Abstract
This article follows on an investigation conducted by the Unit for Library and Information Research of the Human Sciences Research Council in 1981 for the Department of National Education. The article is limited to a consideration of the aim and functions of national library services. Matters such as the organisation and management of these services, the pros and cons of centralisation and decentralisation in particular circumstances, bringing services into line with modern demands, problem areas in existing services, the raison d'être of national library and information advisory councils alongside the management councils of national library services, legislation of these services, etc. have been excluded from the discussion.

Abstract
Purpose
Although a substantial body of research has examined the effects of job characteristics on job attitudes, there is a paucity of work on individual difference moderators of these relationships. Based in selective optimization with compensation theory and socio-emotional selectivity theory, the purpose of this paper is to show that age moderated the relationship between task variety and two key job attitudes, job satisfaction and engagement.
Design/methodology/approach
Data were collected through self-report questionnaires (n=152), using a time-lagged design with two waves (two to three weeks between T 1 and T 2).
Findings
The authors found that task variety had a stronger relationship with job satisfaction and work engagement for younger workers compared to older workers.
Research limitations/implications
Although there was good age variance in the sample, it had fewer late-career workers and more workers who are in their early and mid-career.
Practical implications
To have workers of all ages satisfied and engaged at work, we need to understand which work characteristics are the best for them. For example, it may be a competitive gain for organizations to challenge younger workers with different tasks, and to challenge older workers in ways that utilize their experience.
Social implications
The study addresses a societal issue related to profound demographic changes in the age composition of the workforce, gaining a better knowledge of differences between workers of different ages to promote effective interventions and policies.
Originality/value
This is the first study to show that task variety differentially affects worker satisfaction and engagement depending on the age of the worker.

Abstract
Purpose
This paper is an autoethnographic account of field dilemmas encountered while undertaking research in a construction organization. The purpose of this paper is to provide a reflexive account for those who undertake organizational field studies and focusses on the issue of field relationships and data collection.
Design/methodology/approach
Vignettes are used providing vivid accounts of field interactions between author, informants and research team members, followed by a reflection on the consequences of these. Field notes and reflective journaling were used in the construction of the vignettes.
Findings
Data collection in organizations where informants have limited time for researchers involves building relationships that need much attention, compromise and addressing of dilemmas which arise. This autoethnography highlights this and reflects on lessons learnt of how to manage dilemmas in field relationships that require attention when they hinder data collection and prove detrimental to the research project’s progress.
Practical implications
This study informs those undertaking research in commercial organizations about the importance of managing relationships and solving potential field dilemmas.
Originality/value
This autoethnography adds to the discussion about how researchers negotiate complex relationships and the dilemmas that constrain data collection. The value of being reflective of dilemmas lies in understanding that challenging organizational field studies involves careful tending to informants’ and research stakeholders’ needs whilst remaining focused on one’s own research goals.

Abstract
Purpose
The purpose of this paper is to contribute to the field’s understanding of how to raise individual innovation. Specifically, the authors aim to contribute to an understanding of the interplay of job characteristics and intrinsic motivation for individual innovation.
Design/methodology/approach
The study uses time-lagged survey data of a public service organization in Belgium. The analyses are based on more than 80 jobs and more than 1,000 employees. Hierarchical linear modeling was adopted to test cross-level hypotheses.
Findings
Innovation requirements influence individual innovation efforts by psychologically empowering employees, but the extent to which psychological empowerment translates into individual innovation depends on job complexity.
Originality/value
A more nuanced understanding is developed of when innovation requirements empower individual innovation, by acknowledging the role of job complexity in this relationship. The current findings contribute to a multilevel integrative understanding of the interplay of the job context and intrinsic motivation.

Abstract
Purpose
The purpose of this paper is to reflect on pedagogical strategies which support the teaching of critical analysis of visual and multimodal texts in a tertiary-level course for Arts students.
Design/methodology/approach
The paper describes strategies which focus on developing students’ abilities to express interpretive critique, as opposed to mere description. These strategies give students strong scaffolding towards success in their interpretive writing. The course in question is a tertiary-level Arts course which teaches Kress and van Leeuwen’s (2006) approach to “reading images” in relation to contemporary media texts. The basic structure of the course is described, along with the macro steps which underpin the pedagogy. Examples of highly successful and less successful student writing are compared to reveal the key components of effective interpretive answers.
Findings
In addition to the normal expectations regarding essay structure and style, and in addition to mastery of the technicality of the course, successful and less successful student writing depends on their mastery of a specific set of moves within the essay. These moves integrate textual observations with clear explanations and a strong relation to interpretation.
Practical implications
While the course and strategies discussed are for tertiary-level students, the strategies described are adaptable to primary and secondary levels also. Multimodal texts are an integral part of the English curriculum, and all teachers need to explore strategies for enabling their students’ critical engagement with such texts.
Originality/value
Visual and multimodal texts are an exciting and also challenging part of English curricula, and new analytical frameworks and pedagogical strategies are needed to tackle these texts. In particular, the gap between simply describing visual resources (applying the tools) and critical analysis (using the tools) is vast, and specific pedagogical strategies are needed to help students develop the necessary interpretive language.

Abstract
Purpose
This study aims to correct errors in, and comment on the claims made in the comment papers of Rigdon (2022) and Henseler and Schuberth (2022), and to tidy up any substantive oversights made in Cadogan and Lee (2022).
Design/methodology/approach
The study discusses and clarifies the gap between Rigdon’s notion of scientific realism and the metaphysical, semantic and epistemological commitments that are broadly agreed to be key principles of scientific realism. The study also examines the ontological status of the variables that Henseler and Schuberth claim are emergent using emergence logic grounded in the notion that variables are only truly emergent if they demonstrate a failure of generative atomism.
Findings
In scientific realism, hypothetical causal contact between the unobserved and the observed is a key foundational stance, and as such, Rigdon’s concept proxy framework (CPF) is inherently anti-realist in nature. Furthermore, Henseler and Schuberth’s suggestion that composite-creating statistical packages [such as partial least squares (PLS)] can model emergent variables should be treated with skepticism by realists.
Research limitations/implications
Claims made by Rigdon regarding the realism of CPF are unfounded, and claims by Henseler and Schuberth regarding the universal suitability of partial least squares (PLS) as a tool for use by researchers of all ontological stripes (see their Table 5) do not appear to be well-grounded.
Practical implications
Those aspiring to do science according to the precepts of scientific realism need to be careful in assessing claims in the literature. For instance, despite Rigdon’s assertion that CPF is a realist framework, we show that it is not. Consequently, some of Rigdon’s core criticisms of the common factor logic make no sense for the realist. Likewise, if the variables resulting from composite creating statistical packages (like PLS) are not really emergent (contrary to Henseler and Schuberth) and so are not real, their utility as tools for scientific realist inquiry are called into question.
Originality/value
This study assesses PLS using the Eleatic Principle and examines H&S’s version of emergent variables from an ontological perspective.

Abstract
Purpose
The purpose of this study is to present an in-depth examination of stakeholder engagement processes in non-governmental organisations (NGOs) from the perspective of NGO managers to enhance accountability and the effectiveness with which aid services are delivered. Specifically, demand-side (downward) accountability and the implications of an accountability system that is predominantly supply-side (upward) focused are explored.
Design/methodology/approach
This study draws on evidence gathered from 25 in-depth interviews with representatives of leading NGOs in Nigeria to explore and uncover the nature of stakeholder engagement and accountability processes in their respective organisations. This study shows prospects for entrenching organisational reform that balances power and influence that benefits the less economically powerful demand side of the stakeholders. A relevant aspect of stakeholder theory was used to frame the analysis.
Findings
The study reveals an overlay of a blanket engagement system and a seeming reluctance of NGOs to disclose critical information to the demand-side stakeholders (DSS), and suggests ways to meet sustainability demands and address the militating concerns. A perceived lack of understanding and prospects or outcomes of demand-side accountability are central to this; however, engagement outcomes that account for impact rather than output are explored and reported. The findings suggest that proper accountability involves adequate stakeholder engagement which is a prerequisite and paramount for sustainability.
Research limitations/implications
This study primarily delineates NGO managers’ views on NGO engagement and accountability dynamics. Future research may explore the perspectives of downward stakeholders themselves. The study highlights the concern for NGOs to maintain a defined stakeholder engagement process that resists external forces that may impact on their operations and derail their mission, resulting in duplication of services.
Practical implications
The study shows the implications of donors’ influence on accountability practices which can be improved by re-structuring supply-side stakeholders to significantly include DSS accountability requirements in the key performance indicators of NGOs in developing countries. The authors present a nuanced perspective to aid delivery and access that ensures improved services and more effective, impactful and sustainable aid which is of practical relevance to NGOs and their accountability mechanism.
Originality/value
This study deepens the understanding of the dynamics of stakeholder engagement and accountability processes and shows that the most effective way to deploy aid funds to meet sustainability goals is to draw on the experiences and local knowledge of the DSS. This would require an effective and results-driven dialogue among all the stakeholders involved. The proposed engagement and management framework contribute to theory and practice by fostering multi-stakeholder cooperation, DSS accountability and the advancement of sustainable development

Purpose
The purpose of this paper is to demonstrate the need for and propose a more aligned and integrated standard for performance evaluation to enhance effective strategic control.
Design/methodology/approach
The paper reviews the various issues creating discontent with the performance appraisal systems within many organizations and demonstrates how these problems inhibit successful strategic control. It attempts to cogently incorporate the performance appraisal characteristics needed for the exercise to function as a critical organizational control metric and a useful feedback mechanism for strategic management of the firm.
Findings
The paper finds that, whereas performance evaluation has received reasonably robust examination in the human resources literature, explicit guidance toward the integration with strategic control is inadequate. Without consistent alignment between these functions, however, performance appraisal becomes an exercise in futility instead of a vital control measurement, often resulting in not only personnel dissatisfaction, but also, more importantly, an impediment to systematic strategy implementation.
Research limitations/implications
The paper offers a viewpoint based upon the authors' experiences and a review of the literature. It aims to stimulate a broader understanding and discussion of the crucial link between performance evaluation and strategic control.
Practical implications
Although it is possible to theoretically separate the human resource function of performance appraisal from broader strategic management processes, such an approach is not realistic for organizational leaders charged with strategy execution. These leaders would benefit from a framework for ensuring this important HR function also meets the requirements for operative strategic control.
Original/value
While many in the literature have focused on how to conduct legal and efficient performance evaluations, guidance on crafting such appraisals as control metrics is insufficient. The paper endeavors to provide this direction.

Abstract
The relationships between buyers and suppliers have received considerable attention in recent years. Traditionally, buyer‐supplier relationships were considered as adversarial, arm’s‐length transactions. However, this relationship is moving towards a more collaborative approach. This change is subjected to the belief that suppliers are essential sources to gain competitive advantage in world markets in terms of their expertise, knowledge and their ability to share risks. The paper presents the initial findings from the responses of large companies in Hong Kong about their supplier criteria requirement. The results are also compared with a similar study conducted in the United Kingdom to obtain a clearer picture concerning Eastern and Western approaches to strategic purchasing. Some of the key reasons for the differences between purchasing practices in European and Asian companies are outlined. Such information is potentially useful since it can be used as a reference guideline for suppliers when initiating collaborative relationships with customers, who may come from different cultural backgrounds.
