Abstract
Purpose
This study aims to reflect upon the first wave of training of Education Mental Health Practitioners (EMHPs), a new National Health Service role to provide support for Children and Young People (CYP) with low and moderate mental health needs in education settings in England. The study specifically focusses on the training for EMHPs in relation to their support for CYP who identify themselves as Black, Asian or Minority Ethnic (BAME), refugees or from the traveller community.
Design/methodology/approach
A brief review of the policy and literature on the role and remit of EMHPs was undertaken, including an exploration of the current status of BAME, refugee and traveller community CYP in schools in England. The review was then related to the specific experience of the author within the context of teaching EMHP trainees in a higher educational setting and evaluated as developing outcomes in low-intensity school-based practice.
Findings
There are benefits for trainee EMHPs to have an understanding of the minority groups of CYP attending schools in the area their Mental Health Support Team (MHST) covers. There are benefits for the MHST to form relationships with minority groups at an early stage in the MHST formation. Adapting the EMHP curriculum at a local level to include specific training on the needs of minority groups supports the development of relationships between schools and the communities they engage with locally. Ongoing training should be provided by services focussing on the specific needs of minority groups in their MHST area.
Originality/value
Involving minority groups in education in the formation of MHST and the training of EMHPs may improve outcomes in developing therapeutic relationships with CYP. Developing engagement practices in MHSTs with higher education providers, begins the process early in the experience of EMHP trainees, providing a safe environment in which to develop engagement skills.

Since our last observations on this topic, several articles have appeared in different newspapers commenting upon our arguments and proposals. Several writers seem to hold unnecessarily strong views, and are assiduous in bringing forward the old argument that local option in the matter of rating will defeat the movement in favour of the adoption of the Acts by the ratepayers in many districts, but especially in London. It is well known to every student of the public library movement, that nothing has retarded its progress so much as the compulsory public plébiscite of citizens. Whether this was accomplished by means of public meetings or voting papers, the result was invariably the same, only a very small proportion of voters took the trouble to vote. We cannot see, therefore, that any particular consideration is due to their views on the subject, and especially in London, with such lamentable examples of utter lack of public spirit as have been presented, time after time, by places like Paddington, Marylebone, Islington, and St. Pancras. The most of this argument as regards London, the sole remaining stronghold of the plebiscite where large and populous areas are concerned, is very much nullified by the fact that a Bill has been prepared by the Library Association, and will probably be introduced by Lord Windsor, in which the power of adopting the Acts is transferred to the Local Authority. We cannot regard seriously the argument that local option in rating will hinder further progress, since it is perfectly notorious to everyone that it is nothing but the Parliamentary limitation on the amount of the Library Rate which stifles every movement designed to strengthen, extend, and popularize our Public Libraries. In our next issue we hope to be able to print a tabular view of the progress of the Library movement, which will prove pretty conclusively the increased rate of growth since the power of adoption was given to the Local Authorities. Meanwhile we publish another contribution on the general question by a well‐known and capable librarian of much experience.

The brief announcement that the Government had accepted that there should be regulations on open date marking of food, to come into effect in 1975, will come as no surprise. It is a timely reminder of what public pressure can achieve these days; how sustained advocacy and publicity by interested sectors of society—magistrates, local authorities, public health workers, consumer groups—can secure legislative changes which, in this case, run counter to trade opinions and the recommendation originally made by the Food Standards Committee that such a proposal was not practical and the existing law was an adequate protection. This was stated in the FSC Report on Food Labelling of 1964, although there was no indication of the evidence reviewed or that the subject had been considered very deeply; it was, after all, only a small fraction of the problem of food labelling control. It was also stated in this Report that in certain cases, date‐stamping of food could give to purchasers a false sense of security, “not justified by the conditions under which the food has been kept since manufacture”.

As our correspondent on another page suggests, the economic crisis may have reactions upon libraries. The most obvious one he mentions is the increased difficulty we shall experience in obtaining American books. Not all libraries, public or private, make any special collection of books published in the United States, although there has been an increasing tendency to buy more as the relations of the two countries have grown closer through their common struggle; in fact, we know libraries which have spent many hundreds of pounds in the course of the past year or two on the select lists of books which have been made for us by American librarians. It is most unfortunate that the manipulation of dollar currency should have brought about a situation in which even the exchange of ideas between the countries becomes more difficult. One suggestion might be made and that is that our American colleagues should continue to sift the literature of this time of famine for us, so that further select lists may be available in better days.
