Abstract
Purpose
This study aims to explore how artificial intelligence (AI) can enhance mental health care in Tanzania, focusing on its potential to enhance mental health services and address challenges in a low-resource setting.
Design/methodology/approach
A qualitative case study approach was used, with data collected through semi-structured interviews and focus group discussions involving key stakeholders in mental health and AI, including policymakers, technical experts, health-care providers and patient advocacy groups. Thematic analysis was used to identify key themes related to the opportunities and barriers to AI integration in mental health care.
Findings
This study identified several benefits of AI in mental health care, including improved diagnostic accuracy, personalised treatment and the potential for real-time monitoring of patients. However, significant barriers to AI adoption remain, such as infrastructure limitations, data privacy concerns and the need for training and resources to effectively integrate AI into mental health services.
Originality/value
This study contributes to the growing literature on AI in health care by focusing on its application in mental health care in Tanzania, a low-resource setting. The research provides valuable insights into how AI can bridge gaps in mental health service delivery, particularly in underserved regions, while highlighting the challenges that must be addressed for successful implementation.

Abstract
Purpose
The purpose of this paper is to highlight the drivers, barriers, benefits and risks affecting the integration of Internet of Things (IoT) into the e-government and to provide a future research agenda.
Design/methodology/approach
Existing literature examining the relationships between e-government and IoT is scanned and evaluated by conceptualizing the IoT concept in the e-government perspective.
Findings
The study shows that there are drivers to integrate IoT in e-government, such as ensuring the economy, efficiency and effectiveness of government operations, which would largely establish a relationship between the government and the citizens. Furthermore, there are barriers to such integration, given the lack of political will, the appropriate information technology infrastructure, the training of the stakeholders with a focus on the employee and the like.
Originality/value
The integration of IoT in e-government is a novel and weakly explored concept, particularly in the light of new advances such as blockchain in the e-government, which requires further exploration and conceptualization, thereby achieving a shared/common vision and body of knowledge for its further successful and sustainable adoption – to the best of the authors’ knowledge, the current study is one of these initial attempts.

Abstract
Purpose
With the development of information technology (IT), governments around the globe are using state-of-the-art IT interfaces to implement the so-called 3E’s in public service delivery, that is, economy, efficiency and effectiveness. Two of these IT interfaces relate to Artificial Intelligence (AI) and Internet of Things (IoT). While AI focuses on providing a “human” garb for computing devices, thereby making them “intelligent” devices, IoT relies on interfaces between sensors and the environment to make “intelligent” decisions. Recently, the convergence of AI and IoT – also referred to as Artificial Intelligence of Things (AIoT) – is seen as a real opportunity to refurbish the public service delivery formats. However, there is limited understanding as to how AIoT could contribute to the improvisation of public service delivery. This study aims to create a modular framework for AIoT in addition to highlighting the drivers and barriers for its integration in the public sector.
Design/methodology/approach
This descriptive-explanatory study takes a qualitative approach. It entails a thorough examination of the drivers and barriers of integrating AI and IoT in the public sector. A review of literature has led to the development of a conceptual framework outlining the various factors that contribute to creating public value.
Findings
Value creation occurs when AI and IoT coalesce in the public service delivery mechanisms.
Originality/value
AIoT is a cutting-edge technology revolutionizing health care, agriculture, infrastructure and all other industrial domains. This study adds to the growing body of knowledge on the public sector's use of AI and IoT. Understanding these disruptive technologies is critical to formulating policies and regulations that can maximize the potential benefits for the public-sector organizations.

Design/methodology/approach
The article invokes an exploratory approach to emphasize the possibilities of integrating blockchain technology in e-government services. A cybernetic model is detailed in the paper for bridging the gulf between blockchain and e-government.
Findings
The integration of blockchain technology in e-government services is capable of enhancing the efficiency and effectiveness of service delivery. Furthermore, this integration would facilitate in maintaining the privacy of the online transactions.
Originality/value
Hitherto, studies have focused on the blockchain technology in many sectors; however, the integration and utility of blockchain technology for the government sector have remained unexplored. The current study seeks to fill this gap.

Abstract
Purpose
The emergency of the COVID-19 pandemic has affected organizations differently, leading to adopting alternative business operation models, including digital technologies. The rapid adoption of digital technologies during the COVID-19 pandemic demonstrates how adaptive technologies intersect with human and social institutions in potentially risky or inequitable ways. However, the sustenance of the digital transformations (DTs) induced by the COVID-19 crisis is still unclear. Thus, this study aims to evaluate the sustenance of DTs accelerated by the emergence of the COVID-19 pandemic response in the Tanzanian context amid the crisis.
Design/methodology/approach
The study used a qualitative approach that included a literature review and semi-structured interviews with Information and Communication Technology (ICT) personnel from selected public institutions in Tanzania. The interviews elicited interviewees’ perspectives on the following: the digital revolution that occurred during the COVID-19 outbreak; how it affects their work; and the country’s future digital landscape. Additionally, a literature analysis established and generalized the practices used by the governments during the COVID-19 crisis.
Findings
The results show that there is enormous, colossal press toward adopting digital solutions. The use of digital technologies, such as digital payments, e-commerce, telemedicine and online education, has attracted the attention of businesses and individuals in Tanzania. Consequently, the move has enabled the country to cope with the cascading impacts of the COVID-19 pandemic and progressive economic recovery to achieve its development goals. Furthermore, the findings offer policy strategies for taking the induced DTs to the next level and sustaining it.
Originality/value
This study reports the lessons from the DTs induced by COVID-19 and their sustenance. It also contributes toward forward-thinking reforms and policy measures that could help Tanzania and the likes harness the DTs'’ potential in the wake of the pandemic.

Abstract
Purpose
Despite the potential benefits of open government data (OGD) and its recent adoption by many governments, little is known about monitoring its use by the public. This paper aims to address the knowledge gap by empirically examining OGD usage in Tanzania.
Design/methodology/approach
A field survey design was used to gather quantitative data from 288 people in seven regions of Tanzania to facilitate an analysis of the determinants of users’ behavioural intention and use behaviour of OGD. Guided by the Unified Theory of Acceptance and Use of Technology model, the study analysed the tendencies of these determinants on the use of the OGD portal.
Findings
The results show that performance expectancy, effort expectancy, social influence and facilitating conditions affect users’ acceptance and use of the OGD portal. The results suggest that OGD initiatives should focus more on their potential applications than publication. It is important to monitor and evaluate OGD use and the conditions that allow it to continue. By linking OGD with other government initiatives, governments can build strategies, capacity and social awareness. During the development of OGD platforms for extensive reuse, new data technologies like the semantic web should be considered.
Originality/value
Hitherto, research has underlined the significance of OGD initiatives at large and that studies in developing countries are scarce, especially that probe the uptake of the current efforts. The present study seeks to plug this research gap by examining the use of OGD in Tanzania’s context.

Abstract
Purpose
Protection of personal data is integral to the digital economy, ensuring trust and privacy as its foundational elements. The purpose of this study is to analyze data protection laws in Tanzania, Kenya, Uganda and Rwanda to understand their legal frameworks and identify challenges hindering their effective implementation.
Design/methodology/approach
This study uses a comparative exploratory case study approach, analyzing legal frameworks of four East African (EA) countries through examination of legal documents, official reports and academic articles. The dimensions of analysis include registration, supervisory authority, data subject rights and cross-border data transfer regulations.
Findings
While all four EA countries are in the process of enacting data protection acts, they differ in scope, provisions and enforcement; more needs to be done to ensure mature data protection in these countries. The commonalities and distinctions in the legal frameworks are underscored, providing a mapping of data protection regulations in the EA region. Moreover, this study reports implementation constraints and areas for improvement.
Practical implications
The findings of this study provide valuable insights for policymakers, highlighting areas where data protection regulations can be improved. The results of this study can guide harmonizing regional data protection laws, ensuring consistent and effective enforcement. This study offers a foundation for future policy development and regional cooperation on data protection issues.
Social implications
The social implications of this research lie in its potential to shape public attitudes on data protection and privacy rights. By highlighting these concerns, this study may influence societal norms and values, encouraging a more informed and conscientious public discourse on inclusive policies that consider the diverse needs of different regional populations.
Originality/value
This study provides a pioneering comparative analysis of data protection regulations across four EA countries, offering unique insights into the regional variations and commonalities in legal frameworks. Its value lies in informing future policy development, enhancing regional cooperation and contributing to the harmonization of data protection practices in the selected EA countries, which remains an under-explored area in existing literature.

Abstract
Purpose
This study aims to assess previously developed Electronic Health Records System (EHRS) implementation models and identify successful models for decision support.
Design/methodology/approach
A systematic review followed the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) guidelines. The data sources used were Scopus, PubMed and Google Scholar. The review identified peer-reviewed papers published in the English Language from January 2010 to April 2023, targeting well-defined implementation of EHRS with decision-support capabilities in healthcare. To comprehensively address the research question, we ensured that all potential sources of evidence were considered, and quantitative and qualitative studies reporting primary data and systematic review studies that directly addressed the research question were included in the review. By including these studies in our analysis, we aimed to provide a more thorough and reliable evaluation of the available evidence.
Findings
The findings suggest that the success of EHRS implementation is determined by organizational and human factors rather than technical factors alone. Successful implementation is dependent on a suitable implementation framework and management of EHRS. The review identified the capabilities of Clinical Decision Support (CDS) tools as essential in the effectiveness of EHRS in supporting decision-making.
Originality/value
This study contributes to the existing literature on EHRS implementation models and identifies successful models for decision support. The findings can inform future implementations and guide decision-making in healthcare facilities.

Purpose
This research paper aims to present a framework of open government data (OGD) relating to e-service quality dimensions. In addition, it provides a research agenda for the e-service delivery of OGD.
Design/methodology/approach
A literature review pertaining to e-service quality with special reference to e-government was delivered to deduce the key dimensions of e-service quality for OGD.
Findings
Five e-service quality dimensions of OGD are identified in the study; website design, fulfilment, service provision to the user while interfacing with the OGD Web portal, service provision to the user during and after the value-creation and innovation period and security/privacy. To further OGD re-use for value creation and innovation, it is important that the e-service quality dimensions are built into all OGD programmes by public authorities.
Originality/value
Hitherto, extant research has focused on the data quality dimensions of OGD, but the dimensions linked with e-service have not been explored. This study seeks to fill this gap and, in addition, suggests further research requirements in this field.

Purpose
Warehouse receipt system (WRS) schemes aim to revitalize the market of cash crops, particularly those of the smallholder farmers. However, the existing government schemes for the smallholder farmers have not been much successful on account of issues related with transparency and trust deficit, thereby limiting farmers' access to credit for their farming activities as channeled via the formal financial institutions. Conceding that blockchain is an emerging technology, this study aims to theoretically posit the potential to optimize WRS in real time to bolster farmers' trust and privacy.
Design/methodology/approach
The research bases itself on the design science research (DSR) approach. Using the DSR approach backed by the literature review and evolutionary prototyping, a blockchain-based WRS has been advanced in the study.
Findings
This study provides a design of a digital WRS, which serves as a proof of concept of blockchain technology (BCT) applications in improving transparency in the WRS in the agricultural sector. The findings from this study present the possibility of leveraging blockchain smart contracts to improve the linkages between the WRS stakeholders to promote trust and transparency that would eventually unlock the potentials of WRS schemes. Furthermore, the findings inform decision-makers and practitioners to prioritize the emerging technologies in revamping the classical WRS.
Research limitations/implications
The study leaves research pointers for implementing BCT in agricultural supply chain and furthering the findings from the present study with an empirical agenda.
Originality/value
Whilst research on the BCT applications across myriad sectors abounds, research on the BCT applications to address societal needs is conspicuously limited. Furthermore, research on the practical implementation of the BCT in real-world scenarios is few and far between. The present study seeks to plug these gaps by underlining the application and utility of blockchain in WRS. The study makes a significant contribution to the theory and practice of the agrarian supply chain management, specifically the WRS, by invoking design knowledge obtained through an iterative design process besides serving as an edifice for the integration of emerging technologies, notably BCT in the agricultural sector.
