Abstract

Purpose

The study aims to help epidemiologists identify new patterns and trends in spreading infections on the example of the current coronavirus disease 2019 (COVID-19) pandemic using data from search engines. The study identified the types of thematic search of Russian Internet users and queries that have a mathematically confirmed correlation with public health indicators: mortality and morbidity from COVID-19. Design/methodology/approach

The authors explored two types of data: (1) the monthly datasets of keywords relevant to COVID-19 extracted from the Yandex search engine and (2) officially published statistics data. Alongside, the authors searched for associations between all variables in this dataset. The Benjamin–Hochberg correction for multiple hypothesis testing was applied to the obtained results to improve the reliability of the results. The authors built a unique website with opportunities to update datasets and designed dashboards to visualize the research outcomes using PHP and Python.

Findings

The research results show the number of significant relationships that the authors interpreted in epidemiology as a new instrument in Public Health research. There are 132 data combinations with a correlation higher than 75%, making it possible to determine a mathematically reliable relationship between search statistics trends and mortality/morbidity indicators. The most statistically significant effects identified in bundles “query” – “query”, “query” – “morbidity”, “query” – “mortality”.

Originality/value

The authors developed a new approach in analyzing outbreaks of infections and their consequences based on a comprehensive analysis of epidemiological and infodemic data. The research results are relevant to public health as other decision-making and situational analysis tools for citizens and specialists who want to receive additional confirmation for the indicators of the official statistics of the headquarters for control and monitoring of the situation with coronavirus and others infections.

Abstract

Purpose

This study aims to investigate the working way of the e-Pulse portal in Türkiye as a sample of a next-generation digital tool for health data management. Accordingly, this study focuses on explaining the structure and key services of the e-Pulse portal in the context of health data management.

Design/methodology/approach

This study is a technical paper that will explain how the e-Pulse portal works in Türkiye. Accordingly, the data are based on secondary sources and mostly the official website of the e-Pulse portal. As a sample case, this study investigates the e-Pulse portal from Türkiye. The data are categorized by tables, and some key factors are classified based on review results.

Findings

As a result of the review of the e-Pulse portal's sample account, it is seen that the e-Pulse portal provides comprehensive data for personal health data for both individuals and healthcare professionals. By permitting healthcare professionals, users or patients can share their personal health data on specific dates and numbers whenever they need and want. When sharing recorded personal health data, citizens or patients can get more efficient healthcare service on the time.

Research limitations/implications

By giving descriptive evidence and review through the e-Pulse portal, countries with high-populated can see the key e-services and elements to manage health data through digital tools. On the other side, this study has some limitations. This study investigated the e-Pulse portal and its e-services for Türkiye and gave some findings mostly based on subjective deduction. Another digital portal can give different findings for the literature.

Practical implications

Based on the e-Pulse portal case, it is determined that by creating a digital portal with recorded personal up-to-date health data, healthcare services can be ensured more efficiently among high-populated countries in the long term. While population growth and pandemic possibilities such as COVID-19 increase throughout the world, serving more patients with these portals will increase efficiency and service quality, provided that patient information is well protected.

Originality/value

This study reveals key e-services and segments to provide personal health data management by a next-generation digital tool based on the e-Pulse portal. The main contribution of this study is expected to guide other countries when adapting next-generation technology or systems to manage health data in the future.

Abstract

Purpose

The importance of champion leaders including tech-savvy leaders to digital government has been highlighted in the literature. Meanwhile, what was in the authors’ interest to explore was the role of business-savvy leaders or non-governmental digital champions as units of analysis, those who mobilized people's interest in digitalization and bypassed governmental barriers through this popular mobilization. They could be considered policy entrepreneurs for understanding policy change in the digitalization of the health sector. This study sought to shed light on the barriers and drivers of digital health in Iran.

Design/methodology/approach

The researchers conducted interviews with actors of digital health businesses in Iran, including the Health Information Technology Center affiliated to the Ministry of Health and Medical Education (MOHME) administrative body and authorities, private companies active in digital health and health service providers. The purposive sampling method was applied, and 15 experts with relevant and valuable experiences as well as maximum variation to obtain representativeness and rich data were interviewed. Trustworthiness criteria were also used to assure the quality of the results. The data were analyzed based on directed content analysis using the MAXQDA10 software.

Findings

It was found out how popular diffusion was effective to overcome barriers to health digitalization. Access to the internet and diffusion of information technology helped the net-enabled businesses to connect directly to people and provide services to them. Diffusion of these services forced the public sector to adjust itself, and thus MOHME banned digital consultation services because of the so-called “insecure and unknown physicians”, following the increased popularity of digital services diffusion, but they were not able to resist popular diffusion of new technology. Hence, it was allowed to work. The main barriers to telemedicine spreading in Iran have been divided into five main categories including government incapacity for digital health governance, conflict of interest, professional obligations for information transparency, protection of patients' rights and data security and privacy.

Originality/value

As a game changer in digital health governance in Iran, popular diffusion will determine the future of digital health. To the best of the authors’ knowledge, this study is among the first ones to explore digital health governance in relation to the private digital health business in Iran with a public policy approach.

Abstract

Purpose

This paper introduces a new set of equity and rights-based principles for health data governance (HDG) and makes the case for their adoption into global, regional and national policy and practice.

Design/methodology/approach

This paper discusses the need for a unified approach to HDG that maximises the value of data for whole populations. It describes the unique process employed to develop a set of HDG principles. The paper highlights lessons learned from the principle development process and proposes steps to incorporate them into data governance policies and practice.

Findings

More than 200 individuals from 130 organisations contributed to the development of the HDG principles, which are clustered around three interconnected objectives of protecting people, promoting health value and prioritising equity. The principles build on existing norms and guidelines by bringing a human rights and equity lens to HDG.

Practical implications

The principles offer a strong vision for HDG that reaps the public good benefits of health data whilst safeguarding individual rights. They can be used by governments and other actors as a guide for the equitable collection and use of health data. The inclusive model used to develop the principles can be replicated to strengthen future data governance approaches.

Originality/value

The article describes the first bottom-up effort to develop a set of principles for HDG.
