Abstract

Purpose

This paper aims to consider whether developing countries can create viable and sustainable tourism sectors.

Design/methodology/approach

To provide a focus and context to answer the question, the introduction to the subject reviews some of the earlier publication relating to tourism in the developing countries beginning from 1950 and notes how many of these publications foresaw the benefits of using tourism as a supportive activity for general development but also indicated many of the challenges and disadvantages the countries faced in so doing.

Findings

Looking to 2050, the paper makes two assumptions. First, the demand for international tourism will continue. Second, any future disruption of demand caused by wars, terrorism, epidemics or economic difficulties will be short-term and not as universally disruptive to international travel demand as was caused by Covid-19. The paper concludes that developing countries can create viable tourism sectors but that sustainability is unlikely in the absence of careful and sensitive management of the tourism sector.

Practical implications

Tourism development options must be evaluated within the potential and capacities of the individual country. There is no single development model. An important initiative is to help identify and develop local talent for the tourism sector, particularly related to planning, policy and implementation requirements. Government and the private sector should be encouraged to cooperate in development initiatives.

Originality/value

This paper provides an “insider view” of the realities of pursuing sustainable tourism development options and the related challenges and opportunities and emphasises the role of government in this process.

Objetivo

El objetivo de este artículo es estudiar si los países en desarrollo pueden crear sectores turísticos que sean viables y sostenibles.

Diseño/metodología

Con el fin de aportar un enfoque y contextualización para responder la cuestión, en la introducción al tema se examinan publicaciones previas sobre el turismo en los países en desarrollo a partir de 1950 y se apunta cómo gran parte de estas publicaciones preveían los beneficios de utilizar el turismo como actividad de apoyo para el desarrollo general, pero también indicaban retos y desventajas a los que se enfrentaban los países.

Resultados

De cara a 2050, el artículo parte de dos supuestos. En primer lugar, la demanda de turismo internacional continuará. En segundo lugar, cualquier futura interrupción de la demanda causada por guerras, terrorismo, epidemias o dificultades económicas será de corta duración y no afectará de forma tan generalizada a la demanda de viajes internacionales como lo hizo el Covid-19. El artículo concluye que los países en desarrollo pueden crear sectores turísticos viables, pero que la sostenibilidad es improbable si no se lleva a cabo una gestión cuidadosa y responsable del sector turístico.

Originalidad

Este artículo ofrece una «visión interna» de las distintas opciones de desarrollo del turismo sostenible, así como de los retos y oportunidades que conlleva, y hace hincapié en el papel gubernamental en este proceso.

Implicaciones prácticas

Las opciones de desarrollo turístico deben evaluarse dentro del potencial y las capacidades de cada país. No existe un único modelo de desarrollo. Una iniciativa importante es contribuir a identificar y desarrollar el talento local para el sector turístico, especialmente en lo referente a los requisitos de planificación, política y ejecución. Se debería instar al gobierno y al sector privado a cooperar en las iniciativas de desarrollo.

This paper provides a perspective from a senior academic who specialises in the field of tourism relating to the developing world.

Abstract

Purpose

This study aims to explore the impact of the belt and road initiative (BRI) on tourism development in China and to identify the factors contributing to the BRI’s effect on tourism development.

Design/methodology/approach

This study evaluates the impact of the BRI on tourism development using 2007–2017 panel data from 31 provinces and municipalities in China. The data are analyzed using the difference-in-differences method and the factors contributing to the BRI’s effect on tourism development are identified through an analysis of online reviews by users of a massive open online course offered on the FutureLearn platform.

Findings

The result suggests that the BRI has boosted total tourism revenue and total tourist arrivals in the BRI region comparing with other regions. Four factors contributing to the BRI’s impact on tourism development in China are identified: macro-environmental factors, transit factors, destination factors and tourism policy and promotional factors.

Originality/value

The BRI has had a significant impact on regional tourism development, yet very few empirical studies have systematically examined the impact of BRI on tourism development. Thus, this paper also addresses this research gap by evaluating the extent to which BRI impacts tourism development and contributes to the factors affecting tourism development.

Abstract

Examines the issue of growth within the small firm and considers the main influences that impinge on the evolution of the enterprise. An interpretative methodological technique, causal mapping, is examined, evaluated and used to analyse the decision‐making processes made by the owner‐manager of a small Irish‐owned electronics firm. This method allows the researcher to trace the positive and negative consequences of the decisions on the subsequent growth and development of the company. The role which business and marketing planning plays in such a process is a recurring theme which is given close scrutiny throughout this paper.

Abstract

It is widely understood that distinctive leadership programs must engage in assessment, and intentional program improvement practices. Design thinking can serve as one student-centered tool that engages students in the assessment process, while looping feedback into substantive programmatic changes. This paper explores the use of this innovative practice to enhance a co-curricular leadership program at a large university in the Southeastern United States. Practitioners found that design thinking was a useful supplemental assessment tool that led to positive programmatic changes that were focused on students’ needs.

ELSEWHERE in this number we list libraries which have Esent us copies of their annual reports which we are glad to have. Now and again we are able to elaborate on these, but in the present issue that has not been possible. We would say, however, that these reports are deserving of the attention of librarians generally, and of students at the library schools. They are records of work in progress, and they do suggest the development of library policy. The best of them are of textbook value.

Abstract

AT intervals the rules and regulations of libraries should be scrutinized. They are not in themselves sacrosanct as is the constitution of the Realm, but many exist which no longer have serviceable qualities. Nevertheless, so long as a rule remains in force it should be operative and its application be general and impartial amongst readers; otherwise, favouritism and other ills will be charged against the library that makes variations. This being so, it is imperative that now and then revision should take place. There is to‐day a great dislike of discipline, which leads to attacks on all rules, but a few rules are necessary in order that books may be made to give the fullest service, be preserved as far as that is compatible with real use, and that equality of opportunity shall be given to all readers. What is wanted is not “no rules at all,” but good ones so constructed that they adapt themselves to the needs of readers. Anachronisms such as: the rule that in lending libraries forbids the exchange of a book on the day it is borrowed; the illegal charge for vouchers; insistence that readers shall return books for renewal; the rigid limiting of the number of readers' tickets; or a procrustean period of loan for books irrespective of their character—here are some which have gone in many places and should go in all. Our point, however, is that rules should be altered by the authority, not that the application of rules should be altered by staffs. The latter is sometimes done, and trouble usually ensues.

Addresses the standardization of the measurements and the labels for concepts commonly used in the study of work organizations. As a reference handbook and research tool, seeks to improve measurement in the study of work organizations and to facilitate the teaching of introductory courses in this subject. Focuses solely on work organizations, that is, social systems in which members work for money. Defines measurement and distinguishes four levels: nominal, ordinal, interval and ratio. Selects specific measures on the basis of quality, diversity, simplicity and availability and evaluates each measure for its validity and reliability. Employs a set of 38 concepts ‐ ranging from “absenteeism” to “turnover” as the handbook’s frame of reference. Concludes by reviewing organizational measurement over the past 30 years and recommending future measurement reseach.

Abstract

OUR theme in general this month is the personality of the librarian. One may say that librarians have a habit of discussing the recruitment of the profession, its pay and other factors in the personnel. And it is natural that they should have, because after all it is their life. The librarian as a man rarely figures at any length or in any detail in the books or magazines that we usually read. Lately, it is true, Mr. L. Stanley Jast has been contributing to a contemporary, The Library Review, some admirable all‐too‐brief articles on his memories of personalities and doings mainly in connection with the Library Association thirty or more years since. It is a pity that Mr. Jast cannot be persuaded to give these reminiscences at much greater length, and although it is possible that their main appeal is to the born librarian, yet for those who read as they run, they possess many things of quite living interest. In short, the librarian is bound to be interested in the librarian himself; that is human nature.
