Abstract

During the past decade, the United States Congress has developed a wide array of online information databases and correspondence tracking systems. The legislators in Washington now probably comprise the world's largest concentration of policymakers using online systems. This paper presents the historical background, describes the various files now in use, and explores some of the policy questions faced by American lawmakers as the public seeks access to these information systems.
