Abstract
Purpose
Diverse narratives and practices concerned with “vulnerability” increasingly inform how a range of social issues are understood and addressed, yet the subtle creep of the notion into various governance arenas has tended to slip by unnoticed. The purpose of this paper is to explore the role of vulnerability in responding to longstanding and on-going dilemmas about social precariousness and harm.
Design/methodology/approach
Drawing on in-depth qualitative research into how vulnerability was operationalised in services for “vulnerable” young people in an English city, prominent narratives of vulnerability are traced, which operate in relation to a variety of often-dissonant service user responses.
Findings
The paper shows the governance of vulnerability as a dynamic process, informed by policy developments and wider beliefs about the behaviours of “problem” populations, interpreted and modified by interactions between practitioners and young people, and in turn shaping lived experiences of vulnerability. Patterns in this process illuminate how vulnerability narratives re-shape long-running tensions at the heart of social welfare interventions between a drive to provide services that might mitigate social precariousness and an impetus towards regulating behaviour.
Originality/value
The paper argues that although gesturing to inclusivity, the governance of vulnerability elaborates power dynamics and social divisions in new ways. Resulting outcomes are evidently varied and fluid, holding the promise of further social change.

Abstract
The US Congress is a racialized governing institution that plays an important role structuring the racial hierarchy in the nation. Despite Congress’s influence, there is little theoretical and empirical research on its racialized structure – that is, how it operates and the racial processes that shape it. This lacuna has developed from a narrow conceptualization of Congress as a political institution, and it ignores how it is a multifaceted organization that features a large and complex workplace. Congressional staff are the invisible force in American policymaking, and it is through their assistance that members of Congress can fulfill their responsibilities. However, the congressional workplace is stratified along racial lines. In this chapter, I theorize how the congressional workplace became racialized, and I identify the racial processes that maintain a racialized workplace today. I investigate how lawmakers have organized their workplace and made decisions about which workers would be appropriate for different types of roles in the Capitol. Through a racial analysis of the congressional workplace, I show a connection between Congress as an institution and workplace and how racial domination is a thread that connects and animates both its formal and informal structures.

Abstract
What makes a child vulnerable to harm? What is it about how we conceptualise vulnerability that draws us to thinking about individual traits and characteristics rather than broader systems and structures of power? In this chapter, we consider these questions by exploring student experiences of vulnerability in schools. Drawing on a case study of two student experiences of harmful sexual behaviour, we explore harm, abuse and vulnerability as spatial. In doing so, we present school responses to forms of harm, drawing a division between responses which focus on vulnerable individuals and the potential of responses which target the systemic, spatial and contextual causes of harm. We conclude by offering Contextual Safeguarding as an approach for addressing the social conditions of harm.

Abstract
This paper uses three case studies of urban water conflict in the United States in order to identify and compare solutions. Coupling qualitative data with a unique index of municipal water conservation policy, I examine the different approaches that these three cities adopted in the face of water stress and conflict, as well as the relative strength each approach brought to water conservation. Based on 31 qualitative interviews with water stakeholders in three selected cities (Phoenix, San Antonio, Tampa) and qualitative comparative case histories drawn from newspaper accounts and secondary sources, I find that entrenched conflict over local water resources usually requires action from a higher governing authority, in accordance with theories of multilevel governance. However, multilevel governance is not sufficient to produce strong urban water conservation policies. It is also critical that policy be targeted to meet specific minimum environmental indicators to prevent continued resource depletion. Moreover, a breach of that environmental indicator must trigger some penalty for noncompliance to sustain the resource into the future.

Abstract
Purpose
The purpose of this article is to analyze the common vaccine equity practices expressed by United States (US) governors in their COVID-19 press conferences—with a specific focus on equitable vaccine distribution and overcoming vaccine hesitancy—in order to provide an understanding of gubernatorial cultural competency during the vaccine administration phase of the pandemic.
Design/methodology/approach
This article employs a qualitative content analysis of the COVID-19 press conferences held by US governors from November 1, 2020, to August 14, 2021, to inductively identify themes in socially equitable and culturally competent vaccine administration strategies and rhetoric.
Findings
The article finds that common strategies aimed at providing equitable access to vaccines and combating vaccine hesitancy in communities of color include utilizing data to target communities where vaccines are needed, meeting people where they are at by working with community leaders and organizations, addressing language concerns, educating skeptics and appealing to communitarian and familial values. The findings also show that US governors tended to embrace a general prioritization lens rather than focusing on the unique needs of communities of color, with scant attention paid to the historical instances of public health discrimination that have influenced vaccine hesitancy within such communities.
Originality/value
This article provides an understanding of the equitable and culturally competent messages and strategies conveyed by sub-national leaders during the vaccination phase of the COVID-19 pandemic.
