Abstract

Purpose

Based on the perspective of knowledge management, this study aims to discuss how to build cross-city emergency management collaboration mechanism in major emergencies and explore the important role of knowledge management in emergency management collaboration.

Design/methodology/approach

Based on the theoretical analysis of knowledge management and the typical case study of cross-city emergency management collaborative rescue, this study provides an in-depth analysis of how these cities achieve high emergency management performance through multidimensional and multilevel knowledge collaboration, thus revealing the mechanism of knowledge transfer, integration and sharing in achieving high emergency management performance.

Findings

Through analyzing typical cases, this study finds that building a smooth mechanism for multichannel emergency rescue information can promote the diversification of knowledge transfer methods, building a platform-based integration mechanism for emergency rescue information can enhance knowledge integration capabilities and building a linkage mechanism for emergency rescue materials between cities can promote knowledge-sharing level, thereby improving emergency management performance level.

Research limitations/implications

This study has great significance for how to build cross-city emergency management collaboration mechanism in the digital era. In the future, the authors need to further discuss the following two aspects in depth: research on the impact of cross-city emergency management collaboration mechanism on improving the knowledge management capabilities of government emergency management departments; and research on the impact mechanism of knowledge management capabilities on city resilience.

Originality/value

Through case analysis of cross-city emergency management collaborative rescue for major emergencies in China in recent years, this study proposes three specific strategies for cross-city emergency management (smooth, integration and linkage mechanisms) and reveals that these three strategies are essentially aimed at improving the government’s knowledge management level.

Abstract

Purpose

In view of the unknown environmental parameters and uncertain interference during gripping by the manipulator, it is difficult to obtain an effective gripping force with the traditional impedance control method. To avoid this dilemma, the purpose of this study is to propose an adaptive control strategy based on an adaptive neural network and a PID search optimization algorithm for unknown environments.

Design/methodology/approach

The method is based on a variable impedance model, and a new impedance model is established using a radial basis function (RBF) neural network to estimate unknown parameters of the impedance model. The approximation errors of the adaptive neural network and the uncertain disturbance are effectively suppressed by designing the adaptive rate. In the meantime, auxiliary variables are constructed for Lyapunov stability analysis and adaptive controller design, and PSA is used to ensure the stability of the adaptive impedance control system. Based on the Lyapunov stability criterion, the adaptive im-pedance control system is proved to have progressive tracking convergence property.

Findings

Through comparative simulations and experiments, the superiority of the proposed adaptive control strategy in position and force tracking has been verified. For objects with low flexibility and light-weight (such as a coke, a banana and a nectarine), this control method demonstrates errors of less than 10%.

Originality/value

This paper uses RBF neural networks to estimate unknown parameters of the impedance model in real-time, enhancing system adaptability. Neural network weights are updated online to suppress errors and disturbances. Auxiliary variables are designed for Lyapunov stability analysis. The PSA algorithm is used to adjust controller parameters in real-time. Additionally, comparative simulations and experi-ments are designed to analyze and validate the performance of controller.

Abstract

Purpose

Online retail platform corporate sustainable development (ORPCSD) has garnered significant interest and appeal among consumers. However, no scale has been developed to measure consumer perceptions of ORPCSD. Therefore, this study aimed to delineate the conceptual framework and dimensions underlying these perceptions and construct a reliable and valid measurement tool.

Design/methodology/approach

This study employed established qualitative and quantitative methods in two studies. In the first study, the dimensions and measurement items of consumer perceptions of ORPCSD were proposed using the grounded method. In the second study, the measurement scale was refined and validated using exploratory factor analysis, confirmatory factor analysis, and nomological validity examination.

Findings

The results indicated that consumer perception of ORPCSD consisted of three dimensions: economic, social, and environmental sustainability. The measurement scale for these dimensions comprised 25 items, demonstrating excellent psychometric properties.

Originality/value

This study contributes original insights by enhancing the current understanding of consumer perceptions of ORPCSD. Additionally, it provides researchers and managers with psychometric metrics to gauge these perceptions and offers actionable strategies for sustainable marketing initiatives.

Abstract

Purpose

The purpose of this study is to examine the impact of political relations on trade in strategic emerging industries (SEIs) in the Belt and Road initiative (BRI) associated countries. This investigation encompasses not only from the perspective of bilateral political relations but also the political intervention of third parties.

Design/methodology/approach

The study employs the temporal exponential random graphmodel to analyze the dynamic structure and influencing factor of SEIs trade network among 150 BRI-associated countries from 2015 to 2020.

Findings

The results indicate that the trade of SEIs in the BRI-associated countries exhibits a pattern of concentrated exporters and decentralized importers. Amicable bilateral political relations foster trade cooperations in SEIs, while political pressure from the United States has the opposite effect. Furthermore, compared with the influence of third parties, the BRI has created a more robust trade environment characterized by political mutual trust.

Practical implications

BRI-associated countries should strengthen their political communication, and endeavor to transform political consensus and shared vision into concrete collaborative projects, while mitigating geopolitical uncertainties through a sound risk evaluation system. Moreover, they should establish a more transparent and consistent consultation mechanism and leverage the BRI trade network to foster balanced and mutually beneficial partnerships that minimize rivalry and dependence on a single market.

Originality/value

This study goes beyond observed trade cost and incorporates the political factor into the determinants of the BRI trade, thereby expanding the theoretical boundaries of existing BRI research. Also, this study employs bilateral trade data to construct SEIs trade networks (SEITNs) along the BRI route. It provides a comprehensive understanding of the dynamic determinates of the SEITNs will provide valuable practical guidance for enhancing and expanding trade and cooperation among BRI-associated countries.

Abstract

Purpose

The purpose of this study is to analyze the dynamic changes of the arms trade network not only from the network structure but also the influence mechanism from the aspects of the economy, politics, security, strategy and transaction costs.

Design/methodology/approach

The study employs the Temporal Exponential Random Graph Model and the Separable Temporal Exponential Random Graph Model to analyze the endogenous network structure effect, the attribute effect and the exogenous network effect of 47 major arms trading countries from 2015 to 2020.

Findings

The results show that the international arms trade market is unevenly distributed, and there are great differences in military technology. There is a fixed hierarchical structure in the arms trade, but the rise of emerging countries is expected to break this situation. In international arms trade relations, economic forces dominate, followed by political, security and strategic factors.

Practical implications

Economic and political factors play an important role in the arms trade. Therefore, countries should strive to improve their economic strength and military technology. Also, countries should increase political mutual trust and gain a foothold in the industrial chain of arms production to enhance their military power.

Originality/value

The contribution of this paper is to analyze the special trade area of arms trade from a dynamic network perspective by incorporating economic, political, security, strategic and transaction cost factors together into the TERGM and STERGM models.

Abstract

Purpose

This paper aims to explore the impact of green finance on the heterogeneity of enterprise green technology innovation and the underlying mechanism between them.

Design/methodology/approach

Using the data of China's A-share listed enterprises from 2008 to 2020 and the fixed effect model, the authors empirically explore the relationship and mechanism between green finance and green technology innovation by constructing the green finance index while considering both the quality and quantity of innovation.

Findings

The study suggests that green finance is positively related to the quality and quantity of enterprise green technology innovation, while green finance is more effective in stimulating the quality of green technology innovation than quantity. In addition, alleviating financial mismatch and improving the quality of environmental information disclosure are core mechanisms during the process of green finance facilitating green technology innovation. Furthermore, green finance exerts a more positive effect on the quality and quantity of green technology innovation with large-size enterprises, heavily polluting industries and enterprises in the eastern region.

Originality/value

This paper enriches the literature on green finance and green technology innovation and provides practical significance for green finance implementation.

Abstract

Purpose

Drawing on the tenets of institutional theory, the purpose of this study is to examine the impact of Confucianism on technology for social good, while also considering the moderating influence of extrinsic informal institutions (foreign culture) and intrinsic formal institutions (property rights).

Design/methodology/approach

This study constructs a comprehensive database comprising 9,759 firm-year observations in China by using a sample of Chinese A-share listed firms from 2016 to 2020. Subsequently, the hypotheses are examined and confirmed, with the validity of the results being upheld even after conducting endogenous and robustness tests.

Findings

The findings of this study offer robust and consistent evidence supporting the notion that Confucianism positively affects technology for social good through both incentive effect and normative effect. Moreover, this positive influence is particularly prominent in organizations with limited exposure to foreign culture and in nonstate-owned enterprises.

Originality/value

The findings contribute to the literature by fostering a deep understanding of technology for social good and Confucianism research, and further provide a nuanced picture of the role of foreign culture and property rights in the process of technology for social good in China.

Purpose

In the last few years, environmental issues have become a matter of survival. In this sense, e-waste management is among the major problems since it may be a way of mitigating mineral depletion. In this context, the literature lacks e-waste supply chain studies that systematically map supply chain challenges and risks concerning material recovery.

Design/methodology/approach

Given this context, the authors' paper conducted a systematic literature review (SLR) to build a framework to identify the constructs of e-waste supply chain risk management.

Findings

The paper revealed the theoretical relationship between important variables to achieve e-waste supply chain risk management via a circular economy (CE) framework. These variables include reverse logistics (RL), closed-loop supply chains (CLSC), supply chain risk management, supply chain resilience and smart cities.

Originality/value

The literature contributions of this paper are as follows: (1) a complete list of the risks of the e-waste supply chains, (2) the techniques being used to identify, assess and mitigate e-waste supply chain risks and (3) the constructs that form the theoretical framework of e-waste supply chain risk management. In addition, the authors' results address important literature gaps identified by researchers and serve as a guide to implementation.

Abstract

Purpose

Social media have been playing a critical role in seeking and sharing health related information and consequently shaping individuals’ health behaviors. This study investigates how information seeking about Covid-19 vaccine on social media is related to vaccine receiving intentions. The study furthers explores the association of trust in social media and uncertainty about Covid-19 with information seeking and the moderating role of prior social media experience on this association.

Design/methodology/approach

We developed a questionnaire and collected data from 525 educated social media users through “Google Forms.” Further, we applied ordinary least squares (OLS) regress to test the study hypothesis.

Findings

We noted that trust in social media and uncertainty about Covid-19 vaccine positively influenced information seeking which further positively affected vaccine receiving intentions. However, the moderating effect of prior social media experience was not only noted as weak but also found negatively affecting the associations of trust in social media and uncertainty about Covid-19 vaccine with information seeking.

Research limitations/implications

The findings provide insights into understanding of public perceptions regarding Covid-19 vaccine in the cultural contexts of a developing country. Further, it informs about the public patterns of seeking information related to health issues on social media, an understanding which may likely benefit policymakers, health care providers and researchers to understand the antecedents and behavioral outcomes of seeking information through social media during health crisis. The study also elucidates the leveraging power of social media to motivate the public to accept the Covid-19 vaccines.

Originality/value

The study uniquely combines the antecedents and behavioral outcomes of information seeking through social media in the particular context of Covid-19. It further extends the literature by introducing the conditional role of prior social media experience.

Abstract

Purpose

Firepower conflicts usually decay the firepower plan's enforceability, thus incurring high survival risks. Previous studies have shown little attention to avoiding firepower conflicts during the weapon target assignment process. This research proposes a new constrained optimization model named Firepower Conflict Free WTA (FCFWTA) and designs a Survival Evolution (SE) strategy for Artificial Fish Swarm Algorithm (AFSA) to solve the complex constrained WTA problem. In this way, commanders can get more reliable firepower assignment decision support.

Design/methodology/approach

A new constrained optimization model named Firepower Conflict Free WTA (FCFWTA) is constructed. FCFWTA unifies firepower decision variables for different kinds of weapons and takes the firing time point as a clue for firepower conflict checking. The objective function of FCFWTA is the weighted sum of the minimum threat value rest rate (RRTV), maximum hit efficiency (HE) and minimum latest interception time percentage (PLT). Since previous algorithms do not check and resolve intermediate results during optimization, an adapted strategy named Survival Evolution is designed. It enables making full use of the limited firepower without adjusting the coordination scenario in execution.

Findings

The proposed method offers significant advantages in two aspects. Firstly, it effectively enhances the optimization results of WTA in the absence of firepower conflicts. Evidence from Figure. 6 confirms that without the proposed method, there is a high likelihood of generating invalid outcomes. After implementing firepower conflict check and resolution, there is a substantial degradation in the objective function value. Secondly, the method excels at equitably distributing firepower among multiple targets while also enhancing the overall interception probability, irrespective of the varying complexities presented by different scenarios. This ability to maintain balance and efficiency is crucial for tackling defense-related issues.

Research limitations/implications

Specifically, SE is tailored for MWMT problem under time and space constraints. This approach diverges significantly from conventional MWMT research, which typically focuses solely on ammunition quantity or firing range. Consequently, the primary objective was to verify the efficacy of this method. Test results indicated that SE does not exhibit uniform performance across different algorithms; while it significantly enhances the efficacy with PSO and AFSA, its influence is considerably diminished when applied to GA. It might be attributed to the inherent randomness associated with crossover and mutation, which can increase the likelihood of firepower conflicts, coupled with SE's reorganization of the chromosome.

Originality/value

The work described was original research that has not been published previously, and not under consideration for publication elsewhere, in whole or in part.
