mental health archives that only featured people with lived experience. Andrew was one of the four people featured in it. This account “showcases” the work of this remarkable man.

Abstract
Purpose
The study tests the relationships between continuous improvement (CI) and clinical practices (CP) with perceived operational performance in Australian and New Zealand (NZ) emergency departments.
Design/methodology/approach
A survey instrument was designed to collect data from Australian and NZ Emergency Department physicians to test a model developed from the literature, the continuous improvement and clinical practice (CICP) model. Hypotheses were developed and tested using bivariate correlation analysis and multiple regression analysis.
Findings
ED operational performance is positively impacted by CI culture, reinforced by an established CI governance structure built on employee education of CI tools and methods. The lack of nonclinical time allocation for CI activities has remained a major impediment for the implementation of a sustainable CI culture. The study found physicians experience tension between continuous improvement and clinical practice.
Practical implications
Developing a CI mindset across all levels of emergency departments would encourage staff to embrace change to support the implementation of CI and to improve clinical practices. The study highlights potential implications for national bodies, academics, policymakers and ED physicians. Study insights suggest that continuous improvement and effective clinical practices are crucial for enhancing ED performance results in their day-to-day responsibilities.
Originality/value
The paper is original by applying methodological rigour to identify the best predictors of performance in EDs and how a theoretical causal model can be tested to identify the best predictors of operational performance in EDs.

This study explores a hegemonic alliance and the role of relational forms of accounting and accountablity in the making of contemporary capitalism.
Design/methodology/approach
We use the WikiLeaks “Cablegate” documents to provide an account of the detailed machinations between interest groups (corporations and the state) that are constitutive of hegemonic activity.
Findings
Our analysis of the “Cablegate” documents shows that the US and Chevron were crafting a central role for Turkmenistan and its president on the global political stage as early as 2007, despite offical reporting beginning only in 2009. The documents exemplify how “accountability gaps” occlude the understanding of interdependence between capital and the state.
Research limitations/implications
The study contributes to a growing idea that official accounts offer a fictionalized narrative of corporations as existing independently, and thus expands the boundaries associated with studying multinational corporate activities to include their interdependencies with the modern state.
Social implications
The study traces how global capitalism extends into new territories through diplomatic channels, as a strategic initiative between powerful state and capital interests, arguing that the outcome is the empowerment of authoritarian states at the cost of democracy.
Originality/value
The study argues that previous accounting and accountability research has overlooked the larger picture of how capital and the state work together to secure a mutual hegemonic interest. We advocate for a more complete account of these activities that circumvents official, often restricted, views of global capitalism.

Abstract
Purpose
This paper explores the challenging nexus of police custody, risk and intra-organisational boundaries in the context of a recently reformed national police service. Police custody is an often-hidden aspect of policing, away from the public gaze and scrutiny. Although there is increasing recognition of the importance of rural policing (e.g. Harkness (2020); Mawby and Yarwood (2011); Ruddell and Jones (2020); Yarwood and Wooff (2016)), there has been little or no focus on rural police custody. This paper seeks to begin to redress this by focussing on the challenges faced by rural police custody in the context of large-scale organisational change.
Design/methodology/approach
This paper draws on data from a study funded by the Scottish Institute for Policing Research (2016–2018), entitled “Measuring Risk and Efficiency in Police Custody in Scotland”. The paper adopts a qualitative methodology to develop an understanding of the varying nature of police custody across Scotland. Two contrasting case study locations were selected, one urban and one rural. 12 semi-structured interviews and 15 hours of observation were carried out. Data was transcribed, coded and analysed and thematic analysis enabled themes to be developed. This paper draws on the data from the rural custody suite.
Findings
Drawing on the theoretical framework of Giacomantonio (2014) and more recent considerations of abstract policing Terpstra et al. (2019), this paper offers insights into the ways that police custody in rural Scotland has been organised, against the backdrop of challenging organisational change. I argue that as policing services in Scotland have become increasingly “abstract” from communities, police custody as a national division has witnessed the impact of this more greatly than other parts of local policing. Intra-organisational management around staffing has led to complex management of risk, illustrating some of the challenges of national organisational change on police custody.
Originality/value
This paper focuses on the impact of large scale organisational change on rural police custody and intra-organisational relationships and dynamics. Rural policing is still a largely neglected area of study and rural police custody is even less understood. This paper therefore provides an original contribution by focusing on this under-researched area of policing. It also illustrates complexity around risk, staffing and management of people being held in rural police custody suites. It is therefore of value to policing scholars in other contexts, as well as rural criminology more generally. It has applicability to international contexts where macro level policing reform is occurring.

Abstract
This chapter will examine two questions. First, how can art and cultural heritage contribute to the health and well-being of a place within the context of the tourism industry? More specifically, can cultural tourism be a driver for community sustainability, that is, not only environmental sustainability but also social empowerment, cultural preservation, and economic vitality? To explore these questions, the author begins by establishing the ways art and environment are closely intertwined, while pondering how cultural production generally – along with the cultural tourists it attracts – can be a driver for sustainability in tourism settings. The benefits that the arts draw from the environment as well as the ways the environment benefits from the arts will be examined. In the next section, the author unpacks how cultural tourism, and more specifically art production, can be drivers for environmental sustainability through social and eco-entrepreneurship and the creation of a shared social value. In the third section, the author identifies some of the challenges inherent in government regulation and preservation of cultural heritage sites. The author argues that communication, cooperation, and relationship building, not just between governing bodies and private stakeholders, but with residents and tourists, should be prioritized in destination management and marketing strategies. In the end, the author proposes that this type of strategy is vital in order to move toward greater cultural, environmental, social, economic, and other kinds of sustainability in the tourism industry.

Abstract
Purpose
A descriptive case study approach was adopted to examine employees' perceptions of the prevalence and usefulness of wellness programs. Relying on Centers for Disease Control and Prevention Health ScoreCard (CDC HSC), this study aims to assess the prevalence of worksite wellness programs, policies and benefits in general and incorporated employee perspectives to contextualize the CDC HSC wellness assessments.
Design/methodology/approach
The authors first compared the CDC HSC assessments to evaluate the effectiveness of wellness programs in 20 select organizations. Follow-up employee interviews (n = 25) were conducted to contextualize the CDC HSC assessments.
Findings
A variety of wellness programs are likely to increase employee engagement and participation when organizations adopt a bundling approach to combine wellness policies, incentives and an array of wellness programming opportunities that encourage and incentivize employees’ health promotion behaviors.
Research limitations/implications
Future researchers might examine health metrics, in terms of dollars, doctor visits or biometrics before and after the implementation of a wellness program or paid wellness coordinator. Because this study interviewed employees and not members of executive leadership or finance and accounting, financial metrics were not available or the focus of this study. The inclusion of leaders and directors of wellness initiatives would offer additional ways for examining the impact of wellness initiatives on employee behaviors on organizational outcomes.
Practical implications
Nutrition, weight management and chronic disease management were identified as major challenges impacting the health of employees. Even when organizations reported robust scores in their CDC HSC assessments, employers identified these three areas as critical for sustaining the health and well-being of their employees. Finally, the issue of employee safety was a top priority for all organizations regardless of how they scored on their CDC HSC assessments.
Social implications
The authors suggest that when high-impact wellness practices are linked to organizational supports in the workplace, these efforts are likely to have more positive effects on both employee outcomes and organizational outcomes. A regular routine of checking on wellness issues can help keep potential problems from going unnoticed. An example of this is a reminder to stretch at a morning meeting or during work hours as a reminder to stay focused on health and well-being.
Originality/value
The authors aggregated the organizational assessments for different wellness interventions and compared the scores (falling above or below) with standardized CDC wellness scores. The incorporation of the CDC scorecard ensured a standardized and evidence-based evaluation of workplace wellness programs. This additional step informed the interview guide and follow-up with employees who offered recommendations for how organizations could enhance their wellness programs and policies.

Abstract
Purpose
This paper aims to explore the accelerations and constraints libraries, archives, museums and heritage organisations (“collections-holding organisations”) face in their role as collection data providers for digital infrastructures. To date, digital infrastructures operate within the cultural heritage domain typically as data aggregation platforms, such as Europeana or Art UK.
Design/methodology/approach
Semi-structured interviews with 18 individuals in 8 UK collections-holding organisations and 2 international aggregators.
Findings
Discussions about digital infrastructure development often lay great emphasis on questions and problems that are technical and legal in nature. As important as technical and legal matters are, more latent, yet potent challenges exist too. Though less discussed in the literature, collections-holding organisations' capacity to participate in digital infrastructures is dependent on a complex interplay of funding allocation across the sector, divergent traditions of collection description and disciplinaries’ idiosyncrasies. Accordingly, we call for better social-cultural and trans-sectoral (collections-holding organisations, universities and technological providers) understandings of collection data infrastructure development.
Research limitations/implications
The authors recommend developing more understanding of the social-cultural aspects (e.g. disciplinary conventions) and their impact on collection data dissemination. More studies on the impact and opportunities of unified collections for different audiences and collections-holding organisations themselves are required too.
Practical implications
Sustainable financial investment across the heritage sector is required to address the discrepancies between different organisation types in their capacity to deliver collection data. Smaller organisations play a vital role in diversifying the (digital) historical canon, but they often struggle to digitise collections and bring catalogues online in the first place. In addition, investment in existing infrastructures for collection data dissemination and unification is necessary, instead of creating new platforms, with various levels of uptake and longevity. Ongoing investments in collections curation and high-quality cataloguing are prerequisites for a sustainable heritage sector and collection data infrastructures. Investments in the sustainability of infrastructures are not a replacement for research and vice versa.
Social implications
The authors recommend establishing networks where collections-holding organisations, technology providers and users can communicate their experiences and needs in an ongoing way and influence policy.
Originality/value
To date, the research focus on developing collection data infrastructures has tended to be on the drive to adopt specific technological solutions and copyright licensing practices. This paper offers a critical and holistic analysis of the dispersed experience of collections-holding organisations in their role as data providers for digital infrastructures. The paper contributes to the emerging understanding of the latent factors that make infrastructural endeavours in the heritage sector complex undertakings.
