Rest assured that if Mr Growser had suffered an appeal against an award under the Toytown Building Act he would certainly have uttered his familiar complaint. And I think he would have had good reason to do so, even though Ernest the Policeman and the Mayor would undoubtedly have expedited the matter. The trouble with appeals under the London Building Acts (Amendment) Act 1939, is that they rarely are expedited and that an appeal can vitiate the entire purpose of the Act.
