Abstract

Purpose

The purpose of this study is to test the hypotheses proposed by Konadu et al. (2023) for the first time and provide empirical insight on the subject. Corruption concerns affect all economies, but those attempting to avoid foreign grants are especially vulnerable. Stakeholders in these economies have pushed for more honest public sector (PS) workers and better oversight of public funds in an effort to build a more trustworthy and efficient government to improve PS performance. Just as the mechanisms through which employee integrity (EI) influences work performance (WP) have not been proven empirically, neither has the effect of EI on WP in African economies. Also, how purposeful leadership (PL) interacts with EI to boost WP is yet to be empirically examined in the integrity literature.

Design/methodology/approach

This paper surveyed and analysed the responses of 875 workers across the three most corrupt large PS organisations in Ghana using Smart PLS 4. Perceived organisational support and contract fulfilment functioned as control factors influencing job satisfaction (JS, a mediator). Psychological need satisfaction and perceived procedural justice serve as control factors for organisational identification (OI, an additional mediator). Education, tenure, job position, sex and age were used as control variables in WP. Product indicator and variance accounted for (VAF) methods were used to estimate the impacts of moderation and mediation, respectively. A 5% level of significance was determined.

Findings

As hypothesised, this study found that EI and WP had a significantly positive connection (ß = 0.119, p = 0.026), and both JS (VAF = 25.16%) and OI (VAF = 39.59%) partially mediated this connection. Moreover, PL positively moderated the EI–JS (ß = 0.155, p = 0.000) and EI–OI (ß = 0.095, p = 0.000) connections.

Research limitations/implications

This paper affords empirical insight on the EI–WP relationship, how this relationship is mediated and how the EI–JS and EI–OI relationships are amplified. In this context, it sheds light on new ways in which EI and WP in the PS are improved. In addition, this paper provides a roadmap for forthcoming academics to test the hypotheses in diverse PS contexts globally to triangulate the results.

Practical implications

Leadership in PS organisations must maintain a “values-grounded approach” to all parts of human resource (HR) practices, including hiring, performance reviews, leadership enhancement programmes, training and promotions, if they are to attract, develop and retain employees who stand for the sector’s ethics and beliefs.

Social implications

This research gives African nations proof that enhancing EI in the PS is important, and it lays out the many ways in which EI transforms into WP. It also draws attention to the challenges that purposeful leaders may help alleviate and the opportunities that they may present.

Originality/value

To the best of the authors’ knowledge, the hypotheses put forward in the conceptual research by Konadu et al. (2023) are tested empirically for the first time in this study. It also adds to the empirical literature that already exists on EI, JS, OI, WP and PL in the PS. This contributes to the disciplines of integrity, performance and leadership by enhancing theoretical frameworks and expanding upon existing knowledge.

Abstract

Purpose

The swift development of digital platforms and the intricate nature of socialization processes have greatly impacted how young people perceive the legitimacy of the police. This study investigates the influence of different media platforms and methods of socialization in emergencies on the attitudes and beliefs about law enforcement among young individuals. The aim of this review paper is to consolidate existing literature on the influence of various forms of media and social contacts shaping youth attitudes towards the legitimacy of the police, within distinct social and cultural contexts.

Design/methodology/approach

The literature was reviewed narratively, with a focus on major digital bibliographic databases for the purpose of selecting studies. This approach facilitated the examination of overarching concepts across several fields of study in order to develop a thorough comprehension of how media and socialization in emergencies influence young people’s perceptions of the legitimacy of the police. Three major themes were discovered, encompassing the connection of three different theories with the youth perceptions of police legitimacy, impacts from different media sources like news, entertainment and social media and the influence of important socialization agents like family, peers and community.

Findings

The review confirms that the media, regardless of whether it presents good or bad images, has a major impact on the views of youngsters towards the police. It influences their opinions of how trustworthy and legitimate the police are. Modeling and reinforcement, which are key components of social learning, play a crucial role in influencing the impact of media on young people. Community and family connections have significant influence, either strengthening or lessening the effects of media depictions. Although media has the ability to promote understanding and regard for law enforcement, it was also observed that there are challenges associated with the reinforcement of preconceptions and biases.

Practical implications

This research offers fundamental ideas for creating educational and community initiatives that improve positive media depictions of law enforcement and bolster community–police interactions. Additionally, it provides a framework for future studies on media approaches that could facilitate the development of a well-rounded understanding of the legitimacy of law enforcement among young people.

Originality/value

This literature review combines social learning and cognitive theories with empirical research on media to examine the complex and varied effects of media and socialization on how young people perceive the legitimacy of the police. It emphasizes the necessity for a sophisticated comprehension of these connections within the framework of current social dynamics and advancements in technology.

Abstract

Purpose

This paper explored the socioeconomic factors affecting green cities development. Extant literature have highlighted green cities as a major path towards sustainability in the construction industry but very little is known on the socioeconomic aspect of green cities and its bid in promoting sustainability in the construction industry; hence, the premise of this study which highlights the socioeconomic factors affecting green cities development in Ghana.

Design/methodology/approach

A comprehensive literature review was conducted to identify the socioeconomic factors affecting green cities. A quantitative research strategy was adopted to collect primary data from respondents who have the requisite understanding and knowledge in green cities using questionnaires. The data gathered was then analysed using descriptive statistics and exploratory factor analysis viz principal component analysis.

Findings

The socioeconomic factors affecting green city development comprised: Green support mechanisms (i.e. innovation and technology, green city planning (urban planning), stakeholder engagement, awareness, city planning (transportation) and environmental regulations); green inhibitors (i.e. population, culture, housing and policy implementation); green market and finance (i.e. digital finance, green market mechanism, green investment finance, risks and uncertainties, income levels of clients). It was evident that socioeconomic factors are significant to the development of green cities in Ghana and hence policy makers and various stakeholders should prioritize socioeconomic factors in the bid to achieve sustainability through green cities in the construction industry.

Originality/value

This paper presents a foremost and comprehensive study on the socioeconomic factors affecting green cities in Ghana. The study results showed that even though the path to sustainability in green cities has pivoted mainly on environmental factors, socioeconomic factors are also significant to green city development, hence, policy makers and the construction industry should keenly consider the socioeconomic factors affecting green city development in the bid towards sustainability for cities.

Abstract

Purpose

Senior executives and leaders of public sector institutions (PSIs) are responsible for the development, preservation or restoration of employee integrity (EI). This conceptual paper aims to address the direct impact of EI on work performance (WP). It also explores the interceding effects of job satisfaction (JS) and employee organisational identification (OI) and the context-conditional impact of purposeful leadership (PL).

Design/methodology/approach

This research builds a research framework coupled with suppositions by integrating literature from both theoretical and empirical works in the fields of integrity management, human resource management, performance management and leadership using a systematic literature review approach. Firstly, the authors explicitly express the authors’ list of goals through replicable design. Secondly, the authors find all research papers that would satisfy the requirements for inclusion. Thirdly, the authors evaluate the truthfulness of the results from the incorporated research, and, finally, the authors offer a summary and synthesis of the features and outcomes of the incorporated research.

Findings

This study finds that EI will be favourably linked to WP, and this encouraging connection will be favourably interceded by JS and OI, both independently and together. Also, PL will favourably moderate the EI–JS connection as well as the EI–OI linkage.

Research limitations/implications

This study provides a novel framework for specialists and academics in four multidisciplinary fields for improving the EI and WP of employees using JS and OI as strategic devices. It also considers the conditional influence of PL, which has been underexploited in the academic sphere. Thus, this research sets the stage for forthcoming academics to investigate this research framework empirically in diverse PSIs worldwide.

Practical implications

To guarantee that PSIs draw, grow and preserve workers who symbolise the beliefs of the institution, their leadership must uphold a “values-grounded approach” to all facets of its human resource practises – comprising recruitment, performance appraisals, training, leadership development platforms and promotions.

Social implications

This study reveals the importance of improving integrity in PSIs and the diverse mechanisms through which EI translates into WP. It also highlights the possible benefits that purposeful leaders can offer as well as the problems that they can potentially help mitigate.

Originality/value

This research adds to the sparse literature on the construct of PL within PSIs’ settings and offers a new conceptual model for boosting employee WP through the facilitating roles of JS and OI, both separately and together.

Abstract

Purpose

For a public servant (PS) to be innovative, he or she needs to gather and process enough vital information from budget setting processes. However, research addressing how budgetary participation (BP) can trigger innovative behaviour (IB) in PSs and eventually foster task performance (TP) is rare, which is why the authors conduct this research. The purpose of this study is to understand how BP shapes TP through the IB of PSs.

Design/methodology/approach

The authors develop and test a mediation model with 860 responses from public sector workers across 25 government agencies using the PLS-SEM technique of Smart PLS 4. Possible control factors were addressed for both the mediator and target-independent construct. In particular, the authors use sex, age and tenure as control factors for IB. Also, the authors use job satisfaction, job engagement and perceived fairness in the budgetary system as control factors for TP.

Findings

The authors find a favourable and significant relationship between BP and TP; BP and IB; and IB and TP. The authors also find that IB partially mediates the relationship between BP and TP, such that BP fosters TP through the innovativeness of PSs. This finding suggests that PSs who participate in budget preparation are able to innovate, which, in turn enable them to perform tasks effectively.

Research limitations/implications

The authors call on forthcoming researchers to test the mediation model in other public sector settings worldwide. They may also consider other variables that can possibly mediate the positive impacts of BP on TP.

Practical implications

Lessons are discussed for governments, human resources directors and managers, management accountants, budget officers, procurement officers and other public sector workers and consultants.

Originality/value

The authors show how BP fosters TP through the innovativeness of PSs, since there is much more to know in this regard. The authors also help to resolve the paradox of inconsistency in the BP–TP literature by using IB as a mediator.

Abstract

Purpose

This study aims to examine the relationship between organizational justice and employee retaliation. By incorporating psychological contract violation (PCV) as a mediating variable, this study uncovers the underlying psychological pathways through which perceptions of unfairness lead to employees’ decisions to retaliate. Furthermore, this study examines individual power distance orientation as a moderating factor, offering insights into how cultural values influence individual perceptions of and reactions to perceived injustice.

Design/methodology/approach

Through a two-wave survey design, the authors screened for full-time employees through Qualtrics. The authors have used confirmatory factor analysis to examine the measurement model fit. In addition, the authors have performed regression-based path analysis using Mplus to test their hypotheses.

Findings

This study has found that PCV fully mediates the impact of organizational justice on employee retention. The results also revealed two distinct mechanisms through which power distance orientation affects individual reactions to perceived unfairness. Specifically, it was also found that cognitive and motivational effects occur simultaneously yet in the opposite direction, such that power distance orientation weakens the impact of procedural justice on PCV but exacerbates the relationship between PCV and retaliation directed at supervisors and coworkers.

Originality/value

The analysis of the mediating role of PCV enables the authors to tease apart the cognitive and motivational impacts of power distance orientation, shedding light on existing mixed empirical findings. In addition, this study advances the understanding of psychological contract development by illustrating the impact of cultural orientation, such that it not only aligns individuals’ expectations with prevailing cultural norms but also influences the significance attributed to these expectations. Lastly, the study contributes to cross-cultural research on organizational justice and retaliation by showing individual perceptions of and reactions to lack of justice depending on cultural orientations.

Abstract

Purpose

This study examines the impact of inter-organisational justice (i.e. distributive, procedural and interactional) in the buyer–supplier relationship on supply risk and, in turn, on a firm’s marketing and financial performance.

Design/methodology/approach

A structured survey was administered both online and in-person to Jordan-based manufacturing companies. The 137 responses received were analysed using partial least structural equation modelling.

Findings

The study found that while establishing both procedural and interactional justice in the relationship has a negative impact on supply risk, promoting distributive justice, surprisingly, has no impact. Moreover, supply risk was found to be detrimental to the firm’s marketing and financial performance.

Research limitations/implications

This study considers only the direct role of inter-organisational justice in reducing supply risk. Future research could enhance our understanding of this role by exploring the underlying mechanisms and conditions that could govern it.

Practical implications

Managers can alleviate supply risk by ensuring procedural and interactional justice in the relationship through involving suppliers in the decision-making processes, consistently adhering to established procedures and communicating transparent and ample information.

Social implications

Addressing supply risk can help in maintaining community resilience and economic stability.

Originality/value

The study highlights inter-organisational justice as a new approach to mitigating supply risk. Moreover, by examining how supply risk can affect a firm’s marketing performance, it also highlights a new implication of supply risk. Furthermore, by exclusively examining the impact of supply risk on a firm’s financial performance, the study provides a more nuanced interpretation of the effect of supply risk and how it can be reduced.

Abstract

Purpose

The study aims to investigate the influence of critical socio-cultural factors common in developing countries on the ethical behaviour of professional accountants and the extent to which their self-control strengthens or weakens the relationships.

Design/methodology/approach

This paper relied on the quantitative approach to collect data from 366 professional accountants and used the partial least squares structural equation modelling technique to test hypotheses in the study.

Findings

This paper established that susceptibility to positive peer influence, materialism and political trust influence the ethical behaviour of professional accountants. Also, self-control moderates the relationship between susceptibility to positive peer influence and ethical behaviour of professional accountants. However, self-control does not moderate the relationships between materialism and ethical behaviour as well as political trust and ethical behaviour of professional accountants.

Practical implications

The regulatory institutions should review the existing ethical codes and standards to clarify the guidelines on conflicts of interest, financial temptations, materialistic influence and other related matters. Further, training programs must integrate self-control lessons. These programs should focus on enhancing self-control skills, particularly in situations where peer influence and political mistrust are entrenched.

Originality/value

This paper demonstrates the novelty in how critical socio-cultural factors could be contingent on individual circumstances and personal idiosyncrasies in influencing ethical behaviour.

Abstract

Purpose

The study aims to examine the potential benefits of integrating nature-based solutions (NbS) in the housing sector.

Design/methodology/approach

The approach adopted was a systematic literature review aided by the Preferred Reporting Items for Systematic Reviews criteria and the VOSviewer software. Abductive reasoning was used to analyze the collected data, which was then subjected to content analysis through an iterative read-and-review procedure.

Findings

The study identified green walls, indoor greenery, porous pavement and landscaping, rainwater harvesting and water purification and green roofs as elements of buildings where NbS should be incorporated. Although nature-based research on integrated greenery facades and roof applications was noted, rainwater harvesting and water purification-oriented research remained dominant. These findings demonstrate the advantages of implementing NbS in the housing sector, including energy efficiency, environmental development, flood prevention and sustainable water management. Integrating NbS into housing designs can considerably contribute to the creation of more resilient, eco-friendly and comfortable living environments. However, the adoption of NbS faces hurdles, including a lack of awareness, limited policy support and economic constraints.

Practical implications

This study recommends that NbS be mainstreamed into housing development and knowledge exchange opportunities between sub-Saharan Africa and Europe, as well as other regions, to promote the adoption of NbS through research and collaborations. Also, it contributes to the discourse of sustainable affordable housing in the Global South while addressing United Nations Sustainable Development Goals 11, 12, 13 and 15. This study offers valuable guidance to stakeholders, thereby fostering the development of more sustainable and resilient housing practices and policies.

Originality/value

The study used VOSviewer software visualization to identify structural patterns and track prominent research frontiers, allowing for a more thorough yet concise mapping and capture of a scientific knowledge domain.

Abstract

Purpose

The study assesses the livelihood resilience strategies among street hawkers during COVID-19 lockdown in the Awutu Senya East Municipality in Ghana.

Design/methodology/approach

Using the explanatory case study approach, 12 participants (hawkers) were sampled with the aid of the purposive and convenience sampling techniques. An interview guide was used to collect data.

Findings

The study found that street hawking business, prior to the COVID-19 lockdown was a lucrative venture. The COVID-19 lockdown however had mental, psychological and economic effects on the street hawkers in ASEM causing stress, anxiety. loneliness, loss of business capital, and loss of jobs. Hawkers nevertheless demonstrated resilience in their psychological well-being by adopting strategies such as patronizing digital/social media platforms for funny content and entertainment. Hawkers also showed economic resilience through selling products on digital/social media platforms, relied on personal savings, received social support from family members and religious bodies. Government policies and interventions in the form of free water and electricity played a crucial role in building resilience of street hawkers during the COVID-19 lockdown.

Practical implications

The study shows that hawking is a vital avenue for entrepreneurial engagement reducing barriers to entry in formal trading, hence should be considered as key economic venture in the country’s economy. Again, the findings of the study deepen the understanding of stakeholders on the effects of COVID-19 on the psychological and economic life of street hawkers and offers insights into managing both psychosocial and financial stress during crises, emphasizing the potential benefits of resilient strategies for more effective crisis management. The study findings provide insights for government and policymakers on the experiences and coping mechanisms of the vulnerable groups and communities, particularly hawkers during the pandemic.

Originality/value

The study qualitatively assesses the psychological and economic effects of the COVID-19 lockdown and the livelihood resilience strategies employed by street hawkers during the COVID-19 lockdown in ASEM, Ghana.
