Abstract
Purpose
The purpose of this paper is to explore the concept of group identity formation amongst school business managers in the English school system.
Design/methodology/approach
Data were generated via a research project that employed semi-structured interviews with school business managers as a means of exploring their experiences as a relatively nascent group, carving out their own territory within a school system traditionally led and managed by trained educationalists.
Findings
The findings provide insight into the enabling and inhibiting factors encountered by school business managers in establishing and negotiating a distinguishable group identity within the wider school workforce including their variable career trajectories and motives, the suitability of their qualifications and the diverse composition of their roles.
Originality/value
The paper throws light on the identity formation of a cohort of the school workforce in England who are not directly involved in educational leadership or classroom practice but nevertheless play a crucial role in the ecosystem of the school. While the research reported is situated within England, the issues raised can be applied to education systems in other contexts given the universal importance of financial and organizational management in schools.

Abstract
The emergence of networks within education has been driven by a number of factors, including: the complex nature of the issues facing education, which are typically too great for single schools to tackle by themselves; changes to educational governance structures, which involve the hollowing out of the middle tier and the introduction of new approaches with an individualized focus; in addition is the increased emphasis on education systems that are “self-improving and school-led”. Within this context, the realization of teacher and school improvement actively emerges from establishing cultures of enquiry and learning, both within and across schools. Since not every teacher in a school can collaboratively learn with every other teacher in a network, the most efficient formation of networks will comprise small numbers of teachers learning on behalf of others.
Within this context, Professional Learning Networks (PLNs) are defined as any group who engage in collaborative learning with others outside of their everyday community of practice; with the ultimate aim of PLN activity being to improve outcomes for children. Research suggests that the use of PLNs can be effective in supporting school improvement. In addition, PLNs are an effective way to enable schools to collaborate to improve educational provision in disadvantaged areas. Nonetheless harnessing the benefits of PLNs is not without challenge. In response, this paper explores the notion of PLNs in detail; it also sheds light on the key factors and conditions that need to be present if PLNs are to lead to sustained improvements in teaching and learning. In particular, the paper explores the role of school leaders in creating meaningful two-way links between PLNs and their schools, in order to ensure that both teachers and students benefit from the collaborative learning activity that PLNs foster. The paper concludes by suggesting possible future research in this area.

PUBLISHERS of ‘Findex’, Business ratio reports, studies and surveys, Inter Company Comparisons Ltd, known as ‘ICC’, have now joined the producers of computer data‐bases. ‘ICC Database’ carries details of 60,000 companies with updating weekly. From print out which I have examined ICC have made useful added value factors to the basic information from the Companies Registration Office. It tabulates the financial figures for four consecutive years, lists a Standard Industrial Classification number for the company's product, gives directors, registered office address and trading address, company number, and a brief statement of the company's business. The database is already available on Dialog, and is expected to become available on Prestel shortly. Any ASC11 coded terminal may be used to access DIALOG, and the prices seem to be fairly reasonable for the speed of the service. ICC have organised a number of free demonstrations of the service in different parts of the country, and anyone wishing to attend the demonstration in Manchester on Thursday, July 26, should contact Diane Dalmon at ICC on telephone number 01–250 3922. Abstract
On 24th January this year the new and long‐promised legislation for public libraries in England and Wales made its bow in the shape of the Public Libraries and Museums Bill. Its first reading took place in the House of Commons on that day, and the unopposed second reading was on 5th February. As we write, future timing is uncertain, and it may be that by the time our readers are perusing these pages that the Bill will hare been passed in all its stages. The 23 clauses of the Bill occupy only 12½ pages. Briefly, the Bill will place the development of the public library service under the superintendence of the Minister of Education, and will set up two advisory councils as well as regional councils for interlibrary co‐operation. Non‐county boroughs and urban districts of less than 40,000 population which are existing library authorities will have to apply to the Minister for approval to continue as such. Clause 7 states that every library authority has a duty to provide a comprehensive and efficient library service, while the succeeding clause provides that, apart from certain exceptions, no charges shall be made by public library authorities. The Bill places considerable powers upon the Minister. Like most Bills, there is much in it which is open to interpretation. Does, for instance, clause 8, subsection (1) mean that those library authorities which are at present charging for the issue of gramophone records will have to cease doing so? This would seem to be the case, and we hope it is the case. On the other hand, which precise facilities are meant in subsection (4) of the same clause? Librarians will be disappointed that there is no reference to the need for library authorities to appoint separate library committees, nor is there a duty placed upon them to appoint suitably qualified persons as chief librarians. The Minister is given the power of inspection, and few library authorities or librarians will fear this. On the other hand no state financial assistance to library authorities is mentioned. In the 1930s and 19405 many wanted state aid but feared the consequential inspection. Now we have got the inspection without the money! When the Bill appeared, The Library World asked several librarians for their brief first impressions and in the following symposium will be found the views of a city librarian, a county librarian, two London librarians, a Welsh librarian, the librarian of a smaller town, and a member of the younger generation whose professional future may well be shaped by this new legislation.

Purpose
This paper revisits old questions of the proper subject and bounds of economics: does economics study “provisioning”? or markets? or a method of reasoning, self‐interested rational optimization?
Design/methodology/approach
A variety of scholars and others in many fields make use of a taxonomy of society consisting of three “spheres”: markets, governments, and communities. It is argued here that this tripartite taxonomy of society is fundamental and exhaustive. A variety of ways of understanding this taxonomy are explored, especially Fiske's (1991, 2004) “Relational models theory.” Then – after communities and their products, social goods, are defined more thoroughly – a visual model of interactions among the three spheres is presented.
Findings
The model is first used briefly to understand the historical development of markets. The model is then applied to understanding how economic thinking and market ideology, including the notion of social capital, can be destructive of communities and their production of social goods (and their production of social capital as well).
Research limitations/implications
It is not possible to measure these effects monetarily, so calculating precisely “how this affects results” in a standard economic model is impossible.
Practical implications
Nevertheless we could better prepare students for real‐world analysis, and better serve our clients, including the public, if – whenever relevant, such as in textbook introductions and in benefit/cost analyses – we made them aware of the limitations of economic analysis with respect to communities and social goods.
Originality/value
The three‐spheres model offered here, based on Fiske's “Relational models theory,” facilitates this awareness.

Abstract
Continuing education for library and information management Ealing College of Higher Education is using a grant from BLR&DD to examine two main areas: para‐professional education and the coordination of external course provision. The present project, which runs from October 1985 to March 1986, is building on past work at Ealing. Ealing has developed a substantial database of short courses in librarianship and information science with details of cost, duration, location and subject. The work on para‐professional education will assess staff needs and will note experience in other countries, including the United States. The study of coordination will involve surveying course providers to see how they decide what courses to arrange, and how to price and market them. THE Reference Department of Paisley Central Library today occupies the room which was the original Public Library built in 1870 and opened to the public in April 1871. Since that date two extensions to the building have taken place. The first, in 1882, provided a separate room for both Reference and Lending libraries; the second, opened in 1938, provided a new Children's Department. Together with the original cost of the building, these extensions were entirely financed by Sir Peter Coats, James Coats of Auchendrane and Daniel Coats respectively. The people of Paisley indeed owe much to this one family, whose generosity was great. They not only provided the capital required but continued to donate many useful and often extremely valuable works of reference over the many years that followed. In 1975 Paisley Library was incorporated in the new Renfrew District library service.

FOR some time we have given news about Scottish industry at length because, as one of the major areas of underemployment in Great Britain, it deserves special consideration by industrialists embarking on new projects. We have therefore special sympathy with the considerable apprehension which exists there at present because of threatened rail closures. Although the present closures do not seem very serious in themselves the prevailing uncertainty can have adverse effects on the attraction of new industry to Scotland. Those who are in a position to assess the situation are definitely of the opinion that the second and later stages could be very serious indeed.
