Editorial

This issue presents four research papers, one expert commentary and two book reviews. While we would publish papers on various issues of energy sector management, we would also devote issues to specific areas of research either as part of special issues or in regular issues. We are working on two such special issues at present and would be interested in considering other topics. One such area would be sustainability issue of the energy industry that has emerged as a multi-dimensional concern requiring improved usage of resources, better productivity and reduction of negative impacts on the environment and society. Energy sector organizations need to make various strategic, planning and operational decisions dynamically, which tend to be both multi-factorial and conflicting. We would be interested in considering the sector perspective using various frameworks from quality management, supply chain management, information and knowledge management, risk management, environmental management, strategic management, human resource management and financial management.

The firstpaper by Adilson de Oliveira looks at the issue of regional co-operation in energy in South America and discusses the Brazilian perspective in such co-operation. The second paper by Ishan Purohit and Pallav Purohit assesses both theoretically and realistically achievable Clean Development Mechanism potential of windmill pumps in India. The authors suggest that although the theoretical potential of generating Certified Emission Reductions from windmill pumps in India is high, the penetration of this technology in the near future may not be high, leading to only modest generation of CERs by 2012. The authors also indicate the barriers to the successful deployment of windmill pumps in India. M.H. Bala Subrahmanya reports the results of a case study on the energy efficiency in two segments of small scale enterprises, namely auto ancillaries and brick making in India. He demonstrates how energy consumption, efficiency and economic performance vary between small enterprises belonging to two different product clusters. Although the small scale sector is a vibrant segment of the Indian economy, the energy consciousness of the sector is a poorly understood area. Bala Subrahmanya attempts to shed some light in this area in his work. The last paper by Nguyen Van Thuyet, Stephen Ogunlana and Prasanta Dey identify risks of managing projects in oil and gas industry in Vietnam through a custom-designed survey and analyzing the survey responses employing statistical methods. They also develop responses for the critical risks identified in the paper.

In the expert commentary section, Juan YaƱes and Robert Grosse provide their viewpoints on US oil import dependence and methods for dealing with it.
